As a result, an extensive panel of combined employee-employer specific information is being formed. Even though the information (variables, their names and contents) covered in the cross-sectional yearly SES data is already standardised (i.e. harmonised) across sectors so that potential inter-sector differences have been taken into account and purified as far as possible, there still remains a potentiality for inter-temporal changes in the way any variable is measured or defined. Therefore, when building a longitudinal panel from yearly SES cross-sections, spe-cial emphasis was given to identify potential inter-year inconsistencies and discontinuities at a single vari-able level. In short, the target was set to ensure as far as possible that when a researcher picks two random observations from any two separate years, she/he knows that any single variable under study measures the same thing independently of which observations and years happened to be chosen. Thus, the harmonised panel data offers a reliable basis for data analysis independently of whether the analysis covers only one of the cross-section and time-series dimensions or both. In practice, the current panel complies with the rules, definitions and classifications being applied to the private sector s annual cross-sectional structure of earnings statistics in The prefix HAR_ in a variable name indicates that the variable has been harmonised along the SES formation rules of The rest of the included variables lack the prefix HAR_ indicating their annual cross-section types are direct-ly of the over-time standardised form. 4 Harmonised weight to correct for the bias due to non-responding firms: There are 210 different strata (j) in the survey frame based on firm size and economic activity. Formally for each stratum the weight is defined as F_j/f_j, where F_j = number of (active) survey frame firms in stratum j and f_j = number of responding firms in stratum j. Firm size PLKMKEH Number of personnel in the firm. The statistical source is the Business Register maintained by Statistics Finland. The personnel are converted into full-year employees so that one half-day employee corresponds to half a person and two half-day employees to one full-year employee. Inclusion rule for an observation being included in headcount calculations. HAR_BASIS0 Harmonised inclusion rule for summing up numbers (frequencies) of employees. Value =1 for any observation to be included in diverse headcount calculations: otherwise =0. The variable is needed since a part-time worker may, simultaneously, have two or more contracts. Inclusion rule for an observation being included in hourly wage calculations HAR_BASIS1 Variable modifieddate Harmonised inclusion rule for whether the current observation is included in hourly wage calculations. Value =1 for any observation with a valid value for hourly wage, as calculated per overall working time hour (regular+over time); otherwise =0. Inclusion rule for an observation being included in monthly wage calculations HAR_BASIS2 Variable modifieddate Inclusion rule for an observation being included in monthly wage calculations. Value =1 for any observation with a valid value for monthly wage, as calculated as a sum over the monthly overall working hours (regular+over time); otherwise =0. ISCO occupation HAR_AMMA01 Harmonised version of the Finnish official national Classification of Occupations 2001 (AML01) by Statistics Finland. The classification is based down to the 4-digit level on the EU's classification of occupations ISCO-88(COM). National circumstances are taken into account, when necessary, by adding 5-digit occupational groups. As a result, the national AML01 ("Finnish ISCO") applies to international comparations. AML01 is being derived from sector- and industry- specific occupational classifications maintained by Statistics Finland and Finnish employer organizations (cf. variable AINE above). The sector- and industry- specific occupational classifications are much more detailed and denser than those of the national AML01 classification. The occupational codes of the sector- and industry- specific occupational classifications are converted into corresponding codes of AML01 by using a classification key. 5 Harmonised information on the employer firm's principal economic activity following Finland's national Standard Industrial Classification TOL 2002 by Statistics Finland. The national version is based on the European Union classification of economic activities NACE 2002 (also NACE Rev.1.1.). TOL 2002 conforms to the structure and code system of the European Union classification of economic activities (NACE 2002) with minor exceptions down to the 4-digit level. Classification Standard Industrial Classification 2002 Classification link toimiala_1_2002_01_01 Education HAR_TUTK1 Harmonised education code describing the employee's highest successfully completed level of education and training according to the Finnish official national standard classification of education - Koulutusluokitus The Finnish national application is based on the ISCED 1997 by Unesco (the first revised version of the International Standard Classification of Education). Information on person's education comes from Statistics Finland's Register of Completed Education and Degree. Only those with a Finnish personal code are covered by the register. Therefore all those without a Finnish personal code (e.g. many foreign workers) are excluded from the register. Classification Finnish Standard Classification of Education 2007 Classification link koulutus_1_2007_01_01 Duration of education HAR_TUTK1_VUODET Variable modifieddate Harmonised information on the normative years of schooling needed to achieve the person's highest completed level of education. Operationaldefinition Normative duration of education in years by education level: 9 years = Not beyond the lower secondary level (ISCED 1997 levels 1 and 2); 12 years = Not beyond the post secondary non-tertiary level (ISCED 1997 levels 3 and 4); 14 years = Lowest tertiary level (ISCED 1997 level = lower 5); 16 years = Bachelor's degree (ISCED 1997 level = mid 5) ; 18 years = Master's degree (ISCED 1997 level = upper 5); 21 years = Highest tertiary level (ISCED 1997 level = 6); Standard contractual weekly working hours HAR_VKTA Harmonised employee-specific regular weekly working hours - full-time or part-time. Usually the concept refers to standard working hours as regulated by employment contract, legislation and collective bargaining agreements (CBA). In Finland CBAs are most often of inter-confederal or intra-industry form and, by rule, white- and blue-collar workers are bound by separate agreements (even within the same company). The variable covers not only hours actually worked but even regular hours not worked (paid and non-paid hours of absence). Part-time status HAR_OSAIK Harmonised indicator of the employee's full-time/part-time status. A person is defined as a part-timer, if her/his regular working hours are 90 per cent or less of the potential maximum as stipulated by the Working Hours Act or in the appropriate collective agreement. The possible values: 1 = full-timer, 2 = part-timer. Total monthly working hours 5 (8)

6 HAR_TYOAIKAKK Variable modifieddate Harmonised number of monthly working hours defined as a sum of monthly regular (contractual) and overtime hours (=HAR_STYOAIKAKK+HAR_YLIT). Monthly overtime hours HAR_YLIT Paid monthly additional and overtime hours. Additional hours refer to hours exceeding the number of normal regular working hours as determined in the person-specific employment contract and, simultaneously, not exceeding the maximum number of monthly regular hours (40) as stipulated in the Working Hours Act. Overtime hours refer to monthly working hours in excess of the maximum of monthly regular working hours as stated by law. Payments in kind HAR_LED Harmonised taxable payments in kind per month. For example, company car, company phone. Often refers to the taxable value of the benefit. Standby pay HAR_VKORV Variable modifieddate Harmonised monthly standby pay. The concept refers to additional pay for employees required to be immediately available for duty. Overtime earnings HAR_YLIP Variable modifieddate Harmonised monthly earnings for additional- and overtime hours. Total gross hourly earnings HAR_TUNTIPALKKA Harmonised average total gross earnings per hour paid to the employee in the reference month (thus including even overtime). The figure is derived from total gross earnings for the reference month divided by the number of all hours paid during the same period. Formally HAR_TUNTIPALKKA=HAR_KKPALKKA/HAR_TYOAIKAKK. Total gross hourly earnings describe the gross pay per hour including overtime, Operationaldefinition For each pay period the concept of total gross earnings covers, base salary; supplements based on duties, professional skill, years of service, etc.; supplements based on inconvenient working hours, location or conditions of workplace; bonuses based on individual performance and paid regularly in each pay period (sales commissions, pay per piece rates etc.); taxable value for fringe benefits; additional and overtime earnings; (in part) also eventual compensation for on-call or urgent work plus other allowances of the same type. N.B. the pay concept covers even pay for normal hours not worked, but not one-off items, such as holiday and irregular performance-based bonuses not being paid in each pay period. Total gross monthly earnings HAR_KKPALKKA 6 (8)

7 Harmonised total gross earnings during the reference month. The figure includes even overtime and covers all the bonuses and allowances which occur in every pay period, even if the amount for these regularly paid bonuses and allowances varies. It includes even regular monthly payments due to individual performance but excludes bonuses and allowances not occurring in every pay period (such as year end company bonuses based on, more or less, collective criteria). Even benefits in kind (or their taxable values) are included. Performance bonuses not paid at each pay period HAR_TULOSPA The amount of performance bonuses per year. The concept refers here to infrequently (mostly annually) paid lump sum payments. Usually based on collective performance operating at site and/or company level, but even individual ones included, as long as being of the common lump sum type and not being paid regularly on each scheduled payday. In difference to other pecuniary variables the figure is defined as euros per year. Unit of measurement Euros Symbol Standard contractual gross hourly earnings HAR_TPSANS Regular gross hourly earnings describe the gross pay per hour of a standard contractual monthly work time, The figure is derived from regular gross monthly earnings divided by the number of regular contractual hours during the reference month. Formally HAR_TPSANS=HAR_KKSANS/ HAR_STYOAIKAKK). Standard contractual gross earnings during the reference month HAR_KKSANS Harmonised regular gross earnings during the reference month. The figure covers all the pay items accrued over monthly standard contractual hours (i.e. overtime excluded), including (even variable) supplements paid regularly in each month. Standard contractual monthly work hours HAR_STYOAIKAKK Harmonised number of monthly working hours defined as a sum of monthly regular contractual hours. Even contractual hours of paid and unpaid absence included. Premiums for working shifts or non-standard hours HAR_VTL Harmonised monthly special premium payments for shift work, night work or weekend work where these are not treated as overtime. The amount to include is the premium element or supplementary payment, not the total payment for such shift work. Compensation for inconvenient work conditions HAR_OSL Harmonised allowances for inconvenient working conditions in the reference month. 7 (8)

8 Regular individual performance-related payments HAR_PROV Harmonised individual performance-related payments per month. Contain sales commission, piece-rate payments and other varying payments by result paid each month with great regularity. Thus the main difference with HAR_TULOSPA is the regularity of payments occurring in each pay period though the paid amount often varies from period to period. Sum of regular allowances and bonuses accrued over standard monthly hours HAR_KKSANSLIS Harmonised sum of all allowances and bonuses accrued over standard monthly hours. Formally defined as HAR_KKSANSLIS=HAR_OLS+HAR_VTL+HAR_PROV+HAR_LED. Total gross monthly earnings + irregular performance bonuses specified as per month HAR_KKPALKKA2 Total gross monthly earnings including even irregular annual (here specified as per month) performance-related bonuses.
