1 ANNEXURE Z UPDATED (22 September 2015) CONDITIONS OF SERVICE The main conditions of service applicable to institution-based educators, office-based educators and non-teaching staff based at schools/institutions are the following: Pension Employees contribute 7,5% of gross monthly salary to the Government Employees Pension Fund. The employer s contribution is 13% of salary. Medical assistance GEMS members (monthly subsidy): Single member R Member with one dependent R Member with two dependents R Member with three dependents R Member with four or more dependents R Open Scheme members (monthly subsidy): Member and any number of dependents (Only employees who were members of open schemes before 30 June 2006, limited to 66.67% of membership fee, but capped at R 1014) R (max) Pensioners (GEMS and Open Schemes) (monthly subsidy): Single member R Member and any number of R (max) dependents (Only applicable to employees who die or retire with 15 or more years service.

2 For employees with less service or whose services are terminated for reasons of ill-health or injury please see DPSA Determination and Directive on Medical Assistance for Employees in the Public Service ) Housing Allowance With effect from 1 July 2015 employees who own houses and are eligible for the Housing Allowance will receive an allowance of R p.m. rent and are eligible for the Housing Allowance* will receive an allowance of R p.m. made up as follows: o An allowance of R 900 p.m.; and o An additional R 300 p.m. diverted into an individual-linked savings account in terms of the Government Employees Housing Scheme *(only applicable to employees who were in service on 27 May 2015) joined the public service after 27 May 2015 and rent (those who are eligible for the Housing Allowance) will qualify for a Housing Allowance of R p.m., the whole of which will be diverted into an individual-linked savings account in terms of the Government Employees Housing Scheme. (Note: Allowance paid only for one spouse where both are employed in the public service) Leave Annual leave Institution-based educators Regarded to be on annual leave during school closures, but might be required to attend professional development training during holidays (one term s notice by employer). Office-based educators During each leave cycle of 12 months, commencing on 1 January of each year, the following leave is granted: Educators with less than 10 years service 22 working days leave Educators with 10 or more years service 30 working days leave Non-teaching staff based at schools/institutions (Public Service Act Personnel) During each leave cycle of 12 months, commencing on 1 January of each year, the following leave is granted: Employees with less than 10 years service 27 working days leave Employees with 10 or more years service 30 working days leave

3 Sick Leave Employees qualify for 36 working days leave in a 3 year cycle (last cycle commenced 1 January 2013). Sick leave beyond the 36 days may be requested in terms of the Policy and Procedure on Incapacity Leave and Ill-health Retirement (PILIR) for the public service, but employees do not have a right to such leave it may be granted by the employer. Pre-natal leave A pregnant employee will be entitled to 8 working days pre-natal leave, per pregnancy. Maternity leave Employees are entitled to 4 consecutive calendar months paid maternity leave. Paternity leave Employees are entitled to 3 working days paternity leave per calendar year for utilization if the employee s spouse or life partner gives birth to a child or adopts a child not older than 2 years. Family responsibility and Urgent Private Affairs leave Institution-based educators A combined 12 working days* leave for both categories, but limited to 5 working days family responsibility leave per annual leave cycle for utilisation if the employee s spouse or life partner gives birth to a child; or the employee s child, spouse or life partner is sick; and

4 5 working days leave per annual leave cycle for utilisation if the employee s child, spouse or life partner dies; or an employee s immediate family member dies. (The employer verbally indicated that this is now 14 working days to be captured in the revised PAM) Office-based educators Five (5) working days for birth or illness purposes and 5 working days for purposes of death as indicated above. Public Service Act Personnel Same as office-based educators. Leave for employees with children with severe special needs Five (5) working days per calendar year to attend to children who have mental, emotional, or physical disabilities, certified by a medical practitioner, that require health and related services beyond that required by children generally. Special leave As per individual departmental policy. Long service awards (w.e.f. 1 April 2015) 10 years continuous service certificate + increase in annual leave entitlement to 30 working days (office-based and non-educators) 20 years continuous service R cash award + certificate 30 years continuous service R cash award + certificate 40 years continuous service R cash award + certificate (Note: The cash awards adjust annually on 1 April with the CPI of the previous year) Service Bonus Full-time employees qualify for one month s salary as a 13th cheque. Tax deductions apply. Employees will be able to make a once-off election (before 31 December 2015) as to the month in which they wish to receive their 13 th cheque / service bonus. Failure to make an election will result in the status quo (i.e. the 13 th cheque / service bonus to be paid in an employee s birthday month). New employees will be given a once-off choice on appointment.

5 Resettlement Resettlement policies are determined departmentally and may vary from province to province. Resettlement expenditure for new school books, uniforms and related costs amount to R1 767 from 1 July 2015 (the amount is adjusted every quarter in line with the CPI for Clothing and Footwear).
