2 Fiscal Surplus For six consecutive years, Bolivia generates more income than what it spends it means that has a fiscal surplus. In 2005, bank deopsits from the people in Tarija reached USD 101 millions and in March 2012 this amount went up to USD 215 millions. 8 With the nationalization, local governments, Univ Transfers by the Nation s General Treasury to local governments, Universities and Councils in Tarija have grown significantly in the last six years. In 2005, this department recieved Bs1.320 millions and in 2011 Bs3.132 millions were transfered.
