5 Service Pay Service Pay = Rank Pay + Combat Allowance It is paid for each day of training (Mon Sun). Serves to recognise each day of contribution. Annual increment is given based on the satisfactory completion of respective activity in the preceding workyear (1 Apr to 31 Mar). Pg 5

6 Service Pay A minimum sum equivalent to half-day service pay will be paid for activity of 4 hours or less. All NSmen will be paid pro-rated service pay for all forms of official NS call-ups (initiated by MINDEF). Exception: Self-initiated Medical Screening will not be paid. Pg 6

9 Make-up Pay (MUP) If you suffer a financial LOSS in your civilian income as a result of attending NS training, you can CLAIM for make-up pay. Pg9

10 Make-up Pay (MUP) MUP = Loss in Civilian Income Service Pay MUP is calculated on the principle that you will not suffer a financial loss in civilian income when you are called up for NS training. Pg 10

11 Make-up Pay (MUP) Note Commuting Time & Opportunity Loss (e.g. loss of rest time) are not claimable. IPPT preparatory training is not claimable. For employed NSman, it is company s discretion whether to adjust his civilian income due to the Training Pg 11

16 Make-up Pay (MUP) Eligibility For short training session of 1 day duration, the civilian income loss to be claimed depends on the duration of training that overlaps the NSman's civilian working hours. 20 Make-up Pay (MUP) Employed NSmen : Claim Option 1 Payment to NSmen NSmen file the claims - employers certify income details and forward claims to MINDEF NSmen reimbursed directly by MINDEF while employers adjust their payroll Pg 20

21 Make-up Pay (MUP) Employed NSmen : Claim Option 2 Payment to Employer Employers continue to pay their NSmen employees as per company s pay schedule Employers would then claim reimbursement directly from MINDEF Pg 21

22 Make-up Pay (MUP) Employed NSmen : Condition for Payment Basic Salary Allowance Must be taxable Allowance must be received for at least 4 out of 6 months preceding NS Allowance must be included in NSmen s employment or service contract Allowance must not be of a reimbursement nature Pg 22

23 Make-up Pay (MUP) Employed NSmen : CPF Contribution Both employer and NSman must continue to contribute their share of CPF at the same rate throughout the NSman s NS training Pg 23

24 Make-up Pay (MUP) Employed NSmen : Claim Submission If your employer submit your make-up pay claim online via the NS Portal, you will receive an confirmation on the claim submission. To enjoy this service, please update your address in eself-update. Pg 24

25 Make-up Pay (MUP) Self-Employed NSmen : Claim Option 1 Income Tax Option Based on the self-employment income (trade income) shown in the Income Tax Notice of Assessment (NA) for the year of NS training. Provisional payment would be paid first based on the latest available NA and adjusted when the NA for the year of NS is available. Pg 25

27 Make-up Pay (MUP) Self-Employed NSmen : Claim Option 2 Average Income Option NSmen s monthly income would be based on their average net income earned in the 6 months preceding the NS training Fixed expenses are claimable if company is closed during NS training (claim must be submitted before start of the trg) NSmen who engage locums or a substitute can claim for actual loss Pg 27

28 Make-up Pay (MUP) Mode of Claim Submission Online Manual Form For employed NSmen, your employer need to register for our eservice first before you can submit your claim online You are encourage to fax the claim form to us Claim MUST be lodged not later than 3 months after the payment of service pay. 29 Make-up Pay (MUP) Important Note Under Regulation 9 of Enlistment Act Authorised personnel from MINDEF may conduct visits to companies to verify MUP claims. Employers/ NSmen are requested to give access to the required documents related to the claim. Under Regulation 11 of Enlistment Act Any person who gives false or misleading info in respect of MUP claims shall be guilty of an offence and be liable on conviction to a maximum fine of $2k or 12 months imprisonment or both. 30 Exception NSmen employed by Govt Ministry/Statutory Board a. NS Trg conducted entirely during non-working hrs Service Pay will be paid by MINDEF to NSman directly e.g. Mobilisation on Sun b. NS Trg overlaps working hrs Your employer will continue to pay your full salary for the duration of your call-up. e.g. ICT from Mon to Sun Pg 30

31 SUMMARY Types of Payment MINDEF understands that it is not possible to fully compensate our NSmen for the sacrifice they have made to NS. We appreciate & recognise your contribution through various ways such as granting of NSmen Tax Relief & in the form of additional allocations in asset enhancement schemes. Pg 31
