10 GENERAL TERMS AND CONDITIONS Detailed information about the items, specifications are available in tender document which can be downloaded from the University website Offer should be submitted in two parts, in two separate envelops; 1) Technical Bid and 2) Financial Bid. These two envelops shall be sealed in a common cover and addressed/sent to The Registrar, Gautam Buddha University, Greater Noida, Gautam Budh Nagar (U.P.) super scribing Tender against Tender Advt. GBU/S&P/07/2016 dated , Name of work: COMPREHENSIVE ANNUAL MANINTEANCE, REPAIRING & LICENSES OF CCTV SURVEILLANCE SYSTEM. so as to reach us on or before last day of submission. 2. The Technical Bid and Financial Bid should be duly filled up. 3. The technical bid of the bidders will be opened first and the financial bid will be opened only of technically qualified. 4. The Technical Bid shall contain all documents in support of offered items specifications, commercial terms & conditions and eligibility criteria along with the page number for cited specifications in the company brochure for the particular item. 5. The Financial Bid shall contain rate schedule only. The price shall be in words and numeric numbers both. 6. Eligibility Criteria: All the participating firms should meet the following qualifying criteria. The firm should be a registered supplier for such items. Following documents are required to be submitted with Technical Bid, to qualify eligibility criteria: (a) Sales Tax/VAT registration certificate. (b) (c) (d) (e) (f) (g) (h) (i) PAN and TIN number should be mentioned. The firm/company should have experience of similar items supply & installation in institutes/organization of National repute, as mentioned above in bid proforma. Audited copy of balance sheet with trading, profit & loss account for the last three financial years should be submitted (self attested). Name of branch offices & service centers. Firm should be certified as a Gold partner or above from the manufacture company. Earnest Money Deposit (EMD) is required to be submitted in the form of FDR/BG and Tender Fee in form of DD/Pay Order in favour of Gautam Buddha University payable at Delhi/Noida/Greater Noida along with the Technical Bid. If supply/work is not made within the prescribed period EMD would be forfeited. Authorized signatory should sign with rubber seal on all pages. Bids without authorized signature & seal will be rejected. The vendor shall submit an affidavit (duly notarized) on Rs. 10/- stamp paper to the effect that the firm has never been blacklisted by any Government organization including Universities, Institutions and Colleges. 11 7. Offer should be sent in a sealed envelope, submitted either in person or by post on which name and address of the supplier/firm shall be written. Tenders received through s or FAX will not be considered. 8. The technical bids will be opened on scheduled date and time in the presence of the bidders/authorized representatives of bidders. Suppliers intending to attend the tender opening should intimate in advance. 9. The cost of the tender is Rs.1050/- (Rupees One Thousand Fifty Only) (Non-refundable) and it shall be paid separately in the form of DD/Pay Order, drawn in favour of Gautam Buddha University payable at Noida/Greater Noida/Delhi and should be attached with technical bid envelope. 10. The EMD of the successful bidder will be refunded after getting the Performance Security Deposit (i.e. 10% of PO/WO value). The Performance Security Deposit shall be deposited in the form of FDR/Bank Guaranty only, pledged in favour of Gautam Buddha University and should be valid for whole contract/warranty period. The PSD will be returned only after expiry of the successful contract/warranty period. The EMD of the unsuccessful bidders will be returned to the firm(s) immediately after finalization of the tenders. No interest will be paid on EMD in any case. 11. The Small Scale Units registered with National Small Industries Corporation (NSIC) are exempted from Tender Fee & EMD subject to provide a copy of registration certificate. 12. Financial Bid should be valid for one year from the last date of receipt of the tenders. 13. No revision of price bid will be allowed once the price bids are opened. 14. No increase in price will be allowed after our work order(s) are placed. 15. Failure to comply with all the terms and conditions mentioned herein would result in the tender being summarily rejected. 16. Vendors are informed that once the companies are shortlisted based on the eligibility criteria and technical specification, only then the financial bids of the firms that meet the eligibility criteria, technical specification / requirements would be opened. 17. Conditional tenders will not be accepted. 18. Any cutting and overwriting in the financial bid will not be accepted. 19. GBU reserves the right to change the order quantity or split the orders among multiple vendors without assigning any reason (s) whatsoever. 20. GBU reserves the right to reject any or all the tenders without assigning any reasons whatsoever. 21. All legal proceedings, if necessity arises to the University may be any of the parties (University or Contractor/Supplier) shall have to be lodged in the courts situated at Distt. 12 The AMC will be governed by the following Special terms & conditions: 1) The prices quoted should be inclusive of all taxes. 2) Complaints, if any pertaining to the items should be attended immediately. In exceptional cases when the item cannot be repaired in the University, a written permission must be taken from the In-charge (computer center) to get repaired outside the University. The University will not make any payment towards the to and fro transportation of the equipment. 3) Firm should be certified as a Gold partner or above from the manufacture company. 4) Complete user, technical and service manuals/installation drawings/documentation and spare parts catalogue are to be provided along with the supply of the item. 5) AMC type: Comprehensive all hardware with accessories covered and software support. 6) If the services rendered by the firm appear to be poor/unsatisfactory at any time and also if any of the aforesaid conditions are violated, the AMC will be terminated immediately. 7) Payment Terms : No advance payment shall be released in any case. The payment shall be released on delivery of items in good condition, installation and putting those in satisfactory working conditions only, for repair and license work. For AMC work payment shall be released on quarterly basis on receipt of necessary bills and after getting satisfactory performance report received from the department concerned.
