It concerns: (a) adjustments to the appropriation approved for stemming from donations and special contributions received since the beginning of the biennium; (b) proposed transfers from Part VII of the budget to cover increases in staff costs and in goods and services due to statutory and other factors. Decision required: paragraph 15.

2 161 EX/28 I Adjustments to the appropriation approved for stemming from donations and special contributions received since the 160th session of the Executive Board 1. In accordance with paragraph A(d) of the Appropriation Resolution for , the Director-General is authorized to accept and add to the appropriation approved for voluntary contributions, donations, gifts, bequests and subventions, as well as contributions from governments towards the running costs of established field units. 9 161 EX/28 page 8 II Proposed transfers from Part VII of the budget to cover increases in staff costs and in goods and services due to statutory and other factors 2. Paragraph A(f) of the Appropriation Resolution for stipulates that the Director-General is authorized to make transfers, with the approval of the Executive Board, for the purpose of meeting increases in staff costs and in the costs of goods and services, from Part VII of the budget (Anticipated cost increases) to the appropriation lines concerned in Parts I to VI of the budget. The Director-General accordingly submits his proposal for the transfer of funds from Part VII to other Parts of the budget to cover the following cost increases arising from statutory and other factors affecting staff costs as well as goods and services. Staff costs 3. Pension Fund contributions for staff in the Professional category and above: In accordance with the provisions of Article 54(b) of the Regulations of the United Nations Joint Staff Pension Fund, a new revised scale of pensionable remuneration for staff in the Professional category and above, effective 1 November 2000, has been promulgated by the International Civil Service Commission (ICSC), following a change in the post adjustment classification in New York, resulting in an increase of 3.6%. The scale of pensionable remuneration is used to calculate pension contributions and benefits for the staff members concerned. The Amount application of this revised scale would result in an increase of 606, Increase in the mobility and hardship allowance, as well as in the repatriation grant and termination indemnity, for staff in the Professional category and above: The General Conference in 30 C/Resolution 71, paragraph 1, took note of document 30 C/42, paragraph 33-II-1 of which Authorizes the Director-General to apply to UNESCO staff any such measures as may be adopted either by the General Assembly of the United Nations or, by the powers vested in it, by the International Civil Service Commission;. Having considered the recommendation in the Annual Report of the International Civil Service Commission (ICSC), the fifty-fifth session (2000) of the United Nations General Assembly approved, with effect from 1 March 2001, a revised gross and net base/floor salary scale reflecting an increase of 5.1% over the previous scale for staff in the Professional category and above (resolution 55/223). This increase in net base salaries will be implemented on a no-gain, no-loss basis by means of a corresponding reduction in post adjustment. Nevertheless, the mobility and hardship allowance as well as the repatriation grant and the termination indemnity will increase by the same percentage (5.1%) as the net base/floor salary scale. The total increase for the 10 months of the second year of the biennium at Headquarters and in the field amounts to 216,700

Dependency allowances in the Professional category and above: The United Nations General Assembly, having considered the recommendations in the Annual Report of the International Civil Service Commission, approved at its fifty-fifth session (2000), with effect from 1 January 2001, an increase of 11.89% in the dependent child and secondary dependant s allowances, based on increases in tax abatements and payments under social legislation between 1998 and the current review. The amount required to cover this increase for the second year of the biennium is estimated at 115, Salary adjustments for staff in the General Service category: The General Conference, in 30 C/Resolution 71, paragraph 1, took note of document 30 C/42, paragraph 33-III (f) which authorizes the Director-General to base future interim adjustments between salary surveys to the net salaries of staff in the Paris General Service and related categories, on 90% of the average movement of the wage indices for employees and intermediate professions published by the French Ministry of Employment and Solidarity, it being understood that such adjustments shall take place every 12 months or whenever the average of the two reference indices has moved by 5%, whichever comes first, and will be based on the latest indices available on the effective date of the revised salary scale. On the basis of the evaluation on hourly wages during the 12 months preceding 1 October 2000, published by the French authorities in September 2000, and in accordance with standard methodology, an adjustment of 1.49% has been applied to net salaries and pensionable remuneration with effect from 1 January This has resulted in additional requirements for 2001 amounting to 712, Increase in language allowances for the General Service category: Following the above adjustments to the net base salaries and in accordance with usual practice, whereby the first language allowance represents 5% of the annual net salary of a grade G-2 step 1 and the second language allowance 50% of the first allowance, additional requirements for 2001 amount to 6, Dependency allowance General Service category at Headquarters: In its last survey, the International Civil Service Commission (ICSC) recommended an increase in the allowance for a dependent child from 10,856 to 11,008 French francs per year. This represents an amount of 17,200

Education grant: In accordance with the Annual Report of the International Civil Service Commission (ICSC), approved by the United Nations General Assembly, at its fifty-fifth session (2000) the maximum level of the education grant has been increased in five currency areas, effective 1 January 2001, Belgian franc (23%), Irish punt (20%), Italian lire (14.5%), Swiss franc (10.3%) and United States dollar (25.5% for expenses incurred in the United States only). For UNESCO the effect of these increases during the second year of the biennium is estimated at 275,000 Other costs Total, Staff costs 1,950, The Organization s contribution to the Medical Benefits Fund for Associate Participants: Expenditure in 2000 under this item totalled 2,354,534. However, taking into account the cumulative increase in the number of Associate Participants, estimated by the consulting actuary at 5.25% per year, the expenditure foreseen in 2001 amounts to 2,478,200. The total estimated expenditure of 4,832,700 compared to the budget provision in document 30 C/5 Approved (4,192,200), entails an additional amount of 640, Increase in the amount foreseen for the Renovation Plan: The estimates for the Belmont Plan were calculated on the basis of the prices at the beginning of In accordance with the Index in the publication Moniteur du Bâtiment et des Travaux Publics (September 2000), an increase of 16% should be taken into account, including the effect of the 35 hour working week in the host country. Compared to the original estimates, this represents an amount of 1,024, Additional requests for the Joint United Nations Machinery and Field Staff Security: The amount foreseen in document 30 C/5 Approved for field security was 110,700. The expenditure during the year 2000 alone amounts to 439,505. Expenditure of 500,000 should therefore be foreseen for the year In order to fulfil our share of these items as requested by the United Nations General Assembly and in the United Nations Secretary-General s letter of 20 February 2001 the following amount is required 828,800

12 Staff costs 13. Running costs of field units: Document 30 C/5 Approved included an amount of 12,539,900 for the indirect costs of field units. The provision for each office covers rent and maintenance of office premises, utilities such as electricity and gas; supplies and materials, furniture and office equipment, communications and freight, maintenance and insurance of vehicles, as well as some funds for 161 EX/28 page 11 Amount representational travel and temporary assistance. On the basis of an in-depth analysis of the actual expenditures incurred by field units during 2000 and their indispensable minimum requirement for 2001, the following additional amount is needed 342,500 Financing the increases Total, Other costs 2,835,800 Total estimated increases 4,786, On the basis of the authorization given by the General Conference (cf. paragraph 2 above), the Director-General proposes for the approval of the Executive Board that an amount of 4,786,000 be withdrawn from Part VII and apportioned to the various appropriation lines as indicated in the draft decision in paragraph 15. If the present transfer is approved by the Executive Board, the situation of Part VII would be as follows: Amount approved by the General Conference at its 30th session 13,690,850 Less withdrawal approved by the Executive Board at its 159th session (159 EX/Decision 6.1) (1,699,900) Less withdrawal approved by the Executive Board at its 160th session (160 EX/Decision 7.1) (2,446,900) Less withdrawal proposed in the present document (4,786,000) Balance 4,758,050 Draft decision 15. In the light of the above report, the Executive Board may wish to consider the following decision: TheExecutiveBoard, 1. Having examined the Director-General s report on donations and special contributions received since the beginning of the biennium and appropriated to the

13 161 EX/28 page 12 regular budget and the transfers proposed by him within the budget in accordance with the terms of the Appropriation Resolution approved by the General Conference at its 30th session (30 C/Resolution 1, paragraph A(d), (f) and (g), document 161 EX/28, and the recommendations of its Finance and Administrative Commission thereon (161 EX/ ), 2. Takes note that the Director-General has, as a consequence of these donations and special contributions, increased the appropriations to the regular budget by a total amount of 1,489,532 as follows: Part II.A - Major Programme I 689,993 Part II.A - Major Programme II 420,154 Part II.A - Major Programme III 284,939 Part II.A - Major Programme IV 25,256 Transverse activities 7,324 Part IV - Management and Administrative Services 61,866 Total 1,489, Expresses its appreciation to the donors listed in paragraph 1 of document 161 EX/28; 4. Recalling the provision of the Appropriation Resolution by virtue of which transfers between appropriation lines may be made by the Director-General with the prior approval of the Executive Board, 5. Approves the transfer of 4,786,000 from Part VII to Parts I to VI of the budget to cover increases in staff costs and in goods and services on account of statutory and other factors; 6. Takes note of the revised Appropriation Table.

By the present addendum, the Director-General wishes to inform the Executive Board of donations and special contributions received after the finalization of document 161 EX/ Decision required: paragraph 2, which replaces the decision in paragraph 15 of document 161 EX/28.

Having examined the Director-General s report on donations and special contributions received since the beginning of the biennium and appropriated to the regular budget and the transfers proposed by him within the budget in accordance with the terms of the Appropriation Resolution approved by the General Conference at its 30th session (30 C/Resolution 1, paragraph A(d), (f) and (g), documents 161 EX/28 and 161 EX/28 Add., and the recommendations of its Finance and Administrative Commission thereon (161 EX/ ), 2.
