1 NEW HIRE ORIENTATION Contingent II (.50 FTE--.74 FTE) January 1--December 31, 2017 Presented by the Office of Human Resources: Benefits Unit The information contained in this presentation is a summary of general benefits available to active employees of University of Maryland University College. Wherever conflicts occur between the contents of this presentation and the policies, contracts, rules, regulations, or laws governing the administration of the various programs, the terms set forth in the various policies, program contracts, rules, regulations, or laws shall prevail. 1

3 Direct Deposit Direct Deposit is required for all state employees. Employees may deposit funds into any regular checking or savings account at one banking institution; or Employees may deposit funds with the State Employees Credit Union (SECU)-- If you have an SECU account, you may also set up to have your payroll transferred to this SECU account. This is the only way to have funds direct deposited into more than one banking institution. Please allow approximately two (2) pay periods for direct deposit to take effect. 4 Enrollment Window If you want coverage for health, dental, prescription, life, and/or disability plans, you must enroll within the first 60 days of employment. Benefits are effective as of the 1 st or the 16 th of the month following enrollment. Employees will be ed an election summary, and notified of the coverage effective date after elections are processed. Eligible employees may enroll in the Supplemental Retirement Plans at any time throughout the year. Contributions are 100% voluntary. Employees receive a stipend of 7.25% of their base salary. Contributions to these voluntary retirement plans are withheld from employees paychecks. 4

5 Declining Coverage If you do not want to elect ANY State of Maryland benefits, you must complete the Decline All Coverage form. If you do not intend to elect health benefits, please review the following important information about the Affordable Care Act on Engage: 5

6 USM or State Agency Transfers!! If you are a transfer from another University of Maryland institution or another state agency, please identify yourself to the Benefits staff TODAY!! We want to make your transition as smooth as possible, but we can t if we don t know who you are! 6

7 How to Enroll in Benefits REVIEW PLAN OPTIONS, RATES and CHANGES. When comparing the plans, in addition to reviewing the rates, also look at the deductible, copayments, and coinsurance to determine your total out-of-pocket cost. DECIDE IF YOU WANT TO ENROLL. Due to the Affordable Care Act, all U.S. Citizens and Legal Residents are required to have qualifying health insurance effective January 1, If you do not have other health coverage, you may wish to enroll in benefits through the State Program. IF YOU CHOOSE TO ENROLL, COMPLETE AND RETURN YOUR HEALTH BENEFIT ENROLLMENT FORM. If you decide to elect health insurance, enrollment forms must be completed in BLACK INK. You must elect coverage within 60 days of your date of hire; otherwise, you will be required to wait until the following annual Open Enrollment period unless you experience a Qualifying Life Event (QLE). 7

8 Benefit Payments Exempt and Non-Exempt Contingent II employees (.50 FTE--.74 FTE) are eligible for an annualized health stipend of $3,186 PRORATED based on percent of full-time employment (FTE). Employees are responsible for the full cost of benefits, no subsidy. Employees will see the stipend in their biweekly paycheck, each pay period. Premiums are paid on an after-tax basis directly to the State of Maryland Employee Benefits Division through the Direct Pay Program. Premiums are not deducted from your pay! Important information about the Direct Pay Program: Upon enrollment, the State of Maryland Employee Benefits Division (EBD) will mail a coupon booklet to your address of record. Failure to make payment by the due date will result in a loss of coverage and you will be unable to re-elect coverage until the following Open Enrollment period (each fall). Premium payments can be made using the coupon, or via the online direct pay system. 8

9 Allowable Mid-Year Changes Per IRS regulations, employees may only make changes to current benefit elections during one of the following windows: Upon hire or transition to a benefit eligible position During Open Enrollment (occurs each fall) Within 60 days of a Qualifying Life Event (QLE) Common examples of Qualifying Life Events (QLE): Birth, adoption, or placement for adoption Marriage Divorce or legal separation Gain or loss of coverage Dependent s gain or loss of coverage Death of a dependent Change in employment status Coverage will begin on the 1 st or 16 th of the month following the QLE, except in the case of birth or adoption. For birth or adoption, coverage will being on the date of the event. See the 2017 State of Maryland Benefits Guide for additional details at You have 60 days from the date of your QLE to update your elections and provide all required documentation. 9

10 Eligible Dependents For a complete list of eligible dependents and acceptable documentation, please review the 2017 State of Maryland Benefits Guide at Eligible dependents include: Legal spouse Biological, adopted, and/or step-child under age 26 Grandchild under age 26 who resides in your home Step-grandchild or other dependent child relatives under age 26 who reside in your home Legal ward, testamentary, or court appointed guardian under age 26 who reside in your home Child with mental or physical incapacity over age 26 incapable of self-support due to mental or physical incapacity incurred prior to age 26 Medical Child Support Order To enroll dependents, you must submit an affidavit of dependent eligibility AND required documentation outlined in the State of Maryland Benefits Guide for each dependent you wish to cover. 10

12 Health Benefits Overview The type of medical plan you choose will impact your premiums, out-of-pocket cost, and network of doctors. All plans include a vision benefit. All plans include mental health & substance abuse benefits through the medical plan. The Out-Patient Prescription Drug benefit is a stand-alone plan and is not included under the medical plans. It must be elected separately from the medical plan. Enrollment into the prescription drug plan is required in order to meet ACA Minimum Value requirements. Network The size of the network matters; seeing an in-network doctor can save you money! Referrals and Pre- Authorization requirements YOUR NEEDS Coverage Differences Review the detailed plan summaries to understand how the plan will work. Cost Costs include premiums and Out-of- Pocket costs such as copays, deductibles, and/or coinsurance. 12

14 How to Find a Doctor BCBS CAREFIRST PPO/EPO PROVIDER SEARCH The CareFirst PPO and EPO provide access to the BCBS Bluecard national network. 1. Log on to 2. Select the Search for a Provider link under the Member Tools section. 3. Search by Plan or Doctor Name. CareFirst Regional Provider Directory allows you to narrow down your provider choices if you reside in Maryland, Virginia, or Washington D.C.; otherwise, use the BCBS National Provider Directory (national directory). UNITED HEALTHCARE PPO/EPO PROVIDER SEARCH The United Healthcare PPO and EPO plans also use one national network of providers. 1. Log on to 2. Select the Find a Doctor/Hospital link on the left side of the page. 3. Click the Find by Doctor or Facility near you option. KAISER PERMANENTE The Kaiser Permanente plan is a regional plan based in Maryland, Virginia and Washington D.C. 1. Log onto 2. Select Members. 3. Click Getting Care under the Use Your Benefits section. 14

15 State of Maryland WELLNESS PROGRAM-2017 The State of Maryland instituted a Wellness Program in 2015 for those employees and their spouses who are enrolled in any of the 3 health plans. In 2017, covered employees and their covered spouses can complete the following items: 1. Select a Primary Care Physician (PCP). 2. Complete the Health Risk Assessment (HRA). 3. Review the results of your HRA with your PCP. 4. If you are not already current, complete all recommended age/gender specific health screenings for more copay savings. 15

16 WELLNESS PROGRAM What does this get you? Participation is VOLUNTARY, but Completing the requirements gets you $0 copay for primary care physician office visits in 2017, reduced specialist copays, and a healthier you! You have from January 1 st to September 30 th to complete the requirements. The sooner you complete them, the sooner you save $$$! 16

17 Prescription Coverage The prescription drug plan is administered by Express Scripts. Important notes: $0 dollar copay for certain generic drugs related to specific targeted conditions. If you purchase a brand name medication when a generic medication is available, your copay counts toward your annual OOP (out-of-pocket) copayment maximum, but the cost difference between the generic and brand name medication will not count toward the maximum. The prescription plan also has other drug management programs such as specialty drug provider, prior authorization, and step therapy. To see if your prescription is impacted, review the benefit guide carefully. View the preferred medication list at 17

18 Dental Benefits There are two types of dental plans available: Dental HMO (DHMO) offered through Delta Dental Dental PPO (DPPO) offered through United Concordia Dental PPO In-Network Deductible Annual Maximum Preventative 100% Basic Restorative* Major Services* Plan Benefits $50 Single/$150 Family $2,500 per participant 70% after deductible 50% after deductible Orthodontia 50%, up to $2,000 lifetime *Coinsurance based on allowable amount Dental HMO* National Network (Delta Care USA) No out of network coverage. Must choose Primary Dentist Office. No annual maximum or coinsurance; employee responsible for a flat dollar amount per covered service. 19 Life Insurance Options UMUC offers two life insurance options: Securian: Employee, Dependent and Accidental Death and Dismemberment Unum Life: Employee and Dependent Life Securian sponsored by State of MD Employee: Min: $10K; Max $300K Dependent: Min $5K; Max $150K No duplication of coverage if employee and dependent are state employees. Dependent cannot have more than 50% of employee coverage amount. May elect up to $50,000 for employee, and $25,000 dependent without Evidence of Insurability during first 60 days of employment. See the State of Maryland Benefits Guide for additional plan details and rates. Unum Term Life sponsored by USM Employee: Min: $10K; Max 6x annual salary up to $750K Dependent: Min $10K; Max $150K Can elect both Securian & Unum Life. Can elect dependent coverage equal to employee coverage amount, up to $150K. May elect up to $50,000 for employee, $20,000 for spouse, and $10,000 for child without Evidence of Insurability during first 60 days of employment. 20 AD&D Insurance Accidental Death and Dismemberment (AD&D) is administered through Securian and is sponsored by the State of Maryland. Provides a benefit payment in the event of an accidental death or dismemberment of the employee or a covered family member. Coverage available in increments of $100,000, $200,000, or $300,000. No EOI required. If electing family coverage, dependents are covered at the following percentages: Dependent Spouse (no eligible children) Spouse (eligible children) Children (no eligible spouse)* Children (with eligible spouse)* Benefit Amount 55% of benefit amount 65% of benefit amount 15% of benefit amount 25% of benefit amount * $50,000 max per covered child For additional plan details, review the 2017 State of Maryland Benefits Guide at 20

21 Long Term Disability Long Term Disability (LTD) provides financial protection for employees who become disabled. If the employee becomes disabled, LTD replaces a portion of the employee s income. Long Term Disability (LTD) offered through Unum and sponsored by USM. Plan provides 60% of annual salary just prior to disability, up to $8,000 per month. May elect a 90 day or 365 day elimination period; benefits begin the day after the elimination period. Other important information: LTD payments may be reduced by other deductible sources of income. EOI is required if electing after the first 60 days of employment. Pre-existing treatment, consultation or medication received three months prior to the coverage effective date within the first 12 months may be excluded. 22 Supplemental Retirement Plans All employees are eligible to enroll in any of the Supplemental Retirement Account (SRA) plans: 401(k), 403(b), & 457(b), and Roth. Three vendor options: Fidelity Investments TIAA MD Supplemental Retirement 2017 Contribution Limits: Employees under 50: Up to $18,000 per plan (calendar year) Employees 50 and over: An additional $6,000 per plan (calendar year) Other important information: You may begin, change, or stop contributing at anytime. You may contribute to the 403(b) and 457(b) up to the maximum. Contributions can be made on a pre- or post-tax basis. 22

Accruals are prorated if working less than 40 hours/week. Other Information May only carry over up to 50 days (400 hours maximum) of unused annual leave to the next calendar year. There is no limit on the amount of sick leave that may be accrued. Please see the holiday schedule for the holidays observed at UMUC. - President s Day, Columbus Day, Election Day, & Veterans Day are observed during the December break. All other holidays are observed on their respective dates. 23

24 Employee Assistance Program Provides free confidential short-term counseling, referrals, and support while navigating life s demands. Employees and individuals within the household; Licensed counselors are available 365 days, 24/7: call (TDD: ); Online access at (username: USM, password: UMUC). The EAP can assist with topics such as: Addiction, work/life balance, stress, divorce, etc. Child and Eldercare resources and referrals (including Medicare coordination) Financial and Legal services Savings and discounts on everyday items such as clothes, tickets, etc. EAP services are 100% confidential. 25 Tuition Remission Contingent II employees are eligible to receive up to 8 credits per semester Pro-rated for FTE Semesters include Spring, Summer and Fall May attend UMUC or UMCP only (limitations may apply) Spouse and tax dependents of Contingent II employees are not eligible for tuition remission. Tuition not subject to taxation for employees enrolled in graduate courses unless amount exceeds $5,250 per calendar year. 25
