No. DRS/LKO/ 04 Date: NOTICE INVITING TENDER (NIT) SEALED QUOTATIONS FOR SUPPLY, INSTALLATION AND MAINTENANCE OF 30 nos of Batteries (12v/100AH) at DRS, LUCKNOW Allahabad Bank intends to procure 30 nos. of brand new UPS Batteries(12v/100AH) for supply, installation and maintenance at DRS, Lucknow as detailed below, against buyback of old batteries. Buyback rates of the old batteries should be given separately. Quotations without buyback of the old batteries will be summarily rejected. Requirement of batteries are as under: Sl. No. Battery Ratings 1 12V, 100AH SMF VRLA Batteries Qty Make Warranty required 30 nos Panasonic/Exide/ Amara Raja/Rocket 2 years Onsite replacement warranty (24x7 support) Delivery and Installation Site Allahabad Bank, Disaster Recovery Site 3 rd Floor, ZO Building Hazratganj, Lucknow Remarks The batteries will be used with a UPS of 20 KVA (DB Power) In this connection Sealed Tender is invited from the OEM or Authorized dealer/supplier of Batteries at DRS, Lucknow as per the following specifications and terms & conditions.
2 Eligibility Criteria :- A bidder should be required to satisfy the following requirements for being eligible for participation in the bidding process. Eligibility Criteria 1. The bidder should be OEM or authorized dealer/supplier of quoted battery. Further bidder must have its service support center at Lucknow. The Bidder will be allowed to offer only a single Bid for any make mentioned above. 2.OEM should have valid ISO: 9001:2008 Quality Certificate, ISO & OHSAS ISO Certificate 3. The Bidder must have its own office at Lucknow for 24x7x365 on site support. 4.The Bidder should have been operating in India for a minimum period of 3 years as on The bidder must have supplied at least 50 nos of UPS batteries in each consecutive year i.e. 2014, 2015, 2016 to any Banking/Insurance/Financial institutions in Lucknow. Documents Required Documentary evidence will be required. Documentary evidence in the form of signed (by the authorized signatory) and sealed copies of enlisted certificates. Details of own office at Lucknow must be submitted on the company letter Head signed and sealed by the authorized signatory. Copy of the certificate of Incorporation/Partnership Deed signed by the authorized signatory is to be submitted. Bidder has to submit a certificate regarding successful delivery, installation and support services from those organization/s in the Technical Bid.
3 Supply, Installation and Maintenance of Batteries :- Details of Project/Proposed Work: Place of Work Quantities Battery Specification Warranty & Services Bid Security (Refundable): ALLAHABAD BANK DISASTER RECOVERY SITE 3 rd Floor, ZO Building Hazratganj, Lucknow(UP) (12Vx100AH)-30 nos. Sealed Maintenance Free(SMF) Valve regulated Lead Acid Battery (12Vx100AH). (1) Make : Exide/Panasonic/Amarraja/Rocket (2) Buy back of old batteries. Two years onsite replacement warranty from the date of Successful Installation. Services will be provided by the bidder/oem itself not by any other party. Rs. 2000/-(Rupees two Thousand Only) in shape of draft/ banker cheque issued in favor of Allahabad Bank payable at Lucknow. The bid security of unsuccessful bidders will be released after completion of tender process. However, the bid security of successful bidder will be released after completion of order. Payment Terms 100% payment on submission of the following documents. 1) Delivery & successful installation of batteries. 2) Invoice with Bank Details. 3) Submission of Performance Bank Guarantee(PBG) in the form of Bank Guarantee amounting 10% of order value valid upto (2years +60 days) from the date of installation. 4) Certificate for successful installation of new batteries and removal of old batteries/rubbish/cartons & superfluous material. 4 Terms and Conditions for Installation :- (To be signed and attached along with Sealed Bid) 1. Date of Commencement: The date of commencement shall be reckoned as the date of work order issued to successful Bidder. 2. Time of Completion : The work shall be completed(delivery/installation & commissioning) in all respect within a period of 10 days from date of receipt of purchase order. 3. Liquidated damage: if the supplier fails to complete the job as per clause no. 2 above within stipulated time, the bank will be entitled to charge liquidated of the accepted contract sum per week subject to a maximum of 10% of the accepted contract sum. However being a data centre setup, if bank is not in a position to accept the delivery of batteries at the site or delay in installation of batteries due to approval of required downtime from the bank site then for such a period LD penalty will not be applicable. To ascertain the availability of Batteries in the warehouse of supplier Bank Official may visit and inspect the batteries(in case of delay). 4. Validity Period : The price quoted will be valid for a period of 3 months from the date of opening bid. 5. Delivery freight and equipments etc at site(3 rd Floor, DRS) and the bank shall not bear any expenses and risk also on this accounts. No service lift is available to carry the materials from ground floor to 3 rd Floor. 6. In case of extremely unsatisfactory execution, incompetence, bad workmanship, use of materials officially rejected by the bank, Bank is empowered to terminate the contract and engage separate agencies for completing the work on vendors risk & cost by serving 3 days notice of work. 7. The vendor will take all necessary precaution at his cost to safeguard the workers during the execution of work. Bank will not be responsible for any mishappening during execution of work. 8. In case of Battery failure during warranty period, the vendor has to attend the site within 2 hours and has to replace the faulty at their own cost within 4 hours. 9. The vendor has to replace the entire set of batteries within a week, in case of more than two occasion of failure during the warranty period. 10. After delivery/installation of batteries, if it is required to shift the batteries at ground floor or at any other place within the Bank Premises as decided by the bank during the warranty period, then un-installation of batteries and re-installation of batteries will be done by the vendor without any extra charges and also no shifting charges of batteries will be paid within the Bank Premises. 11. The Quarterly PM will be conducted immediately at the end of each quarter to check the proper health of the batteries in on-line/off-line mode and detailed report will be submitted to the Bank without fail. However, if Bank decides that health of batteries is to be checked at any time during warranty period other than regular quarterly payment then same will be done by the vendor promptly within 2 hours from the call received. 12. No tender will be entertained without the buyback price. In case buyback price is NIL, then the same must be mentioned in the Bid. 13. No Separate order/declaration will be issued for lifting the old batteries( under buy back) and any liability arises out of it (tax/environmental etc.) will be responsibility of Bidder. 14. Goods to be insured by the vendor till the installation gets completed. Signature of the Bidder (With seal)
5 Instruction to Bidders The Technical Bid and Commercial Bid should be sealed separately and properly superscribing Quotation for supply of batteries at DRS, Allahabad Bank- Technical Bid and Quotation for Supply of batteries at DRS, Allahabad bank- Commercial Bid respectively. Both the envelops (Technical & Commercial) must be kept in single envelop super-scribing Quotation for supply of batteries at Allahabad bank- Don t open before The Sealed Technical Bid must contain following: 1. Technical format (as per Annexure-I). 2. Draft /Banker Cheque of Rs. 2000/- (Rupees Two Thousand Only) in favor of Allahabad Bank payable at Lucknow. 3. Product Brochures, leaflets etc. 4. Copy of valid Certificate of OEM/Authorized dealership/authorized supplier of offered batteries with clearly mentioned validity of dealership. 5. Certificate/s regarding successful delivery, installation and support services from organization/s. 6. Signed & Stamped (on each page) Tender Notice, which implies that the bidder has read and accepted all the terms and conditions of Tender Notice. 7. Other relevant certificates(iso & Certificate of incorporation etc.) as mentioned in eligibility criteria. The Technical Bid should not contain any price information. The Commercial Bid should contain the Price Information only and must be submitted in a format as per Annexure-II. For commercial evaluation, the Total Bid Price of Annexure-II will be taken into consideration and Lower (L1) bidder will be selected. No Changes are allowed / permitted after the submission of the documents. Offer must specify only a single Make of Battery which is cost effective and meets the tender specification and should not include any alternatives. The Language of Bid should be in English. 6 Note: The Bank is not responsible for premature opening of any tenders received by Posts. The tenders received by the Bank after specified date & time will be rejected. Date of Opening of Tender The Technical Bids received within stipulated period will be opened on at 3.30 PM. The vendors may choose to remain present at the time of Tender opening. However, Bank reserves the right to postpone the date or/and time of opening of Bids. If so bidders will be informed separately about the new date and timing of opening of the tenders. The authority letter must be issued by the Bidder to his representative, who will remain present during the opening of tender. The date of opening of Commercial tenders of technically eligible bidders will be informed separately to technically eligible bidders. Please note that tenders incomplete in any respect will be liable for rejection.
