5 DRAFT I. A. Approval of May 23, 2017 Public Hearing and Board Meeting Minutes As required by the Commission for the Transportation Disadvantaged (CTD) and Florida Administrative Code (5) (a), the minutes from the May 23, 2017 Public Hearing and Board meeting were submitted for the Transportation Disadvantaged (TD) Board s approval. Action: Ms. Rhodes made a motion to approve the May 23, 2017 public hearing and board meeting minutes, Ms. Gilbert seconded; the motion was unanimously approved. II. Old Business A. Community Transportation Coordinator (CTC) Update Mr. Vanselow said at the last meeting direction was given for surveys. Since that time there were changes in the system. The surveys were not conducted. It was anticipated that the County would not be the CTC; however, the County did remain the CTC and the CTC did an RFP for an operator. It was decided with the County to wait on the surveys until a new operator was in place or it was determined the old operator would remain. Mr. Vanselow said the new survey process could start after the new operator is in place. Chairman May said he would have preferred the survey were done regardless of a new operator being determined. He asked that action be taken to move forward with doing surveys. Chairman May asked Mr. Christian if they could now do the surveys. Mr. Christian said they could do surveys now. III. New Business: A. Transportation Disadvantaged Service Plan (Amended) Mr. Vanselow said at the last Board meeting they approved the TDSP; however, there was not a new rate model in the plan. The new rates proposed were $2.52 for ambulatory and $3.78 for wheelchair. Large copies of the worksheet were provided as needed by members. Mr. Jernigan said he appreciated the large copies of documentation. He asked for an even larger copy. Chairman May asked that an enlarged copy be sent to Mr. Jernigan. Action: Mr. Rowell made a motion to approve, Mr. Vinski seconded; the motion was unanimously approved. Ms. Brown said she had conferred with Mr. Clark and he stated he would be willing to serve as vice chair for the new year. Action: Mr. Jernigan made a motion to retain Mr. John Clark as vice chair, Ms. Barnes seconded; the motion was unanimously approved. C. Bylaws and Grievance Process Mr. Vanselow reviewed the bylaws. He noted that meetings are required to be held quarterly. Chairman May asked why there is not a city councilperson on the board. Mr. Vanselow explained that the board positions are done by statute. He said a city councilperson could serve as a citizen or advisor. Mr. Vanselow reviewed the grievance procedures. He stated that there is a grievance process for the Community Transportation Coordinator (CTC) the Local Coordinating Board, and the Commission for the Transportation Disadvantaged (CTD). Chairman May asked that before the end of the first quarter of the next year, that Mr. Steve Holmes, from the State Commission, be invited. Chairman May wanted Mr. Holmes to provide an overview of what is being done in the State. Mr. Vanselow said he would inform the Board that Mr. Steve Holmes and the Commission are going to be requested to hold one of their business meetings in Escambia County in April Chairman May said he spoke with Mr. Holmes at the last Commission meeting and Mr. Holmes very much wants to meet locally. He asked that Mr. Holmes be formally invited to perhaps the next Board meeting. Mr. Jernigan said he attended the County Commission hearing recently and it was discussed that service was needed on Sunday. Chairman May agreed that Sunday service is desirable. Action: Ms. Travis made a motion to approve the bylaws and grievance process, Mr. Powell seconded; the motion was unanimously approved. Ms. Brown asked if when there is a new client if they are given a copy of the grievance procedure when they are enrolled as a client. Mr. Christian said yes, clients are given an application of the process and policies for services. Chairman May asked if policies are filed electronically. Mr. Christian said the policies are on the ECAT website. Chairman May asked that policies be posted on myescambia as well, or linked to myescambia website. Florida-Alabama TPO Pedestrian/Bicycle Master Plan Ms. Ellers said a Pedestrian/Bicycle Master Plan is being developed for the Florida- Alabama TPO area, which includes the TD service area. A multi-modal system will be developed for bikers, walkers, and drivers. The plan is driven by public involvement. To date 75 surveys have been received, and over 300 responses were received at outreach events. There have been over 50 recorded comments received. Ms. Ellers provided members of the LCB with cards offering information on web pages and Facebook. She encouraged input on bicycle and pedestrian facilities. She invited everyone at the meeting to an advocacy working group workshop August 22, 2017 at 5:00 p.m. at the West Florida Regional Planning Council. A vision and goals for the plan were to be developed at the workshop. Ms. Ellers said they will start working on an inventory of facilities in place for pedestrians and bicycle systems in Escambia, Santa Rosa, and Baldwin counties. She asked that requests for projects, for local municipalities, be submitted to her. Projects will be evaluated and prioritized in order to create a list to send to the State for funding. The plan will be finalized in the spring of Chairman May asked if the study was being prepared to prioritize recommendations that will be forwarded to the State in the spring of Ms. Ellers said the master plan is a master list of bicycle and pedestrian facilities that are needed. She said the projects are fed into the Long Range Transportation Plan, which becomes the Project Priorities. The Project Projects are taken by FDOT and become the Five-Year Work Program, which is where the funding process starts. Ms. Ellers said the creation of the Master Plan is designed to develop a unified vision for the Panhandle. E. Community Transportation Coordinator Report Mr. Christian reviewed the report. During the quarter, they had 21,000 trips. He said total cost for the contract presently is $2.3 million, and the contract is for $2.6 million. Action: Information Only F. Transportation Planning Organization Quarterly Report Mr. Vanselow said the report is submitted to the Commission for the Transportation Disadvantaged. He noted that during the last quarter the Board meeting and public hearing was held. In addition, the membership was updated and the Transportation Disadvantaged Service Plan was updated. All the major tasks completed for the year were included in the report provided in the agenda package. Action: Information Only G. Commission for the Transportation Disadvantaged (CTD) Correspondence Mr. Vanselow reported that the CTD will be holding their workshop and EXPO August 29-30, 2017 in Orlando FL. The CTD s business meeting will be held August 21, A call in number was provided for the business meeting. The CTD business meeting in April 2018 may be held locally. Mr. Jernigan asked who on the Board is sent to CTD meetings. Mr. Vanselow said there is not a travel budget to send Board members, although the workshop is open to the public. He said sometimes staff from the county and the operator attend. Chairman May if anyone from the County was attending. Mr. Christian no one was attending from the County this year. 8 DRAFT Chairman May said he was supportive of the Board to seek funding. He asked Mr. Jernigan to communicate with Mr. Vanselow and Mr. Christian and write up a request to submit to the County. Action: Information Only H. Grant Review Mr. Vanselow stated there were no grants to review. Action: Information Only IV. Other Business None V. Public Comments Michael Lowery Pensacola FL Mr. Lowery congratulated ITL for obtaining the contract for paratransit. He said they were looking at the transition portion of ITL taking over the paratransit system. He said they communicated with Mr. Harold Griffin, Jr. and they were going to start trying to figure out the process for the employees that Mr. Lowery represents. Mr. Lowery said he represents the workers under the Amalgamated Transit Union Local He said they were going to communicate with ITL to try to setup dates for contract negotiations on behalf of the employees. Mr. Lowery said they had been verbally told by ITL that all the employees will be transferring over from First Transit to ITL. Mr. Lowery there has been dialogue regarding transit from the ATU s perspective. He thought the issue is broader than fixed route. He said route cuts approved by ECAT have an impact on paratransit. He asked that the LCB attend the September 7, 2017 Board County Commissioner meeting. He expected speakers from the public to support fixed route and paratransit. Chairman May said ECAT and paratransit have been a topic of discussion with his colleagues. He said they will be moving forward 8/23/17 with interviews for hiring a director of transit. He further stated that at their last meeting they selected ITL as their paratransit provider. He thought the LCB and the County Board of County Commissioners were clear about their concerns regarding citizens that are disadvantaged and need paratransit. He stated in the past several years there have been improvements with ECAT and paratransit service and that improvements will continue. Barbara Mayall Pensacola FL Ms. Mayall said they receive funds from Federal Highway and from Federal Transit. She said in the Public Participation Process Manual it states that all of the meetings that have public input shall be held where there is a transit stop. She said there is not a bus in Milton and asked that the issue be addressed. She said the one at Fairfield is perfect; it is across the street from Rosa Parks. She said the meeting they were attending that day is on a bus line. She said Sanders Beach is not on a bus line. Ms. Mayall asked that meetings where they desire public input be on a bus route. She was including meetings for the TPO, TCC, and CAC. Escambia County TD Minutes Page 5 Escambia TD Agenda Page 8

9 DRAFT Chairman May said he was supportive of Ms. Mayall s proposal. He said the LCB Board has no jurisdiction or authority on how the meetings are set for the TPO, TCC, and CAC. He thought Ms. Mayall could talk on the subject at the next TPO meeting. *** Chairman May noted Mr. Frank Cherry had been in attendance at all the LCB meetings in the past. He said the loss of Mr. Cherry is tremendous to the citizens with disabilities and paratransit. Chairman May recognized Mr. Cherry as a friend and fighter. Chairman May also recognized the loss of Ms. Jernigan noting that she was a great encouragement to Mr. Jernigan in fighting for those without a voice. Chairman May was grateful for the contributions of the Jernigan family and Mr. Cherry. Mr. Jernigan stated that his wife died at the age of 75 unexpectedly. He said he wanted to be more involved with transportation in the future. Mr. Jernigan said he had brought and signed the first check that came to Escambia County for the elderly, handicapped, and economically disadvantaged in He said they received $98,000. He said his wife helped him extensively in the background with the program. Ms. Jernigan worked for the House Rules Committee in Washington. He thanked everyone for their cards, letters and sympathy. *** Chairman May said he had the opportunity to work with his four colleagues on being the chairman of this committee. He wanted to make sure that if there are goals and objectives that the LCB Board wants brought forth to the County Commission that he takes them forward. He said he wanted to assure that the LCB and himself are articulating the situations the LCB has to the County. He said members could send an to Mr. Vanselow that could be passed out. He wanted to be sure paratransit is represented in the best way possible. *** Mr. Powell asked if continuity of service will continue during the transition. Chairman May stated that ITL is working hard to maintain service. Chairman May said there is a desire to improve the system. He said it was not decided what to do with ECAT, i.e. whether it will be handled inhouse. He said there was propaganda about the elimination of or cutting services. Chairman May said he supports efficiency of services and expanding services. He thought the public transportation system should expand to a regional service. Chairman May said by statute the LCB was setup to serve as a watchdog for those that cannot watch out for themselves. He said he wanted to facilitate listening to the public s concerns. 10 AGENDA ITEM III-A SUBJECT: CTC Evaluation/TDSP Committee BACKGROUND: The planning agency and the local coordinating board conduct an annual evaluation of the Community Transportation Coordinator (CTC), as required by Florida Administrative Code (5) (b). The Evaluation Committee will also review the Transportation Disadvantaged Service Plan (TDSP) as part of the process. The planning agency staff, a committee of board members, and the Community Transportation Coordinator (CTC) jointly develop the TDSP every five years and a Minor Update is completed annually, as required by Rule (4), Florida Administrative Code. Several Federal Transit Administration (FTA) grants now require Human Services Coordinated Transportation Plans. The TDSP will serve as the Human Services Coordinated Transportation Plan for Escambia County. Services approved for funding must be identified in the TDSP as a need and included in the goals and objectives. Board members are asked to volunteer to serve on this committee. 11 AGENDA ITEM III-B SUBJECT: Annual Operating Report Review BACKGROUND: Each Community Transportation Coordinator submits an Annual Operating Report to the Commission for Transportation Disadvantaged each September, covering the fiscal year July 1st through June 30 th. The Board is asked to review the Annual Operating Report and authorize the Chair to sign the document. The Annual Operating Report provides information used for the annual CTC Evaluation. The CTC staff will review the AOR with the Board, prior to requesting the signature of the Chair. 31 AGENDA ITEM III-D SUBJECT: Rider Survey BACKGROUND: In an effort to monitor the services provided to the transportation disadvantaged by the CTC, an annual survey of the riders is conducted. The number of surveys turned in during the last survey were low, so an additional survey was conducted. The data is used to identify areas where the CTC is achieving its goals and objectives and areas where they are not. A summary of the survey results along with a comparison of the previous two years are included along with the comments that were submitted. The survey results indicate that 27% of the trips were for school/work while 61% were for medical/dental. Also, it should be noted that 42% use community transportation 11 or more days a month. 36 PLANNING RELATED GRANT AGREEMENT TASKS QUARTERLY PROGRESS REPORT Designate Official Planning Agency: FL-AL TPO Invoice #: 1 County: Escambia County Contract #: G0N28 Reporting Period: July 1, 2017 to September 30, 2017 I. Program Management A. When necessary and in cooperation with the local coordinating board, solicit and recommend a community transportation coordinator, in conformity with Chapters 287 and 427, Florida Statutes. Such recommendation shall be presented to the Commission by Planning Agency staff or their designee. (Task 2) September 16, 2013, the Escambia County Board of County Commissioners (BCC) voted to request to become the Community Transportation Coordinator (CTC). February 25, 2014 the Local Coordinating Board voted to recommended Escambia County as the single CTC for Escambia County. Escambia County BCC was approved by the CTD as the CTC at the May 14, 2014 Business Meetinging. Current MOA is from July 1, 2014 to June 30, TASK COMPLETE B. Develop and maintain a process for the appointment and reappointment of voting and nonvoting members to the local coordinating board (LCB). (Task 3) No activity to report: The process is in place and a current roster is sent with each invoice. The annual membership certification is scheduled for May C. Prepare agendas for local coordinating board meetings consistent with the Local Coordinating Board and Planning Agency Operating Guidelines. Ensure that operator payments are addressed as a standard agenda item. (Task 3) The agenda for the August LCB meeting was consistent with the CTD Guidelines and included operator payments. D. Prepare official minutes of local coordinating board meetings regardless of a quorum) and submit an approved copy along with the quarterly report to the Commission. For committee meetings, prepare minutes in the form of a brief summary of basic points, discussions, decisions, and recommendations to the full board. Keep records of all meetings for at least five years.
