2 RFP Vendor Questions Vendor Questions = Black Font CCSO Responses = Red Font 1. Will an RPAG opportunity be added to the database for the vendors to respond to? No. The vendors are not being asked to interact directly with the RPAG B3 proposal system. All RFP responses will be sent directly to CCSO. Any vendor concerned with whether they are included in the RPAG provider database for the Provider Comparison Table portion of the RFP response, per page 37-38, should contact Brandy Hazel, CPBB, Contract Administrator. 2. Are all contributions employee funds? Are there any employee funds? Any contributions to 457b plans are employee funds. There are no employer matching funds. 3. If we are an incumbent provider and have the Vendor Screening forms on file can we just provide a copy or must we submit a new copy again? Updated forms are required 4. Can you provide updated plan metrics (assets, contributions, etc.) as of 6/30/18? 5. Have you already selected a Financial Advisor for your 457b plan? RFP # b Vendor Questions 1

3 A Retirement Plan Consultant has been contracted with - Montgomery Advisors. 6. Can the MVA calculations be shared with us as well? MVA calculations have not been requested to date. They will be requested after the RFP is completed. 7. Regarding the fixed account assets that have restrictions. It states that they are subject to either and MVA or a 12 mth/60 mth payout (pages 34 & 35). Can we be provided with details as to which restriction would apply to which assets? See pages for the termination provisions of the specific fixed/guaranteed accounts by provider. See page 30 for the assets in each of these accounts. 8. Can the County please clarify if the anticipated contract start date is February 2019 (shown on pages 3, 9, 42) or March 2019 (shown on the cover page schedule)? The awarded contract is anticipated to begin on February 1, This is subject to change. 9. Please provide updated assets and participants as of 6/30/2018 or 3/31/2018 for the three providers (Nationwide, MassMutual and AXA) that will transfer at a plan level. 10. Please provide the 2017 annual disbursements from the three providers (Nationwide, MassMutual and AXA) that will transfer at a plan level. RFP # b Vendor Questions 2

4 11. Please provide the fund line up that each provider currently offers? See attached statements and/or performance reports for Nationwide, MassMutual, AXA/Equitable and VALIC. Reliastar/Voya offers various individual annuity contracts with varying investment options. This information is not readily available on the Alliance Bernstein program. 12. Please provide a complete breakdown of assets by fund including ticker symbols for each provider. See attached statements for Nationwide, MassMutual and AXA/Equitable. This information is not readily available for the VALIC, Reliastar/Voya and Alliance Bernstein programs 13. Please provide the total contributions to the plan in 2015, 2016, & 2017 for each provider. 14. Please provide the total distributions to the plan in 2015, 2016, & 2017 for each provider. 15. Please provide the total number of loans outstanding as well as the total number of loans issued in 2017 from Nationwide, AXA Equitable, and VALIC. RFP # b Vendor Questions 3

5 16. Please indicate the current process for submitting loan payments. Is it done through a payroll file or directly with a participant bank account (ACH)? 457b loan repayments are deducted from employee s pay and are submitted along with other remittances to the vendor via ACH or check. CCSO enters payment amount on vendor portals. 17. Please confirm you are looking for us to price only the group contracts, since the individual contracts are not subject to plan sponsor direction. We are asking for vendors to create a proposal based on their best assessment of the data provided. 18. On Page 36, it mentions a minimum of 20 days annually of on-site meetings, how many onsite education meetings were held in 2017? How many days per year would the plan prefer going forward? Representatives from some of the current providers come on site and are available to answers questions from members. Representatives typically would reach out to CCSO Finance to schedule on site visits. Some vendors came frequently, some not at all. CCSO RFP # b Vendor Questions 4

6 would prefer to have a minimum of 20 days of onsite meetings annually at various locations. On site availability and education of members are important to the CCSO. 19. Please provide information on the fixed funds in the plan today for each provider. What is the current crediting rate? What are the expense ratios? Please refer to Section C on pages and Section E on pages for information on the current fixed/guaranteed accounts. Nationwide, MassMutual, AXA Equitable, VALIC and Reliastar/Voya utilize general account vehicles that have no explicit expense ratio. There is no readily available information on the Alliance Bernstein program. Nationwide Fixed Account 3.50% current crediting rate. Nationwide also offers a stable value fund and several money market funds. MassMutual General Account 3.00% current crediting rate AXA Equitable 2.50% current crediting rate. AXA/Equitable also offers a money market fund. VALIC offers multiple fixed accounts over several contracts with crediting rates between 1.00% %. VALIC also offers several money market funds. Reliastar/Voya offers multiple individual fixed annuity products with crediting rates between 1.00% %. 20. Please provide a list of any ancillary fees that are currently being charged to the plan and or its participants. i.e) QDRO s, financial advice, etc. RFP # b Vendor Questions 5

7 21. Please provide a sample of the current contribution file feed that the plan uses today. Please provide data definitions as well as field level definitions for the file. Currently, there is no file feed that can be provided from our system. This may be a possibility with our new ERP system which is being implemented in Contributions are deducted from employee s pay and submitted to vendors via ACH in some cases and via checks in others. These are not available for Reliastar/Voya and Alliance Bernstein. 24. What are the current fees for the plan today with each provider? We believe this question has little significant impact upon this RFP process, due to the fact that the RFP will result in the implementation of a new or renegotiated contract.
