3 Preface In this publication, Statistics Norway provides statistics for Norwegian Regional Accounts The Norwegian Regional Accounts present the main figures for economic activities in the various counties. In 2006, a main revision was undertaken in the Norwegian National Accounts, where all the time series of various variables were revised back to In order to be consistent with the figures in the annual national accounts, the Norwegian Regional Accounts are also revised, but only back to Therefore, we would like to point out that data in this publication are not comparable with published data for regional accounts before The classification of industries in this publication is an aggregation of the Norwegian standard Industrial Classification SN2002. Main results and use of tables The purpose for the statistics for regional accounts is to give a statistical description of the economic activities in Norwegian counties. The statistics is estimated through dividing the national values estimated in the annual national accounts into counties by using the regional break-down keys. Calculating the regional breakdown key is essential for producing this statistics and tells for the quality for this statistics. Different data sources have been used. We focus primarily on the statistics containing regional data for production, such as KOSTRA (Municipality-State- Reporting), Structural business statistics, industry statistics and other primary economic statistics. These data sources back up for estimating more than 60 percent of the value for the value added by counties. Other data sources that have been taken in use for the regional break-down keys are such as: turnovers from the Central Register of Establishments and Enterprises (BOF), wage totals from End of the Year Certificate Register (with registered working county). SSB has published the regional accounts every year since But the published values in the past are no longer consistent with the revised national values from the annual national accounts. In this publication all the variables estimated in the regional accounts are recalculated back to 1997 and the values are now consistent with the values for the newly revised annual national accounts (for detail information about the latest revision 2006, see The method we chose was to keep the regional pattern on the product s level and redistribute the revised values from annual national accounts to counties. Among the regional data estimated for 1997, two variables have not been published before: compensation of employees and final household consumption. These data were estimated by using the regional break-down keys for 1998, assuming that there were minor changes in the regional pattern during these two years. There are two types of tables being presented for the regional accounts from 1997 to 2004 in this publication. The first one shows the main figures for the regional accounts: value added, numbers of employees involved in production process, gross fixed capital formation and compensation of employees. The second type presents final household consumption and households disposable income. In order to present visibly regional differences, we also calculated indexes for inhabitant, employee, household consumption per inhabitant and households disposable income per inhabitant. The national average (excluding the extra region, i.e. mainly activities on the Continental shelf, Svalbard etc.) was set as 100. The values by main activities in regional accounts can be found on SSBs Statbank under this link: guage=1&tilside=selecttable/hovedtabellhjem.asp&kortnavnweb=fnr Main results About 30 percent (miner changes from year to year) of value added were created in Oslo and Akershus. Four counties which have many economic activities related to petroleum industry, Oslo, Akershus, Rogaland, Hordaland and the continental shelf, shared more than 50 percent of value added for the whole country. While Finnmark and Aust-Agder created the least in value added in Norway compared to other counties. If we look at the index-values of inhabitant by counties; Oslo, Hordaland and Rogaland lie much above the national average, while those for Finnmark and Nord-Trøndelag are on the bottom. However, the index values of employee are more complicated. Besides for the capital city, Oslo, very often lied on the top; the county that followed behind varied from year to year. One special feature for regional accounts is that it reflects the differences between the residence pattern and the economic structure in one county. We take the capital 6 Statistics Norway

7 city, Oslo for one example. In Oslo, the inhabitant is about twice as much as the national average, while the employee lies far closer to the average. This is because a big part of the value added creating in Oslo was produced by residents of the surrounding counties. Differences in the economic structure Time-consistency Households final consumption and disposable income Values from the regional accounts show also that the regional contribution to GDP in Norway depends on the economic structure in the region. For each employee, his contribution to value added relates to two factors: the industry s capital intensity and the employee s own productivity. The higher the capital intensity the industry is, the higher the average contribution one employee to the value added in the branch will be expected. We take the petroleum industry, financial institutions, shipping industry for example. This means the counties which have more capital intensive industries will tend to have a higher employee than that for counties where agriculture and the primary industry dominate. The data sources for calculating the regional break-down keys changed from year to year. The biggest change was between 1997 and 1998, when the new structural business statistics were published for several industries. Structural business statistics have gradually been developed for many industries and now they are one of the major data sources for national accounts. Since 2002, we started to make use of the reporting system, KOSTRA (Municipality-State-Reporting). Values from KOSTRA became our data source for expenses, income and employment in counties public administration and public services. However, our result shows that changes in data sources have not changed the regional pattern. We also estimated households final consumption and disposable income in the counties. These estimations are based primarily on the values from institutional national accounts, regional data from tax returns statistics and other income statistics. The result shows that Oslo, Akershus, Hordaland and Rogaland have the highest values in both consumption and disposable income. Finnmark, Nord-Trøndelag and Aust-Agder have the lowest values. In 2004, it was Nord-Trøndelag that had the lowest households consumption per inhabitant as well as the lowest disposable income per inhabitant. 2. Administrative information 2.1. Name 2.2. Subject group Frequency and timeliness Since 1997, the regional accounts have been published every year. Prior to 1997 they were published periodically. The regional accounts for year t-3 are produced in March/April in year t. Background and purpose 3.1. Purpose and history The purpose of the national accounts statistics by county is, in broad terms, to show the economic activity in the various counties. Regional accounts have been produced for the years 1965, 1973, 1976, 1980, 1983, 1986, 1990, , 1995, During the main revision of the national accounts, which ended in Spring 2002, new statistical sources and new classifications were implemented in the national accounts in line with the new international guidelines of the System of National Accounts 1993 and the European System of Accounts The time series for nasjonal accounts were revised back to Followed by that, the new statistical sources were first implemented in the regional accounts for In 2006, by the occation of allocating FISIM products as intermediate consumption to the respective economic activities, the time series for national accounts were revised back to As the result, regional accounts were revised back to 1997 in Users and applications Eurostat, research institutions, ministries, politicians, the media etc. 4. Statistics production 4.1. Population The scope of the regional national accounts is outlined in Chapter 13 of the European System of National and Regional Accounts (ESA 95). In addition, two methodological handbooks, Eurostat (1995) and Eurostat (1996) have been published. The Norwegian counties correspond to the NUTS 3 (Nomenclatura of Territorial Statistical Units) classification of the European Union. The statistical unit in the accounts should - as far as possible - be the establishment, i.e. the local kind of activity unit (LKAU). The general principle for location, the residence principle, is that all production and intermediate consumption should be allocated to the region where the producer is resi- 8 Statistics Norway

9 dent. If an enterprise has local kind of activity units in several regions, each of them should receive the value added in the region where the LKAU is located. Ancillary corporations are also included. In ancillary corporations the value of output is set as the cost of production, i.e. intermediate consumption and compensation of employees. Similarly, Gross Fixed Capital Formation (GFCF) is allocated to the region where the investment takes place. Consumption and household income is allocated to the regions where the households are resident Data sources The regional accounts are composed by a system of distribution keys, which allocate the flows of the total economy to the regions. The system of distribution keys contains structural statistics and industry-related statistics, which are allocated to the counties. Other sources of distribution keys are turnovers from the Central Register of Establishments and Enterprises (BOF), wage totals from End of the Year Certificate Register, the State Central Register of Government Employees (SST), and KOSTRA (Municipality-State-Reporting). In addition other information outside Statistics Norway is used when available. These statistical sources are adjusted to meet the international requirements of regional accounts. For final s of households and household incomes, data are taken from the institutional accounts, and regional data from tax records and other income statistics Sampling Not applicable 4.4. Collection of data Data sources for estimating distribution keys are from other statistics divisions in Statistics Norway Control and revision The data sources for distribution keys are evaluated and compared with alternative data sources. Estimators have been evaluated both on several aggregation levels and with respect to year to year changes Estimation The Norwegian regional account uses top-down method, which means the values from annual national accounts are allocated by distribution keys into counties Confidentiality In the detailed figures by industry, some figures have been suppressed to avoid identification of figures for individual establishments. Definitions of the main concepts and variables Se Also Concepts and definitions in national accounts, Standard classifications The accounting system of the national accounts contains a listing of the specifications of accounts used. The new accounting system for the revised Norwegian national accounts is based on the international standards for national accounts SNA 1993 and ESA The accounting system gives the framework and contents for the production of national accounts statistics. In addition to accounting structure, the accounting system contains a number of groupings or classifications used in the national accounts. The regional accounts are based on the same accounting system because they are an integrated part of the national accounts Sources of error and uncertainty 6.1. Measurement and processing errors The distribution keys in the regional accounts are uncertain. In addition there is uncertainty in the statistical sources in the national accounts. The compilation of annual national accounts is based on many statistical sources. The sources are either survey data from establishments, enterprises and households, or data from registers. National accounts statistics reflect the inaccuracy that underlies the statistical sources and methods of compilation. Weaknesses and inaccuracy in the statistical sources are usually described in the documentation of the relevant sources. Since the national accounts are an integrated system with balancing methods and consistency checks, there is reason to believe that the national accounts may reduce some of the inaccuracies in the statistical sources. On the other hand, national accounts require compilation of statistics in areas where the sources are unsatisfactory, and the inaccuracy in such areas may therefore be significant. 11 7. Comparability and coherence 7.1. Comparability over time and space The regional accounts from 1997 are revised based on the newly revised annual national accounts; however there is a difference regarding to the distribution keys between 1997 and 1998, when the new structural statistics have been implemented for calculating the distribution keys. The methods for compiling regional account are mainly the same, while the statistical sources have been improved in the recent years. Data sources for the distribution keys are comparable for the period and for the period after The regional accounts published before 1990 are based on the previous international standards for national accounts (SNA 1968). The regional accounts for 1965 are based on other principles than the later versions. In the earlier versions of regional accounts from the 1970s and 1980s, a varying number of activities were not distributed by county Coherence with other statistics The regional accounts are a regional specification of the corresponding national accounts and are consistent with national accounts statistics. Since the earlier versions (before 1997) of the regional accounts have not been reestimated in the revisions of the national accounts, they are not consistent with the national accounts for these years.
