It concerns: (i) (ii) adjustments to the Appropriation approved for arising from donations and special contributions received since the 165th session of the Executive Board; proposed transfers between appropriation lines to reflect the use of the Reserve for Reclassifications under staff costs; and (iii) proposed transfers from Part IV of the budget to cover increases in staff costs and in goods and services due to statutory and other factors. Decision proposed: paragraph 18.
2 166 EX/29 I ADJUSTMENTS TO THE APPROPRIATION APPROVED FOR ARISING FROM DONATIONS AND SPECIAL CONTRIBUTIONS RECEIVED SINCE THE 165th SESSION OF THE EXECUTIVE BOARD 1. In accordance with the Appropriation Resolution for (31 C/Resolution 73, paragraph A(b)), the Director-General is authorized to accept and add to the Appropriation approved for voluntary contributions, donations, gifts, bequests and subventions, as well as contributions from governments towards the running costs of established field units. Paragraph A(e) of the Appropriation Resolution for stipulates that Transfers between appropriation lines may be made by the Director-General with the prior approval of the Executive Board, it being understood that under Part II.A of the budget all budget lines for programmes and fields of action corresponding to a programme resolution of the General Conference will constitute appropriation lines. The Director-General accordingly submits his proposal for the following transfer between appropriation lines. 3. Utilization of the Reserve for Reclassifications under the Staff Costs: The Appropriation Resolution for provides a Reserve for Reclassifications, amounting to 1,500,000. The Director-General has approved reclassifications of 58 posts under both Professional and General Service categories, with retroactive effect to 1 January 2002, total costs for which amounts to 1,498,700 (ref: document 166 EX/6 Report by the Director-General on the reform process, Part I: Staff Policy ). Details of the distribution of this amount to each appropriation line are shown in the Annex Revised Appropriation Table ,498,700 III PROPOSED TRANSFERS FROM PART IV OF THE BUDGET TO COVER INCREASES IN STAFF COSTS AND IN GOODS AND SERVICES DUE TO STATUTORY AND OTHER FACTORS 4. Paragraph A(d) of the Appropriation Resolution for stipulates that The Director- General is authorized to make transfers, with the approval of the Executive Board, for the purpose of meeting increases in staff costs and in the costs of goods and services, from Part IV of the budget (Anticipated cost increases) to the appropriation lines concerned in Parts I to III of the budget. The
9 166 EX/29 page 8 Director-General accordingly submits his proposal for the transfer of funds from Part IV to other Parts of the budget to cover the following cost increases arising from statutory and other factors affecting staff costs, as well as cost increases in goods and services. Staff costs 5. By 31 C/Resolution 57, the General Conference authorizes the Director-General to apply to UNESCO staff measures affecting salaries, allowances and benefits of United Nations common system staff adopted by the UN General Assembly or the International Civil Service Commission (ICSC). 6. Increase in pensionable remuneration for the Professional Category and above, effective 1 November 2002: The scale of pensionable remuneration is used to calculate pension contributions and benefits for the staff members. In accordance with the provisions of Article 54(b) of the Regulations of the United Nations Joint Staff Pension Fund, a revised scale of pensionable remuneration for staff in the Professional category and above, effective 1 November 2002, was promulgated by the International Civil Service Commission (ICSC), following a change in the post adjustment classification in New York. This resulted in an overall increase of 3.76% to the previous scale. The revised scale of pensionable remuneration was effective for only 2 months as it was superceded by the new scale effective 1 January 2003, as described in paragraph 10 below. The additional requirement arising from the application of the scale for 2 months amounts to: 95, Salary adjustments for staff in the General Service category, effective 1 January 2003: In accordance with the interim adjustment procedure set out in the methodology established by the ICSC in paragraph 92 of document ICSC/45/R.14/Rev.1, the Director-General proposes adjustments to the salaries for the General Service category based on the following two factors: (i) (ii) Salary indices: Based on information published by the French Ministry of Employment and Solidarity, there was an average movement of 2.45% in the wage indices for employees and intermediate professions. Applying 90% of this movement to the salaries of the UNESCO staff in the General Service category at Headquarters, this represents an increase of 2.20% to this category of staff (90% x 2.45). Changes in local taxation: Comparisons of income tax levied on the average salaries of the General Services category reveal a reduction in income tax of 0.87% since the previous adjustment, i.e., 0.52% corresponding to the 5% reduction in tax announced by the French authorities for the tax year 2001 and 0.35% corresponding to the 3% reduction in tax announced for the tax year The combination of the above two factors results in an increase of 3.07% ( ), representing an additional requirement for year 2003 of: 1,360,000

The United Nations General Assembly, at the 78th Plenary meeting of its 57th session, approved for implementation, effective 1 January 2003, the following measures which affect the terms and conditions of staff in the Professional category and above: 9. Increase in base salary for the Professional category and above, effective 1 January 2003: The salaries of staff in the Professional category and above are set by reference to salaries paid to officials in comparable positions in the US Federal Civil Service, the aim being to maintain a margin in favour of UN salaries in the range between 110 and 120. Following the recent analysis by the ICSC of the margin for each grade of post, the UN General Assembly approved a revised salary scale, effective 1 January 2003, showing increases of 1.3% at P-4, 2.6% at P-5, 9.1% at D-1 and 6.3% at D-2 and above. The application of this salary scale would require, for year 2003, an additional amount of: 10. Increase in pensionable remuneration for the Professional category and above, effective 1 January 2003: In accordance with the revised salary scale effective 1 January 2003 for the Professional category and above, a revised scale of pensionable remuneration has been approved by the UN General Assembly, which shows the same increases as in the base salary mentioned above (para. 9). The additional requirements for the Organization s contribution to the Pension Fund for year 2003 would be: 2,758,000 1,044, Increase in the Education Grant, effective 1 January 2003: Following the study by the Human Resources Network, the UN General Assembly approved increases in the level of maximum admissible expenses and maximum education grant for the following countries: Austria (12.0%), Switzerland (4.0%), Spain (12.0%), the United Kingdom (16.8%), Italy (10.0%) and the United States of America (9.8%). Based on the weighted average of expenditures by country, these increases imply for UNESCO an overall increase of 8.3%. Based on this increase, the total biennial estimate of expenditures under this item amounts to 5,070,000, whereas the budget foreseen is 4,500,000, resulting in an additional requirement of: 570,000 Total, Staff costs proposed for transfer from Part IV 5,827,000 Other costs 12. Cost increases for the Renovation of Headquarters: Implementation of the 2nd stage of the first phase of the renovation of Headquarters started at the beginning of 2003, for which a total amount of 6,292,500 has been budgeted based on the price level as of March In accordance with the evolution of inflation indices published in Moniteur du bâtiment et travaux publics, an increase of 6.01% needs to be applied to this amount to cover inflation which has occurred between March 2001 and December 2002, resulting in additional costs estimated at: 378,000
11 166 EX/29 page UNESCO s contribution to the Joint UN Machinery (CCAQ, ILO, ICSC, HLCM): The bill received for UNESCO s share of the related charges for amounts to 905,100, whereas the budget allocated for this purpose in 31 C/5 Approved is 676,600, resulting in an additional requirement of: 14. Cost increases for maintenance: Based on the inflation indices for 2002 published by INSEE, the following costs need to be re-evaluated: Maintenance of the Headquarters building (cleaning, technical equipment maintenance, etc.): an annual inflation rate of 3.0% has been published by INSEE for year 2002, resulting in an additional requirement of 81,000 for the year Utilities (electricity, water, heating, etc.): an annual inflation rate of 2.7% has been published by INSEE for year 2002, resulting in an additional requirement of 64,000 for the year 230,500 81,000 64, Increase in UNESCO s contribution to the joint field security mechanism: The bill received from the UN for UNESCO s contribution towards the joint field security mechanism for 2002 amounted to 528,200, whereas the budget allocated for this purpose was 519,000 for 2002, resulting in an additional requirement of: 9,200 Total Other costs proposed for transfer from Part IV 762,700 Total estimated requirements proposed for transfer from Part IV 6,589,700 Financing the increases 16. On the basis of the authorization given by the General Conference (ref: paragraph 5 above), the Director-General proposes for the approval of the Executive Board that an amount of 6,589,700 be withdrawn from Part IV and apportioned to the various appropriation lines as indicated in the draft decision in paragraph If the present transfer is approved by the Executive Board, the situation of Part IV would be as follows: Amount approved by the General Conference at its 31st session 13,690,850 Less withdrawal approved by the Executive Board at its 164th session (164 EX/Decision 6.2) (3,370,000) Less withdrawal proposed in the present document (6,589,700) Balance 3,731,150

Should the Executive Board endorse the proposals made by the Director-General in this report, it may wish to adopt a decision along the following lines: The Executive Board, 1. Having examined the Director-General s report on donations and special contributions received since the beginning of the biennium and appropriated to the regular budget and the transfers proposed by him within the budget in accordance with the terms of the Appropriation Resolution approved by the General Conference at its thirtyfirst session (31 C/Resolution 73, paragraph A(b), (d) and (e)), document 166 EX/29, and the recommendations of its Finance and Administrative Commission thereon (166 EX/ ), I 2. Takes note that the Director-General has, as a consequence of these donations and special contributions, increased the appropriations to the regular budget by a total amount of 1,296,709 as follows: Part II.A Major Programme I 306,200 Part II.A Major Programme II 354,981 Part II.A Major Programme IV 130,929 Part II.A Major Programme V 24,235 Part III Support for Programme Execution 480,364 and Administration Total 1,296, Expresses its appreciation to the donors listed in paragraph 1 of document 166 EX/29; II 4. Recalling the provision of the Appropriation Resolution by virtue of which transfers between appropriation lines may be made by the Director-General with the prior approval of the Executive Board; 5. Approves transfers between appropriation lines of 1,498,700 from the Reserve for Reclassifications to Parts I-III of the budget, III 6. Approves the transfer of 6,589,700 from Part IV to Parts I-III of the budget to cover increases in staff costs and in goods and services on account of statutory and other factors; 7.
