In accordance with the Appropriation Resolution for (29 C/Resolution 65.A(e) and (b)) the Director-General submits the present document for the approval of the Executive Board. It concerns: (i) proposed transfers between appropriation lines in order to meet the requirements of the newly created Office of Monthly Periodicals ; (ii) adjustments to the appropriation approved for stemming from donations and special contributions received since the last session of the Executive Board. 2. Decision required: paragraph 7.
2 155 EX/25 I Transfers between appropriation lines in order to meet the requirements of the newly created Office of Monthly Periodicals 1. With a view to adapting the UNESCO Courier to the changing world and societies, the Director-General decided that a new formula should be found for the Courier, in order to tailor its content, form and message as closely as possible to the readers that it should be trying to reach. The new Courier, which will be aimed especially at young people, will deal with the major contemporary issues of concern to the Organization, publishing data, debates, surveys and reports from all over the world. 2. At the same time, the Director-General considered that there was a need to achieve better overall coherence in the dissemination of UNESCO s message by improving synergy and co-ordination between the UNESCO Courier and UNESCO Sources, while respecting the distinct character and identity of each of these periodicals. With these aims in mind, and with a view also to streamlining the administration, management, production and distribution of the UNESCO Courier and UNESCO Sources, the Director-General decided to establish an Office of Monthly Periodicals (OPM) grouping together Sources and the Courier, while maintaining the full editorial identity of these periodicals. 3. Further to this decision, and taking account of the fact that this new structure was not foreseen in document 29 C/5 Approved, the Director-General proposes to transfer an amount of 1,506,600, comprising 936,000 for staff costs to cover six posts for UNESCO Sources (three Professional and three General Service, budgeted under Part II.B, Chapter 4 - Office of Public Information in document 29 C/5 Approved) and 570,600 in programme costs of which 473,600 for the operation of UNESCO Sources (budgeted under Part II.B, Chapter 4 - Office of Public Information) and 97,000 for the promotion of the Courier (budgeted under Part II.B, Chapter 2 - UNESCO Publishing Office) from the chapters concerned to the budget line for the UNESCO Courier under Part II.B - Chapter 3 of document 29 C/5 Approved. This latter budget line would be renamed Office of Monthly Periodicals. 4. The intention of the Director-General to establish the new Office of Monthly Periodicals has already been reported to the Executive Board at its 154th session (cf. 154 EX/4, Part II, para. 66). 5. Should the Executive Board endorse the proposals made by the Director-General in this report, it may wish to adopt a decision along the following lines: The Executive Board, 1. Having examined the transfers proposed by the Director-General within the budget and his report on donations and special contributions received since the 154th session of the Executive Board and appropriated to the regular budget, in accordance with the terms of the Appropriation Resolution approved by the General Conference at its 29th session (29 C/Resolution 65, paragraphs A(e) and (b)) and document 155 EX/25,

Recalling the provision of the Appropriation Resolution by virtue of which transfers between appropriation lines may be made by the Director-General with the prior approval of the Executive Board, 3. Approves the transfers between appropriation lines of staff costs and other costs amounting to 1,506,600 to meet the requirements of the Office of Monthly Periodicals; 4. Expresses its appreciation to the donors listed in paragraph 6 of document 155 EX/25; 5. PARIS, 25 September 1998 Original: English Item 7.1 of the provisional agenda REPORT BY THE DIRECTOR-GENERAL ON BUDGET ADJUSTMENTS AUTHORIZED WITHIN THE APPROPRIATION RESOLUTION FOR ADDENDUM Director-General s proposals to increase the budget provision under the Participation Programme by transfer from other budget lines SUMMARY 1. In accordance with the Appropriation Resolution for (29 C/Resolution 65.A(e) and (h)) the Director-General submits the present document for the approval of the Executive Board. 2. It concerns the transfer of 2,483,000 to the Participation Programme from other budget lines, in consideration of the following: (i) (ii) the total amount requested by Member States has reached an unprecedented high level: 109,982,670 requested during the first eight months of the current biennium, which is some 50 per cent higher than the total amount of requests received during (74,406,610); of the total budget of 24,830,000 included in document 29 C/5 Approved for the Participation Programme, 24,812,550 have already been approved in response to requests from Member States. 3. Decision required: paragraph 8.
10 155 EX/25 Add. I BACKGROUND 1. The Participation Programme has been designed to provide direct assistance to initiatives undertaken by Member States in the Organization s fields of competence. Bearing in mind the fact that the priorities for the use of these funds are defined by the Member States themselves, through requests for financing specific activities, the previous practice of earmarking a predetermined proportion of the Participation Programme budget for each major programme was discontinued with effect from the Programme and Budget for , and the total amount relating to this Programme (24,830,000) was budgeted under one appropriation line. 2. The Appropriation Resolution for resolved that: Transfers between appropriation lines may be made by the Director-General with the prior approval of the Executive Board (para. A(e)). With the exception in regard to Part VII of the budget, no transfers modifying the overall amounts originally approved for each appropriation line by more than 10 per cent shall be made (para. A(h)). The present proposals for transfers have been made in line with the above provisions of 29 C/Resolution 65. It is evident from the above data that the approved budget under the Participation Programme (24,830,000) can only cover less than a quarter of Member States requests received during the first eight months of the biennium. Moreover, the total amount requested (109,982,670) is almost 50 per cent higher than the totality of the requests received during the 24 months period (74,406,610). The political will of the Member States to strengthen the participation of the Organization in their activities, in partnership with them, is not only reflected by this trend but also in the resolution adopted by the 29th session of the General Conference on the Participation Programme, which invited the Director-General to submit proposals, in preparing draft document 30 C/5, on significant increases in the Participation Programme budget line, taking into consideration the necessity to better meet the needs of Member States and to reduce the number of draft resolutions submitted to the General Conference (29 C/Resolution 51, Part II, para. 6). III DIRECTOR-GENERAL S PROPOSALS 5. In the context of the overwhelming number of requests received from Member States for priority requirements, the Director-General considers that the Participation Programme budget line should be increased to a minimum level of 30 million. However, as the authority of the Executive Board to approve transfers between budget lines is now restricted to 10 per cent, except in regard to Part VII - a limit legislated by the General Conference on the recommendation of the Executive Board itself - the Director-General proposes that the Participation Programme budget line be increased by 2,483,000 (10 per cent of the Participation Programme budget of 24,830,000). 6. Given the fact that during 1999, particularly in the second semester, the efforts of the Secretariat will be concentrated on the preparation of several major events - the 30th session of the General Conference, the sessions of the Executive Board, the World Conference on Science for the Twenty-First Century, the second International Conference on Technical and Vocational Education, the 5th World Congress of the World Federation of UNESCO Clubs, Centres and Associations, the Ceremony of the International Day for Tolerance, etc. - the Director-General considers that economies could be realized on staff travel/missions, meetings and seminars of a general nature and other activities which could be deferred. The Director-General proposes that the corresponding savings, estimated as follows, be utilized to reinforce the budget of the Participation Programme:
