7 RESPONSIBLE GAMBLING IN ONTARIO OLG POSITION We don t want problem gamblers playing our games Responsible Gambling is a top business priority Responsible Gambling (RG) has grown up dramatically since gambling expansion of 1990s: Ontario now has one the best Responsible Gambling structures in the world OLG s role is now well defined. Strong supports will be part of the plan. OLG designs and delivers RG program with independent agencies No new forms of gambling are being introduced, and Ontario s population is experienced with lottery and slots/casino gambling: Dramatic increase in problem gambling cases are unlikely this would not be anticipated if, for example, VLTs were being introduced
8 OLG STRATEGY To prevent & mitigate effects of problem gambling. Operator s role is defined by points of contact with players: staff interactions, marketing, data PREVENTION Informed Choice OLG works to: Educate on myths & facts Habitualize safe play habits Ultimate objective: Reduce incidence of problem gambling cases developing RG CUSTOMER VISION The Sustainable Player Gambles problem-free throughout life Makes informed choice based on knowledge of facts, own play habits Includes casual, social, regular profiles OLG staff work to: Interact with players who may display red-flag behaviour Direct people seeking help to free counselling Offer Voluntary Self-Exclusion Ultimate objective: Reduce harm REMEDIATION Bridge to Help Evolution of Responsible Gambling: 2 decades of government-sponsored gambling has generated: RG field informed by research, supported by clinicians, researchers, prevention specialists Gambling operators with defined RG role that is integrated with experts to commonly support gamblers
9 RG ACTION PLAN TO SUPPORT MODERNIZATION Extend comprehensive OLG supports and counseling services commensurate with Plan, including: All operators will be required to adhere to rigorous external standards/controls (AGCO regulation, RG Check from RG Council) Support CAMH with new world-leading suite of internet counselling through heavy OLG promotion Free gambling/credit counselling in every community with a gaming site Leading new technology will make time/money limits part of slot machines, driven by data analysis of play patterns Training to teach and reinforce staff to respond to red-flag signs Integration of OLG efforts with independent services: RG Centres at all gaming sites, off-site Self- Exclusion with counsellors across 20 offices Facial Recognition technology to support Self-Exclusion OLG designs and delivers its RG program with provincially funded specialist agencies, and will devise a detailed initiatives with these groups to support Optimization Plan Employee training: CAMH RG Centres at gaming sites: RG Council Joint research: Problem Gambling Research Centre
10 By focusing on their respective areas of expertise OLG and municipalities can partner to create the best possible outcome for all involved Role OLG Select the most capable and qualified Operator for a zone based on evaluation criteria that emphasize technical skills, experience, and vision for the market Define incentive structures that will maximize Operator performance within zones thereby increasing the return to both municipalities and the Province Manage the overall market (in coordination with the AGCO) - setting the conditions/policies that will ensure the health of all zones across the province Municipalities Take steps to make a municipality more attractive to all bidders (i.e. passing resolutions to confirm interest, identify land for potential sites, zone accordingly through public process, articulate vision for gaming in community etc.) Manage the process of public consultation building the case for a gaming site with citizens and key local stakeholders
11 Responsibilities and activities at each step of the procurement process Pre-RFI RFI RFP Post-RFP OLG Define zones based on financial modelling Define procurement process and materials to support RFI Provide municipalities with overview of the procurement process Interact with potential Operators refining operating model and roles/responsibilities as required Provide additional information to municipalities on benefit of hosting a gaming facility Evaluate potential Operators selecting those with greatest technical skill and that will provide greatest return to Province Manage AGCO licensing process for potential Operators Finalize contracts and incentive structures through negotiation Manage process of transition to future state operating model Municipal Begin process to confirm interest in hosting a gaming site Create conditions to Confirm interest in make municipality hosting a gaming attractive to potential facility before RFP is Operators released Receive inquiries from Conduct public potential Operators consultations as advising them of the required openness of the municipality to a site and referring other questions to OLG Discussions around base funding model for host municipalities Work with successful proponent to finalize site, approvals, etc.
