11 1. INTRODUCTION This report presents the findings of the Spring 2017 Labour Force Survey (LFS). The LFS provides information on the characteristics of persons in the labour force. The concepts used in the survey are in accordance with the International Labour Organization (ILO) guidelines, and therefore, the indicators produced from the Survey are comparable to those used internationally. The remaining sections of this report present the methodology (Section 2), the main findings with emphasis on the characteristics of the labour force, and those that are out of the labour force (Section 3) and other findings on expenses and housing characteristics (Section 4). 2. METHODOLOGY As in previous LFS, planning and execution of the Spring 2017 LFS was undertaken by the staff of the Economics and Statistics Office (ESO), a department in the Ministry of Finance and Economic Development of the Cayman Islands Government. The ESO s Household Register, which is comprised of a listing of all household dwelling units in the Cayman Islands, provided the sampling frame for the survey. A comprehensive update to the register was conducted between February and August 2016 based on information obtained from the 2015 Household Budget Survey, and new information from field updates which revised the register to 25,851 household dwelling units. A sample of 1,392 household addresses was randomly selected for the Spring survey, representing 5.4 percent of all household addresses. The total number of households during the survey period was eventually adjusted to 25,557 based on post-survey results, which showed that 290 selected household addresses were confirmed to have no occupant households at the time of the survey. Sampling design The Cayman Islands was divided into six strata along the same geographical lines as the Districts of the Cayman Islands. Cayman Brac and Little Cayman were combined to form the stratum Sister Islands. Probability proportionate to household count by district, as determined from the ESO Household Register, was used when allocating the number of selected households across strata. Households were randomly selected from all of the six districts; within each district, the households were selected with equal probability, and the final sample represented approximately 5.4 percent of households within respective districts. 12 The probability of selection for the sampled households in each district can be expressed as follows: P h = m h / M h Where: P h =probability of selection for the sample households in the h-th stratum (district) M h = total number of households in the sample frame for the h-th stratum m h = the number of sample households selected in the h-th stratum Fieldwork Since the October 2014 LFS, the ESO has been using tablets for electronic data collection in Grand Cayman. Tablets were also used in the Sister Islands beginning October Attached in the Appendix (page 126) is a copy of the questionnaire that was uploaded to the tablet. The reference week for the Spring LFS was the week February 26 March 4, The data collection took place over a seven-week period starting March 5, 2017 and ended on April 22, Staff from the ESO conducted four evenings of training in preparation for the fieldwork phase of the survey. A total of 37 persons, most of whom have prior household survey experience (census and/or LFS), received training on how to conduct the LFS using tablets. Thirty-three persons were selected to conduct interviews in Grand Cayman. In the Sister Islands (Cayman Brac and Little Cayman), four persons were trained for two days on how to conduct the LFS using the questionnaires on tablets. The trained interviewers comprised staff members of the ESO and temporary survey enumerators. Weights The 2017 mid-year population estimate was derived by adding the 2017 natural increase (births minus deaths) and immigration data (work permits and change of status) to the 2016 year end population estimate. Data were obtained from the Health Services Authority and the CI Immigration Department for the period January 1- June 30, The basic sampling weight, or expansion factor, was then calculated based on the estimated population and the sample population adjusted for non-responses at the household level. Data processing The survey returns were processed internally by ESO staff members. Data capture was built into the ESO Mobile LFS Project (LFSPrj) software on tablets which was first implemented in October Coding of industries and occupation were also conducted internally using the International Standard Industrial Classification (ISIC) (Rev. 4) and the International Standard Classification of Occupations (ISCO) 2008, respectively. Edit checks were conducted using CSPro (Census and Survey Processing System) and SPSS (Statistical Package for the Social Sciences). Data were verified with cross-referencing information stored on the tablets or with a phone call to the respondent. A data file was then created with information from all households who completed the LFS interview (fully and partially). Finally, indicators were generated from this file using SPSS. Standard errors for main estimates Given the nature of the sample design used in the LFS, the estimates were computed with a 2.5 percent margin of error. The estimates published in this report s tables are rounded to the nearest whole number or person. The sum of the individual rounded numbers may not equal the total. In addition, the difference of one person for the same category in different tables is due to rounding. The estimates presented in this report are all liable to sampling error. Their absolute sampling error increases with their magnitude, while the relative error decreases the greater the size of the estimate. Generally, the smaller the Relative Standard Error (or Coefficient of Variation) the more reliable is the estimate. Because of this, comparisons of the larger estimates may be used with confidence, but small estimates must be treated with caution. The standard errors, confidence intervals and coefficients of variation (C.V.) of the estimates for key variables for the Spring 2017 LFS are shown in the Tables 2 and 3. DEFINITION of KEY CONCEPTS LABOUR FORCE SURVEY REPORT SPRING 2017 Population In the LFS, population means the resident population; that is persons staying or intending to stay in the Cayman Islands at least six months. Visitors/tourists are not included in the resident population. Persons in institution for more than six months are excluded. Labour Force The labour force is composed of those members of the non-institutional population (i.e. those not in residential institutions such as general penitentiary, retirement homes) 15 years of age and over, who during the reference week were employed or unemployed. Employed Employed persons are those who, during the reference week, did any work for pay or profit; that is, paid work in the context of an employer employee relationship, or self-employment. It also includes unpaid family workers who contributed directly to the operation of a farm, business or professional practice, owned or operated by a related member of the household. Based on guidelines of the International Labour Organization (ILO), work can be for as little as an hour during the reference week; it excludes unpaid domestic housework and volunteer work but includes those temporarily away from their jobs. Unemployed Unemployed persons are those who, during the reference week: (a) without work; (b) currently available for work and (c) actively looked for a job, or had definite arrangements to start a job within 4 weeks. Unemployment Rate The unemployment rate represents the number of unemployed persons expressed as a percentage of the labour force. The unemployment rate for a particular group (age, status, sex, etc.) is the number unemployed in that group expressed as a percentage of the labour force for that group. Unemployment Rate = Number of Unemployed Labour Force 100 Not In the Labour Force These are persons in the non-institutional population (i.e. those not in residential institutions such as general penitentiary, retirement homes) 15 years of age and over - who, during the reference week, were neither employed nor unemployed. 17 3. MAIN FINDINGS As at end June 2017, the population of the Cayman Islands was estimated at 63,115. There were 35,507 Caymanians, 4,376 Permanent Residents and 23,232 Non-Caymanians. The labour force was comprised of 43,545 persons, with 41,764 of them employed and 1,780 unemployed. The labour force participation rate was 82.1 percent while the unemployment rate was 4.1 percent. The unemployment rate and labour force participation rate varied by sex and status (Tables 4 and 5). Figure 1 illustrates the composition of the population and the labour force. 19 3.1 POPULATION ESTIMATES As at end June 2017, the estimated population stood at 63,115. The majority of Cayman s population lives in Grand Cayman, particularly in George Town which accounted for 50.0 percent. West Bay had 19.2 percent of the population while Bodden Town had 21.3 percent. The Sister Islands (Cayman Brac and Little Cayman) combined population accounted for 3.6 percent (Table 6). The average household size was 2.5 persons per household. North Side had the highest household size with 3.1 persons, followed by Bodden Town 3.0 persons, and West Bay 2.5 persons. The other districts George Town, East End and the Sister Islands recorded an average household size of 2.3 persons. Children younger than 15 years old accounted for 16.0 percent of the population while the elderly (65 years or older) represented 7.3 percent. These two groups together are referred to as the dependent population and accounted for 23.3 percent. The working age population which is the age group comprising persons who are 15 years and older accounted for 83.9 percent of the population. Persons in this age group are usually working or looking for work and are said to be in their productive years. Within this group, persons aged 15 to 64 years are considered to be the ones on whom children (0-14 years) and Economics and Statistics Office 11

20 elderly (65 and above) depend. The ratio of the latter population groups to the 15 to 64 years old group shows a dependency ratio of 30.3 percent. Although Caymanians had the highest population proportion, it decreased slightly from 56.4 percent in Spring 2016 to 56.3 percent in Spring 2017 (Table 7). Among Caymanians, 77.3 percent were in the working age population compared to 99.1 and 86.5 percent of Permanent Residents and Non-Caymanians, respectively (Appendix Table 1.5). The latter is expected since the local economy has a high proportion of expatriates whose residency is dependent on work permits. Economics and Statistics Office 12

21 3.2 LABOUR FORCE The labour force is comprised of persons in the working-age population who worked, as well as those who at the time of the survey, did not have a job, but were available and looking for work during the reference period. In Spring 2017, there were 43,545 persons who were in the labour force (Table 8). The age group 35 to 44 years accounted for 29.8 percent of the labour force in Spring 2017, followed by the 25 to 34 years (24.7%) and the group 45 to 54 years (23.6%). Status The labour force distribution by nationality status in Spring 2017 indicated that 47.0 percent were Caymanians, 44.9 percent Non-Caymanians and 8.1 percent Permanent Residents with Rights to Work (WRW) (Table 8). 22 Labour Force Participation Rate The overall labour force participation rate (LFPR) 1 was 82.1 percent (Table 9). Non-Caymanians overall had the highest labour force participation rate (95.3%) as expected due to the work permits oriented migration system, when compared to Permanent Residents WRW (76.4%) and Caymanians (73.3%). The LFPR ranged from 36.0 percent among those with primary school and below education to 89.4 percent among those with college/university education. The participation rate for females was lower than males in most of the educational attainment categories. 23 3.3 EMPLOYED The employed consists of those persons in the labour force who worked for pay, profit or family gain for at least one hour during the reference week, which was the week February 26 to March 4, Persons who, for some reason or the other, did not work during the reference week, but had a job were also categorized as employed as such persons were temporarily absent from work. In Spring 2017, the number of employed persons in the labour force was 41,764 (Table 10). 24 Sex and Age The number of males employed in the labour force was 21,649, higher than the employed females, which numbered 20,115 (Table 10). Those in the 35 to 44 age group accounted for the biggest share of the employed (30.1%). Persons aged 15 to 24 years and the elderly (65+ years) represented 6.2 and 3.3 percent of the employed, respectively. Status Employed Caymanians in Spring 2017 totalled 19,196 and accounted for 46.0 percent of the employed labour force. Employed Non-Caymanians and Permanent Residents WRW totalled 19,386 and 3,182, respectively. These two groups accounted for 54.0 percent of the employed labour force (Table 10). Employment Status The employed worked mainly as paid employees (92.9%), while 7.0 percent had their own business as self-employed with or without employees. Among employed males, 9.8 percent were self-employed, while among females 4.0 percent were self-employed. Caymanians (12.9%) were more likely than Permanent Residents WRW (5.7%) and Non-Caymanians (1.0%) to have their own business (Tables 11 and 12). 25 Occupation The top five occupations in Spring 2017, which comprised 76.2 percent of total employment, were service and sales workers (19.2%); professionals (17.9%); technicians and associate professionals (14.8%); elementary occupations (12.3%); and craft and related trades workers (12.0%), (Figure 2). Analysis by sex and status indicates varying patterns. The largest share of employed males by occupation worked as craft and related trades workers (22.2%); professionals (16.1%); service and sales workers (14.8%); and technicians and associate professionals (13.9%). The employed share pattern for females showed that females were employed as service and sales workers (23.9%); professionals (19.9%); technicians and associate professionals (15.8%); elementary occupations (15.6%); and, clerical support (13.8%) (Appendix Table 3.25). The largest share of employed Caymanians worked as technicians and associate professionals (18.2%); professionals (17.0%); and clerical support workers (15.6%). Non-Caymanians were mainly employed as service and sales workers (25.4%); elementary occupations (19.3%); professionals (17.1%); and craft and related trade workers (15.2%). Permanent Residents WRW were mainly employed as professionals (28.3%); technicians and associate professionals (17.5%); and craft and related trade workers (14.2%) (Appendix Table 3.26). 26 Industry The top nine industries accounted for 73.9 percent of the employed labour force, these were: wholesale and retail trade (11.2%); construction (11.0%); professional, scientific, and technical activities (9.2%); financial and insurance activities (9.2%); public administration and defence (7.5%); activities of households as employers (7.2%); restaurants and mobile food services activities (6.7%); accommodation (6.0%); and administrative and support services activities (5.9%), (see Figure 3). Males were mainly engaged in construction (19.8%), and wholesale and retail trade (12.3%) while females were mainly engaged in activities of households as employers (13.5%); financial services (11.4%); professional, scientific and technical activities (10.4%), and wholesale and retail trade (10.1%), (see Appendix Tables 3.27). 27 Caymanians were mostly employed in financial services and insurance (14.5%); public administration activities (13.2%); wholesale and retail trade (12.4%), and professional, scientific and technical activities (10.2%). The top industries employing Non-Caymanians were: activities of households as employers (13.7%); construction (13.0%); wholesale and retail trade (10.9%), and restaurants and food service activities (10.0%). Permanent Residents WRW were mainly employed in the following industries: construction (15.0%) and professional, scientific and technical activities (13.3%). (See Appendix Table 3.28). Hours of Work Actual hours worked is defined as the exact number of hours worked during the reference period of February 26 to March 4, 2017, by the respondent at his/her job(s), which includes all hours spent on work activities and overtime hours but excludes vacation leave, sick leave, public holidays and other forms of paid or unpaid leave. The employed worked an average of 38.7 actual hours per week. Males on average worked 3.1 hours longer per week than females while Non-Caymanians worked 1.1 hours more on average compared to Caymanians and 2.5 hours more compared to Permanent Residents WRW (Appendix Tables 3.31 and 3.32). Earnings from Main Job Approximately 55.0 percent of employed persons earned CI$2,400 or more per month (Tables 13 and 14). The proportion was higher among employed males (58.4%) compared to employed females (51.3%) earning the same income range. Permanent Residents (68.3%) were more likely than Caymanians (63.9%) and Non-Caymanians (43.9%) to have earned CI$2,400 or more per month. In the highest income range, i.e. CI$8,400 or more per month, there were more males (67.6%) than females (32.4%). In the highest income category, the earners are distributed as follows: Caymanians (52.7%), Permanent Resident WRW (9.5%) and Non-Caymanians (37.8%). Economics and Statistics Office 19

29 Employment by size of business Most of the employed persons (11,869 or 29.4%) worked in businesses with 1-5 employees and 10,601 persons or 26.2 percent worked in businesses with 50 or more employees (Tables 15a and 15b). The highest proportion of Caymanians (35.1%) and Permanent Residence WRW (30.8%) were employed by large businesses employing 50 or more persons. The highest proportion of Non-Caymanians (31.3%) was employed by micro businesses employing 1-5 persons. 30 3.3.1 UNDEREMPLOYED Underemployment is defined as Involuntary part-time work, where workers who could (and would like to) be working for a full work-week can find only part-time work. The underemployed accounted for 4.1 percent of the employed in Spring 2017 (Table 16). Underemployment was 4.0 percent for males and 4.3 percent for females. Caymanians (4.3%) and Non-Caymanians (4.1%) had a higher rate of underemployment than Permanent Residents WRW (3.3%). Persons aged 65 and above have the highest underemployment rate (7.1%) and those who have completed primary school education and below (8.5%), (Table 16). 31 3.4 UNEMPLOYED In Spring 2017, there were 1,780 unemployed persons, and the unemployment rate was 4.1 percent (Table 17). The unemployed were mainly persons who were either years old (23.9%), females (53.4%), or Caymanians (71.7%). 32 Sex, age and status The unemployment rate for persons between 15 and 24 years (9.1%) remained the highest when compared to other age groups of the unemployed. Females experienced a higher unemployment rate (4.5%) than Males (3.7%). The unemployment rate among Caymanians (6.2%) was higher than Permanent Residents WRW (4.8%) and Non-Caymanians (1.7%), (Table 17). Educational attainment Approximately one in every three (29.2%) unemployed persons had post-secondary or higher level education. Among unemployed Caymanians, 24.1 percent had post-secondary education or higher compared to 16.7 percent and 53.9 percent of unemployed Permanent Residents WRW and Non-Caymanians respectively, (Appendix Table 5.6 and 5.7). Reasons for not having work Majority of the unemployed (66.8%) were without work due to unavailability of work, while a few (16.2%) had temporary illness and other reasons. Those with temporary illness were either Caymanians or Permanent Residents WRW (Appendix Table 9). Among Non-Caymanians, 30.8 percent were waiting for work permit. Prior work and period without work The majority (87.2%) of the unemployed stated they had previous jobs, of these only 1.5 percent have been without work for more than one year. Among the unemployed Caymanians, 1,182 (92.6%) had previous jobs while 71 (5.6%) never had a job; only 2.0 percent of those with previous jobs were unemployed for more than a year (Appendix Tables 5.15, 5.16, and 5.17). Job search When asked about their main methods of job search, which was a multiple response question, unemployed persons most popular responses were to ask friends (72.2%); send résumés (57.2%); and, contact an employer (51.9%). Unemployed persons also registered with the National Workforce Development Agency (NWDA) (30.5%) and Professional Registers (30.5%) and to a lesser extent placed or responded to advertisements (28.5%) and checked websites (25.4%). Only Caymanians were registered with the NWDA, (Appendix Table 5.12 and 5.13). Preferred occupation and industry The top four preferred occupations that the unemployed were looking for were service and sales (23.2%); clerical support (22.9%); elementary occupations (16.6%); and, craft and related trade (15.3%), (Appendix Table 5.8 and 5.9). The top four preferred industries where the unemployed looked for work were wholesale and retail trade (17.6%); construction (15.3%); financial and insurance activities (15.1%); and, accomodation (11.1%), (Appendix Table 5.10 and 5.11). 33 Training Over half (60.5%) of the unemployed persons received training for a specific occupation (Appendix Tables 5.24). The majority of those who received training (59.7%) did so before All Permanent Residents WRW (100.0%) completed their training before 2013 while the majority of Non-Caymanians (66.7%) and Caymanians (51.6%) completed training before 2013 (Appendix Tables 5.29 and 5.30). 3.5 PERSONS NOT IN THE LABOUR FORCE Those who were of working age (15 years and older) and not working, not available to work or did not seek work during the reference week were classified as not being in the labour force. A total of 9,486 persons were not in the labour force, the majority of whom were females (60.6%), between 65 years and older (33.1%) and years (28.4%), (Appendix Table 6.1 and 6.2). Persons who had high school or lower level education (66.2%) made up the majority of those not in the labour force (Appendix Table 6.6). Additionally, Caymanian females, who numbered 4,397, were more likely to be classified as not in the labour force (Table 18). These main reasons are traced mainly among Caymanians. Among Permanent Residents WRW home/family duties is the dominant reason along with retirement. Non-Caymanians cited other reasons (38.6%); home duties (25.0%) and studies (29.5%) POTENTIAL LABOUR FORCE Based on the ILO definition, the potential labour force consists of all persons of working age (15 years and older) who, during the reference week, were neither employed nor unemployed and were either classified as unavailable jobseekers or available potential jobseekers. Unavailable jobseekers are persons who carried out activities to seek employment, were not currently available but would become available within a subsequent short period. Available potential jobseekers are persons who did not carry out activities to seek employment, but wanted employment and were currently available. Of the 9,486 persons who were not in the labour force, only 148 persons were considered Potential labour force, all of whom carried out job search for a job in the future but are not currently available. Majority of these persons were Caymanians (64.1%) and aged 15 to 34 (66.0%) (see Appendix Table 6.30). Economics and Statistics Office 26

35 4. OTHER FINDINGS 4.1 HOUSING CHARACTERISTICS The majority of households (47.6%) owned their homes, while 47.8 percent rented their homes (Table 20). About three in every ten households (29.8%) have a land-line telephone, but almost all (98.4%) had at least one cell phone. Approximately, one in every six households (17.4%) had a household employee, and 47.1 percent of households reported having housing insurance. In Spring 2017, the mean monthly rent reported for accommodation furnished or unfurnished was CI$927.00, and the mean rental value for owner-occupied dwelling was CI$2, (Appendix Table 8.7).
