3 Foreword By Herna Verhagen PostNL continues to make considerable progress transforming into a logistics e-commerce company, helping us to realise our ambition to be the postal and logistic solutions provider in our chosen markets, which reflects the increasing e-commerce growth and shrinking mail volumes. PostNL does this against the background of an improved financial position. Regulation impacts PostNL operationally and financially more than expected whilst volume decline of Dutch mail volumes is one of the highest in Europe. In The Netherlands this will ultimately harm the accessibility and reliability of Dutch postal services. From an European perspective the differences in regulatory regime and the state aid or net cost compensation that many national postal operators receive in many countries create an unlevel playing field. In this document you find useful background information that enables you to place the Dutch market and PostNL in perspective to that of other countries and postal operators.
