1 Permit Schemes Choosing the right option & Update on Kent Permit Scheme David Latham Roadworks & Enforcement Manager

2 Different Permit Scheme Models Single Authority Schemes cover some, or all, of the road network managed by an individual highway authority. Common Schemes a group of authorities, covering a particular area or sub-region, agree to implement functionally identical permit schemes, which are then managed separately by the individual authorities. Joint Schemes a group of authorities agree to implement a single scheme, managed and run centrally on behalf of them all.

3 Different Permit Scheme Models Single Authority Schemes The most flexible, allowing a permit scheme to be designed around the authorities specific needs. Does not allow smaller authorities the efficiencies of scale of other options, may not always offer the value for money. Common Schemes some flexibility to decide how to deploy resources within their areas, efficiencies in scheme development, management and monitoring. Local authorities working to a common scheme may find it less easy to adapt common permit schemes to their individual needs. Joint Schemes Efficiencies in administration, most seamless service to works promoters and public. Local authorities under a joint scheme need to deliver and resource a defined standard of service that applies throughout the area covered by the scheme.

4 Different Applications Northamptonshire Permit all works Categories 0,1, 2, and traffic sensitive streets. Notice all non traffic sensitive category 3 & 4 streets)

5 Different Applications London Scheme Permits are required for all works on all streets.

6 Different Applications Kent Scheme Permit required for all works all streets. But Notice equivalent treatment for Standard, Minor, & immediate category work on non traffic sensitive category 3 & 4 streets with no charge. Full permit treatment for all major works and all works on category 0, 1, 2, & traffic sensitive streets. The rule, The KPS focuses 80% of its effort on the 20% of the roadworks that give 80% of the problems.

10 Effectiveness (highway occupation) The data indicates the total number of days saved since the start of the Kent Permit Scheme was 1,389 days between Feb 2010 and Dec 2010, equivalent to 5 years and 7 months.

11 Effectiveness (Public Enquiries) Streetworks enquiries by month (January 2009 to February 2011)

12 Effectiveness (Public complaints) The total number of congestion and coordination complaints and streetworks enquiries has reduced by 26% since the start of the Kent Permit Scheme.

13 Effectiveness (Public perception) Popular perceptions of Roadworks! Families losing sleep over noisy roadworks Utilities dig deep to pay fines for not finishing roadworks on time

14 Public Perception Heart's been told that a new way of doing roadworks in Kent has cut the amount of time drivers are caught in delays. Under the Kent Permit Scheme, any company wanting to dig up a road has to apply for permission from the council first. Kent Highway Services then co-ordinate work to make sure it's all done at the same time. Recent work carried out at the Oakfield Lane-Hawley Road junction in Dartford involved Thames Water, a gas company, British Telecom and Kent Highway Services and took six weeks to complete, cutting delays by 17 weeks.

15 Has the Kent Scheme delivered Results? Kent County Council Cabinet Member for Environment, Highways and Waste Nick Chard said: The benefits of the permit scheme are clear. By working with utility firms to regulate the work they want to do on our roads we can significantly cut congestion and traffic jams, making Kent a better place to live and work.
