11 1. INTRODUCTION This report presents the findings of the Fall 2017 Labour Force Survey (LFS). The LFS mainly provides information on the characteristics of persons in the labour force (employed and unemployed). It also presents demographic information on the general population, as well as on characteristics of persons not in the labour force and on household characteristics. The concepts used in the survey are in accordance with the International Labour Organization (ILO) guidelines, and therefore, the indicators produced from the Survey are comparable to those used internationally. The remaining sections of this report present the methodology (Section 2), the main findings with emphasis on the characteristics of the labour force, and those that are out of the labour force (Section 3) and other findings on housing characteristics (Section 4). The Appendix presents the detailed tables. 2. METHODOLOGY As in previous LFS, planning and execution of the Fall 2017 LFS was undertaken by the staff of the Economics and Statistics Office (ESO), a department in the Ministry of Finance and Economic Development of the Cayman Islands Government. Sampling design The sampling frame for the LFS is the ESO s Household Register, which is a listing of all household dwelling units in the Cayman Islands derived. A comprehensive update of the register was conducted between February and August 2016 based on information obtained from the 2015 Household Budget Survey; updates were also based on information from the Fall 2016 LFS and Spring 2017 LFS. As of September 2017, the Register listed 25,557 household dwelling units. Samples for the LFS were drawn from districts of the Cayman Islands. Cayman Brac and Little Cayman were combined to form the stratum Sister Islands. Probability proportionate to household count by district, as determined from the ESO Household Register, was used when allocating the number of selected households across strata. Households were randomly selected from all of the six districts; within each district, the households were selected with equal probability. 12 Based on the sampling design, a sample of 1,511 household addresses was randomly selected representing 5.9 percent of all household addresses. The total number of households during the survey period was eventually adjusted to 25,198 based on post-survey results, which showed that 318 selected household addresses were confirmed to have no occupant households at the time of the survey. Fieldwork Since the October 2014 LFS, the ESO has been using tablets for electronic data collection in Grand Cayman. Tablets were also used in the Sister Islands beginning in the Fall 2016 LFS. Attached in the Appendix (page 120) is a copy of the questionnaire that was uploaded to the tablet for this edition of the LFS. The reference week for the Fall 2017 LFS was the week September 24 September 30, The data collection took place over a seven-week period starting October 1, 2017 and ended on November 11, Experienced supervisors from the ESO conducted four evenings of training in preparation for the fieldwork. A total of 59 persons including ESO survey staff were trained in Grand Cayman, most of whom have prior household survey experience (census and/or LFS). Forty-six persons were eventually selected to conduct interviews in Grand Cayman. In the Sister Islands (Cayman Brac and Little Cayman), five persons were trained for two days on how to conduct the LFS using the questionnaires on tablets. Weights The 2017 population estimate was derived by adding the natural increase (births minus deaths) from the Health Services Authority, and immigration (work permits and change of status) from the Immigration Department in the second semester of 2017 to the 2017 mid-year population estimate. The raising factor was then calculated based on the estimated population for Caymanians and Non-Caymanians. The household characteristics were expanded using the district response rates adjusted for non-responses at the household level. 13 Data processing The survey returns were processed internally by ESO staff members. Data capture was built into the ESO Mobile LFS Project (LFSPrj) software on tablets. Coding of industries and occupation were also conducted internally using the International Standard Industrial Classification (ISIC) (Rev. 4) and the International Standard Classification of Occupations (ISCO) 2008, respectively. Edit checks were conducted using CSPro (Census and Survey Processing System) and SPSS (Statistical Package for the Social Sciences). Data were verified with cross-referencing information stored on the tablets or with a phone call to the respondent. A data file was then created with information from all households who completed the LFS interview (fully and partially). Finally, indicators were generated from this file using SPSS and the final tables presented in this Report were prepared using Excel. Standard errors for main estimates Given the nature of the sample design used in the LFS, the estimates were computed with a 2.5 percent margin of error. The estimates published in this report s tables are rounded to the nearest whole number or person. The sum of the individual rounded numbers my not equal the total. In addition, the difference of one person for the same category in different tables is due to rounding. Data representing the weighted responses of one individual in the survey are suppressed and indicated by the symbol The estimates presented in this report are all liable to sampling error. Their absolute sampling error increases with their magnitude, while the relative error decreases the greater the size of the estimate. Generally, the smaller the Relative Standard Error (or Coefficient of Variation) the more reliable is the estimate. Because of this, comparisons of the larger estimates may be used with confidence, but small estimates must be treated with caution. The standard errors, confidence intervals and coefficients of variation (C.V.) of the estimates for key variables for the Fall 2017 LFS are shown in the Tables 2 and 3. 14 3. DEFINITION of KEY CONCEPTS Population In the LFS, population means the resident population; that is, persons staying or intending to stay in the Cayman Islands for at least six months. Visitors/tourists are not included in the resident population. Persons in institution for more than six months are excluded. Family members of resident households who were abroad at the time of the survey but have intentions to return to the Islands are also considered as residents. Labour Force The labour force is composed of those members of the non-institutional population (i.e. those not in residential institutions such as general penitentiary, retirement homes) 15 years of age and over, who during the reference week were employed or unemployed. Employed Employed persons are those who, during the reference week, did any work for pay or profit; that is, paid work in the context of an employer employee relationship, or self-employment. It also includes unpaid family workers who contributed directly to the operation of a farm, business or professional practice, owned or operated by a related member of the household. Based on guidelines of the International Labour Organization (ILO), work can be for as little as an hour during the reference week; it excludes unpaid domestic housework and volunteer work but includes those temporarily away from their jobs. Unemployed Unemployed persons are those who, during the reference week are: (a) without work; (b) currently available for work and (c) actively looking for a job, or had definite arrangements to start a job within 4 weeks. Unemployment Rate The unemployment rate represents the number of unemployed persons expressed as a percentage of the labour force. The unemployment rate for a particular group (age, status, sex, etc.) is the number unemployed in that group expressed as a percentage of the labour force for that group. 17 3. MAIN FINDINGS As at end December 2017, the population of the Cayman Islands was estimated at 63,415. There were 35,878 Caymanians, 5,488 Permanent Residents and 22,049 Non-Caymanians. The labour force was comprised of 42,941 persons, with 40,856 of them employed and 2,085 unemployed. The labour force participation rate was 81.4 percent while the unemployment rate was 4.9 percent. The unemployment rate and labour force participation rate varied by sex and status (Tables 4 and 5). Figure 1 illustrates the composition of the population and the labour force. 19 3.1 POPULATION ESTIMATES As of the year ending December 2017, the estimated population of the Cayman Islands stood at 63,415. The majority of Cayman s population lives in Grand Cayman, particularly in George Town which accounted for 51.7 percent. Bodden Town had 20.6 percent of the population while West Bay had 19.4 percent. The Sister Islands (Cayman Brac and Little Cayman) combined population accounted for 4.0 percent (Table 6). The average household size was 2.5 persons per household. Bodden Town had the highest household size with 2.9 persons, while East End had the smallest with 2.1 persons. Children younger than 15 years old accounted for 16.8 percent of the population while the elderly (65 years or older) represented 8.1 percent. These two groups together are referred to as the dependent population and accounted for approximately one quarter of the population (24.9%). The working age population which is the age group comprising persons who are 15 years and older accounted for 83.2 percent of the population. Persons in this age group are usually working or looking for work and are said to be in their productive years. Within this group, persons aged 15 to 64 years are considered to be the ones on whom children (0-14 years) and elderly (65 and above) depend. The ratio of the latter population groups to the 15 to 64 years old group shows a dependency ratio of 33.2 percent. Economics and Statistics Office 11

The Caymanian population increased slightly from 55.6 percent of the total population in Fall 2016 to 56.6 percent in Fall 2017 (Table 7). Among Caymanians, 78.9 percent were in the working age population compared to 95.8 and 86.5 percent of Permanent Residents and Non- Caymanians, respectively (Appendix Table 1.5). The latter is expected since the residency of most expatriates is dependent on work permits. Economics and Statistics Office 12

21 3.2 LABOUR FORCE The labour force is comprised of persons in the working-age population who worked, as well as those who at the time of the survey, did not have a job, but were available and looking for work during the reference period. In Fall 2017, there were 42,941 persons who were in the labour force (Table 8). 22 Sex and age In Fall 2017, males accounted for 51.8 percent of the labour force while the remaining 48.2 percent were females. The age group 35 to 44 years accounted for 27.8 percent of the labour force, followed by the groups 45 to 54 years (25.8%) and 25 to 34 years (24.2%). Status The labour force distribution by nationality status in Fall 2017 indicated that 48.4 percent were Caymanians, 41.5 percent were Non-Caymanians and 10.1 percent were Permanent Residents with Rights to Work (WRW) (Table 8). Labour Force Participation Rate The overall labour force participation rate (LFPR) 1 was 81.4 percent (Table 9). Non-Caymanians overall had the highest labour force participation rate (93.2%) as expected due to the work permits oriented immigration system. 23 By age, those from 25 to 54 years old have the highest LFPRs. Males generally have higher LFPRs compared to females except in the youngest age group. Those with the highest educational attainments have the highest LFPRs: 87.8 percent for those with post-secondary education and 84.4 percent for those who completed college/university education EMPLOYED The employed consists of those persons in the labour force who worked for pay, profit or family gain for at least one hour during the reference week, which was the week September 24 to 30, Persons who, for some reason or the other, did not work during the reference week, but had a job were also categorized as employed as such persons were temporarily absent from work. In Fall 2017, the number of employed persons in the labour force was 40,856 (Table 10). 24 Sex and Age The number of males employed in the labour force was 21,313, higher than the employed females, which numbered 19,543 (Table 10). Those in the 25 to 54 age groups accounted for 78.7 percent of the employed. Persons aged 15 to 24 years and the elderly (65+ years) represented 6.5 and 3.6 percent of the employed, respectively. Status Employed Caymanians in Fall 2017 totalled 19,259 or 47.1 percent of the employed labour force. Employed Non-Caymanians and Permanent Residents WRW totalled 17,439 and 4,158, respectively. These two groups accounted for 52.9 percent of the employed labour force. Employment Status The employed worked mainly as paid employees (90.5%), while 9.2 percent had their own business as self-employed with or without employees. Among employed males, 12.4 percent were self-employed, while among females 5.8 percent were self-employed. Caymanians (15.2%) were more likely than Permanent Residents WRW (10.8%) and Non-Caymanians (2.2%) to have their own business (Tables 11 and 12). 25 professionals (15.8%); craft and related trades workers (12.7%), and elementary occupations (10.5%) (Figure 2). Analysis by sex and status indicates various trends. The majority of employed males worked as craft and related trades workers (23.3%); professionals (17.1%); service and sales workers (15.4%); and technicians and associate professionals (13.6%). Employed females worked mainly in service and sales workers (27.1%); professionals (21.1%); technicians and associate professionals (18.2%); and elementary occupations (13.4%) (Appendix Table 3.25). The largest share of employed Caymanians worked as technicians and associate professionals (19.5%); service and sales workers (18.6%); and professionals (16.3%). The principal occupations for Non-Caymanians are service and sales workers (24.3%); professionals (21.3%); elementary occupations (15.8%); and craft and related trade workers (15.3%). Permanent Residents WRW primarily worked as professionals (21.7%); service and sales workers (18.3%); technicians and associate professionals (16.0%); and craft and related trade workers (14.2%) (Appendix Table 3.26). 26 The top eight industries accounted for 69.7 percent of the employed labour force, these were: construction (12.5%); wholesale and retail trade (12.3%); professional, scientific, and technical activities (10.7%); financial and insurance activities (8.2%); activities of households as employers (7.3%); public administration and defence (6.9%); administrative and support services activities (6.4%) and accomodation (5.4%), (see Figure 3). Figure 3: Employment by Industry Percentage Distribution, Fall 2017 Hours of Work Actual hours worked is defined as the number of hours worked during the reference period of September 24 to 30, 2017, by the respondent at his/her job(s), which includes all hours spent on work activities and overtime hours but excludes vacation leave, sick leave, public holidays and other forms of paid or unpaid leave. The employed actually worked an average of 41.9 hours per week. Males worked more than the average by 1.1 hours while females worked less than the average by 1.1 hours. 27 Caymanians worked on average for 42.6 hours per week, Permanent Residents WRW for 42.4 hours, and Caymanians for 41.2 hours. (Appendix Tables 3.31 and 3.32). Earnings from Main Job Approximately 56.4 percent of employed persons earned CI$2,400 or more per month (Tables 13 and 14). The proportion was higher among employed males (59.5%) compared to employed females (52.9%). Caymanians (63.2%) were more likely than Permanent Residents WRW (62.9%) and Non-Caymanians (47.3%) to have earned CI$2,400 or more per month. 28 Majority of the employed persons worked in large businesses with 50 or more employees (30.4%) and in micro business with one to five employees (25.1%). The highest proportion of Caymanians (33.4%) and Permanent Residents WRW (32.6%) were employed by large businesses. The highest proportion of Non-Caymanians (28.9%) was employed by micro businesses, closely followed by large businesses. The underemployed accounted for 3.2 percent of the employed in Fall 2017 (Table 16). Underemployment was 3.6 percent for females and 2.8 percent for males. Caymanians had an underemployment rate of 3.9 percent, Permanent Residents WRW had 3.4% percent and Non- Caymanians had 2.3 percent. 30 3.4 UNEMPLOYED In Fall 2017, there were 2,085 unemployed persons, and the unemployment rate was 4.9 percent (Table 17). The unemployed were mainly persons who were 15 to 34 years old (52.2%), female (54.6%), Caymanian (72.7%), with a high school education (67.5%). The unemployment rate for females (5.5%) was higher than that of males by 1.2 percentage points. Caymanians had the highest unemployment rate of 7.3 percent; Permanents Residents WRW had 4.4 percent and Non- Caymanians, 2.1 percent. Educational attainment Majority of the unemployed (67.5%) were high school graduates. High school graduates also comprised the highest proportion among the unemployed Caymanians (77.3%) and Permanent Economics and Statistics Office 23

32 Residents WRW (75.0%). Majority of the unemployed Non-Caymanians (56.3%) had college/university education (see Appendix Table 5.2). As shown in Table 17b, among the unemployed Caymanians, those with college/university education and post-secondary education have unemployment rates of 0.9 percent and 4.5 percent respectively. Those with high school education have an unemployment rate of 13.0 percent. Among the unemployed PR-WRW, those who completed high school had a higher unemployment rate (9.7%) compared to those with college/university education (1.6%). Among Non-Caymanians, the highest unemployment rates were estimated for those who completed middle school (3.3%) and college/university (3.1%). Reasons for not having work The main reason that the unemployed cited for not having work was no work available (57.6%), home/family duties (11.2%), and student/in training (8.8%). Majority of males (58.3%) and females (57.1%) also cited no work available as their main reason. A similar reason was indicated by most Caymanians (63.6%) and Permanent Residents WRW (50.0%). Among Non-Caymanians, 25 percent were waiting for work permits (see Appendix Table 5.8 and 5.9). Job search When asked about their main methods of job search, which was a multiple response question, the most popular responses among the unemployed were ask friends (70.4%), send résumé (63.1%), and contact an employer (51.8%). Unemployed persons also checked websites (40.9%) while registering with the National Workforce Development Agency (NWDA) (39.3%), (Appendix Table 5.14 and 5.15). Prior work and period without work The majority (79.8%) of the unemployed stated they had previous jobs, of these only 22.1 percent have been without work for more than one year. Among the unemployed Caymanians, 1,331 (87.9%) had previous jobs while 184 (12.1%) never had a job; 27.6 percent of those with previous jobs were unemployed for more than a year (Appendix Tables 5.15, 5.16, and 5.17). Training Almost half of the unemployed persons (47.9%) received training for a specific occupation (Appendix Table 5.26). Among unemployed Caymanians, 42.4 percent had training; the comparative percentage for Permanent Residents WRW and Non-Caymanians was 62.6%. 3.5 PERSONS NOT IN THE LABOUR FORCE Those who were of working age (15 years and older) and not working, not available to work or did not seek work during the reference week were classified as not being in the labour force. 33 total of 9,831 persons were not in the labour force, the majority of whom were Caymanians (77.5%) females (57.2%), 65 years and older (36.8%) and years old (28.0%), (Appendix Tables 6.1 and 6.2). Retirees and students also dominate the composition of the Caymanian sub-group. Permanent Residents WRW were mostly retirees and with home/family duties. Non-Caymanians outside the labour force were mostly students and with home/family duties POTENTIAL LABOUR FORCE Based on the ILO definition, the potential labour force consists of all persons of working age (15 years and older) who, during the reference week, were neither employed nor unemployed and were either classified as unavailable jobseekers or available potential jobseekers. Unavailable jobseekers are persons who carried out activities to seek employment, were not currently available but would become available within a subsequent short period. Available potential jobseekers are persons who did not carry out activities to seek employment, but wanted employment and were currently available. Of the 9,831 persons who were not in the labour force, 532 persons were considered potential labour force, all of whom carried out job search for a job in the future but are not currently available. Majority of these persons were Caymanians (77.7%) and aged 15 to 34 (25.9%) (see Appendix Table 6.30). Economics and Statistics Office 26

35 4. OTHER FINDINGS 4.1 HOUSING CHARACTERISTICS The majority of households (48.2%) owned their homes, while 47.0 percent rented (Table 20). Majority of the households had internet connectivity (80.7%), computer (70.9%), cable/satellite television (57.3%), and air-condition (98.6%). Notably only 32.5 percent have a land-line telephone, but almost all (98.2%) had at least one cell phone. Approximately, one in every six households (16.9%) had a household employee, and 47.2 percent of households reported having housing insurance.
