1 MOE INDEPENDENT SCHOOL BURSARY SCHEME 2017 The MOE Independent School Bursary (ISB) scheme is applicable to all independent and specialised independent schools except School Of The Arts and Singapore Sports School which have their own financial assistance schemes. It offers a tiered school fee subsidy of between 33% and 100% to Singaporean students from families with month Gross Household Income (GHI) up to $7,200, or Per Capita Income (PCI) up to $1,800. The details are: a) Eligibility Criteria - Student is a Singapore Citizen, and meets the GHI or PCI criterion. b) Tenure of Bursary - All ISB approved will be valid till December of the year. Fresh applications will have to be submitted for each academic year. c) Effective Month Student can apply for ISB at any time of the year. It will take effect in the month the application is approved. MOE Scholars Granted ISB Since 2008, the value of MOE Scholarships (including Edusave scholarships) has been capped at $2,400 per annum. An MOE scholar may apply for ISB to subsidise the remaining school fees. An MOE scholar granted ISB with 100% school fee subsidy will have his entire school fees and miscellaneous fees subsidised. However, MOE scholars granted partial school fee subsidy under ISB will have the total subsidy received by him capped at the full school fee less the school and standard miscellaneous fees payable in a Government or Government-aided school.

2 Explanatory Note (a) Household members include the student, his/her parents, grandparents and unmarried siblings living at the same address. Other dependents living in the same household may be included on a case-by-case basis. These include: (i) Relatives who are old or sick and are unemployed and dependent on the family (e.g. great grandparents, grand uncle, disabled niece, etc); and (ii) Child dependents (e.g. cousin whose parents cannot be located and the family is the legal guardian of the child). (b) (c) Gross income is income including regular allowances before deducting CPF contribution. Household income is the total income earned by ALL members of the household. It includes alimony (maintenance allowance) received by a divorced mother; pension received by a household member who is a pensioner; regular overtime allowance, meal and transport allowance, etc and income from other sources such as rental or investment income. It excludes yearly bonuses, ad hoc overtime allowance, full- time National Service allowance received by NS men, severance compensation and insurance payouts, etc. For a student who has no parents and is under the care of a relative who is a legal guardian, the relative s household income will apply.

4 Section III: Supporting Documents Please submit the following documents together with the application form. 1. Household members who are employed are required to submit their latest payslip or a letter from their employer certifying their income. 2. Household members who are self-employed are required to attach their latest Income Tax Notice of Assessment. If the member is not required to pay tax or the tax assessment does not reflect his/her current income status, he is to complete the declaration at Annex A. 3. Household members who are unemployed and below age 62 are required to complete a declaration as enclosed in Annex A if they are not undertaking full-time studies or are in full-time National Service. If the Gross Household Income in Section II (shaded in grey) exceeds $2,500 and there are 5 or more members in the same household (including grandparents), please provide the following additional documents: 4. Copies of NRIC of household members, other than parents and unmarried siblings. If there are other dependent children with no NRIC, please submit copies of legal documents to show that they are staying in the same household. Note: Sections IV, V & VI applicable for ISB recipients who are eligible for 100% Subsidy Only Please complete these sections to request for Textbooks, school attire, transport and new computer. 6 FAQs ON THE MOE IS BURSARY SCHEME 1 Based on the income criteria, I will be eligible for the IS Bursary, will I be placed under the scheme automatically by the school? No, you will have to apply for the IS bursary in order to receive it. 2 How do I apply for the IS Bursary? You can obtain the application form from the school. You are to submit the completed form to the school with the relevant supporting documents (i.e. Letter from employer or payslip as proof of earned income for household members with incomes. For self-employed household members, the Income Tax Assessment Returns is required.). The schools will inform them of the outcome of their applications. 3 Once I am placed on the bursary scheme, will the approval be valid till I leave the school? A family s income may change from year to year. The IS Bursary will lapse at the end of each academic year. You will need to apply for the Bursary for the next academic year so that the school can assess the benefits you are eligible for. 4 Can I apply for the bursary scheme halfway through the academic year? Will the effective date be backdated to January? Yes, you can apply for IS Bursary in any month of the year. However, the bursary granted will take effect from the month the application is approved and will not be back-dated to January. 5 I am eligible for 70% fee subsidy. If I am granted the IS Bursary, does this mean that I am required to pay only 30% of the school and miscellaneous fees to the school in cash? Yes, you will be required to pay only 30% of the fees to the school. 6 I am eligible for 50% fee subsidy. If I require additional financial assistance, how do I go about it? In addition to ISB, each IS also has its school-based financial scheme. You can approach the school for advice on the additional financial assistance available and the application procedure.
