Additinally as a result f the HASP/RTM fail SC/PSEs adjustments t ETC rights as a result f changes t systems cnditins wuld nt be accunted fr and in the event ETC rights have been derated etags and market reservatins may be adjusted t ensure ETC rights are prtected. Upn failure f the HASP/RTM, the Real Time Generatin Dispatcher takes the fllwing actins t maintain lad balancing requirements and reserve bligatins as fllws: Real Time Generatin Dispatcher Review needs fr additinal resurces, lad balancing requirements and reserve bligatins. Ntify supprt persnnel f issue & cmmunicate with market participants with a market message indicating general actins and respnse frm market participants. Verify systems have reverted t IFM schedules and awards. Review available dispatch and send instructins if dispatch will nt reduce reliability. If dispatch wuld hinder reliable peratins, blck dispatch instructins Review MRTU Inc/Dec Tl with Real Time Scheduler t exceptinally dispatch ties establishing best effrts t identify, apprve and implement any Interchange Schedules. Evaluate internal resurce needs and exceptinal dispatch as required. Use exceptinal dispatch fr internal resurces r RMR if a unit is needed fr RTPD fr cmmitment (startup r shutdwn). Cnsider if transmissin events may require mdel update and use EMS manual event trigger every 15 minutes t ensure tplgy up-dates fr RTD interval dispatches. All real-time energy beynd DA will be eventually treated as Operatinal Adjustment Tier 2 in SaMc and this settled as the RT LMP prices. Interchange energy beynd DA may be settled based upn Tariff authrity t set an Administrative Price based upn the last successful HASP price.
