16 LEAVE OF TEACHING NON TEACHING STAFF (AS PER G.O. NO-1541EDN(S) DATED OF SED GOVT. OF WB- as amended time to time) No leave can be claimed as a matter of right Casual Leave (Sanctioning authority HOI.) Maximum 14 days in a calendar year. C.L may be affixed or prefixed to any holiday or Sunday but total period shall not exceed 7 day at a stretch including holidays. C.L can not be affixed or prefixed to any long vacation or any other kind of leave Leave on Half Average pay - Sanctioning authority managing committee days leave on half average pay is admissible for each year completed service. Maximum 60 days half pay Leave to be credited. A normal teacher can avail this leave after completion of one year continuous & satisfactory service and after successful completion of Two /Three years of service in case of additional post.

17 LEAVE OF TEACHING NON TEACHING STAFF (AS PER G.O. NO-1541EDN(S) DATED OF SED GOVT. OF WB- as amended time to time) LEAVE ON MEDICAL GROUND - Sanctioning authority managing committee 15 DAYS LEAVE ON Medical / Personal ground for each year completion of successful and continuous service. Maximum 365 days during the whole service period. A normal teacher can avail this leave after completion of one year continuous & satisfactory service and after successful completion of Two /Three years of service in case of additional post. Condition of Medical Leave Leave Application Medical certificate issued by a M.O or RMP Fit certificate at the time of resuming duty. Full average pay during enjoying M.L Advance Medical Leave May be allowed to a teacher vide WBBSE Memo No 2327/04/G Dated only in extreme Medical ground duly sanctioned by WBBSE.

OF WB- as amended time to time) Special Leave Sanctioning authority managing committee In exceptional circumstances not exceeding 18 months may be granted with the approval of WBBSE.( Prolong illness such as TB injury, Bed ridden condition.) Only be granted when all other leave Madhyamik, H. has been exhausted. It may also be granted to a teacher or non teaching to appear any examination( Madhyamik, H.S, Madrasah etc) for the period of exam and a week prior to its commencement subject to approval of W.B.B.S.E. Compensatory Leave Sanctioning authority managing committee May be granted for attending duty in a long vacation for at least 7 days (not at a stretch). Entitled to enjoy half of work in vacation or holidays. Quarantine Leave Sanctioning authority managing committee For infectious diseases of family members ( Small Pox, scarlet Fever, Spiral meningitis) maximum 21 days in special case 30 days.

OF WB- as amended time to time) Commuted Leave Sanctioning authority managing committee Maximum 60 days half pay may be commuted to 30 days full pay during whole service period on private affairs/medical ground. Commuted Leave on medical ground only be granted when no medical leave is due to the credit of the employee. Lien Sanctioning authority managing committee A teaching or non teaching employee seeking permission to serve in higher post in another recognized Institution or College within West Bengal or to accept other service in West Bengal where teaching experience is essential will be allowed Lien Maximum for Two years. Lien automatically be terminated if Permanently absorbed Leaves the post for which the Lien is granted Does not return after completion of two years or which ever is earlier.

OF WB- as amended time to time) Maternity Leave Sanctioning authority managing committee May be granted to a female teacher or female non teaching employee for a period of 180 days on full pay from the date of commencement.( due medical certificate required) It may also be granted for miscarriage/ abortion maximum for 6 weeks.. ( due medical certificate required) This leave may be combined with any other leave. Commuted leave not exceeding one month if continued with this leave extra medical will not be required. Child Care Leave (CCL) Sanctioning authority managing committee G.O No 5560-F(P) Dated i) Maximum two years ii) Up to two children until they attain 18 years of age. iii)minimum 15 days at a stretch in one spell. May be enjoyed on medical ground, examination, rearing, look after, Sickness etc. Maximum three spells in a calendar year Maximum 60 days extended up to 120 days in a spell in extreme condition.( G.O 6444-F (P) dated ) Date of effect

NO SE(S) dt Eligibility:- Retired college/school teachers with Hons./P.G. qualification and below 64 yrs. of age Period of engagement:- 180 days or until regular teacher joins whichever is earlier No. Of Classes to be allotted:- 6 for non lab subject and 8 for lab based subject in a week for each class. (XI/XII) Remuneration:- Rs. 200/- per class Procedure:- HOI will place requisition of 1/2 guest teacher in prescribed format (prepared by this office) along with Staff pattern Bio data and consent letter of the retired teacher to be engaged as GT Copy of the PPO of the retired teacher Approval copy of the retired teacher M.C/Administrator resolution copy

26 INCOME TAX (TDS) Deduction of Income Tax at source is mandatory.it is the responsibility of HOI. Individual deposit of Income Tax through challan will not be entertained in no way. Form -16 will be available on Online System. Individual computation sheet for assessment of Income Tax along with relevant documents must be submitted to the respective Sub-Division Office in the month of February of every year.

Employment /Non-employment certificate of spouse from competent authority. If employed HRA drawn certificate / statement from the competent authority during arrear period. Acquittance roll during the arrear claim period. N.B.:- Annexed arrear bill form.

Ed/ Non Teaching) 3.Cause of occurrence of vacancy with date of effect must be mentioned clearly. 4 Related subjects in Hons/PG & in Pass Category must be mentioned.

34 T.I.C. ALLOWANCE Forwarding Letter. Approval as T.I.C. M.C. resolution. Incumbent s prayer. N.B.:- In terms of clause 10 of G.O. No.-30-SE(B) dated it is mentioned that the amount can not be taken into account for incremental benefits,but D.A. and HRA will be paid on the Addl. Grade pay amount and it will continue up to the date of handed over the charges to the regular H.M.

35 VACANCY Henceforth vacancy for filling up the post of Asstt. Teacher will be sent to the C.S.E, WB by following G. O No- 268-SE Dt.- 08/04/2015. Vacancy Statement will be submitted only as and when this office will ask for. Generally in the month of April and November in every year. 36 General Transfer on Special Ground (Vide G.O No:- 159-SE(S) Dt.-27/02/2015) ( Sub-rule 4 (1)(a) Any Teaching/ non teaching staff or his/her son/ daughter or spouse suffering from malignant diseases, heart disease, renal failure, Thalassemia, replacement of organ, severe Gynaecological disorder, or physically disablement of 40% or more or to assist in proper treatment of self or his/her son/ daughter or spouse. Sub rule 4 (1)(b) Any woman teacher/non teaching staff whose husband died prematurely or divorced or is a victim of crime:-

37 General Transfer on Special Ground (Page 2) Procedure- Sub rule 7 Application of the incumbent to the S/A with relevant documents S/A will receive the views of the Medical Officer of the School Committee Adopt a resolution for consideration of the case and forward the same with all relevant documents as Forwarding letter of the HOI Application of the incumbent in plain paper Application in prescribed format Views of the Medical Officer M.C/Administrator resolution All other relevant papers in regard to the disease including disability certificate for the disabled.

39 PENSION, FAMILY PENSION & GRATUITY (Page- 1) PREPARATION OF SERVICE BOOK: Service Books of a Teacher should be opened within the reasonable time from the date of joining. If a new Service Book is made rejecting the old one, the old one should also be produced at the time of submission of Pension papers for Gross checking RECOGNITION MEMO SHOULD BE NOTED : Every recognition Memo(s) (as 2 class, as 4 class, as 10 class) memos should be recorded in the Service Book along with Memo No and date at page 8 of the Service Book. Date and Memo No in respect of coming under salary deficit scheme should be noted. Recommendation of RSSC should be noted along with category of post with Memo No & date. Every approval of appointment should be noted in the Service Book. In case of Additional Post, the post should be retained and appointment should be approved or substantive basis on completion of stipulated time.

40 PENSION, FAMILY PENSION & GRATUITY (Page- 2) Every benefits due to 10 years, 18 years & 20 years should be noted in the Service Book in proper place. The benefit due to completion of 18 years satisfactory service should be approved by District Inspector of Schools (SE) ALL THE PAY FIXATION(S) SHOULD BE NOTED IN THE SERVICE BOOK IN THE FOLLOWING MANNER: Pay has been fixed at Rs. w.e.f in terms of G.O. No date... In the pay band of Rs. Mode of fixation should be noted in the Service Book.

41 PENSION, FAMILY PENSION & GRATUITY (Page- 3) LEAVE ACCOUNT: Every page of Leave Account should contained a Certificate stating Leave Account has been verified with Attendance Register, Acquittance Register, Leave Register and other relevant documents and found to be correct. This certificate is to be signed by HOI. Leave should be credited for a complete year. Maternity Leave should not be debited in leave account. No leave other than C.L is admissible for the first 2/3 years of service if the incumbent is appointed against Additional Post. Enjoyment of all regular leaves should be recorded in the relevant column of Service Book including MCR No..& dated..of sanctioning.

42 PENSION, FAMILY PENSION & GRATUITY (Page- 4) EXERCISE OF OPTION: Option once exercised is final. Option should be dated at exercised within stipulated date. For fixation of pay due to promotion, advancement and fixation of pay under every ROPA Rules should be prepared in the prescribed form, signed and stamped by the HOI and should be approved by the D I of Schools(S.E) At the time of sending the Service Book to DPPG, the fact regarding retirement, death or otherwise should be recorded in red Ink. The Option should be accepted by the HOI. The option exercise by HOI should be accepted by Secretary / President of the M.C.

43 PENSION, FAMILY PENSION & GRATUITY (Page- 5) EXTRA ORDINARY LEAVE OR LEAVE WITHOUT PAY : The entries regarding extra ordinary leave must be recorded invariably in red ink and the ground on which the said leave is granted must be noted. The M.C. can sanction extra ordinary leave up to 2 years. As per Circular No.8417/G dated 07/11/1981 issued by WBBSE, a teacher is not entitled to enjoy Medical Leave till the post is declared permanent. In case if a teacher enjoys ML / Compensatory Medical Leave will be adjusted from the leave account after completion of 2 /3 years and the said post will have to be retained as per Circular No. S-435/B dated However the S.A may be requested to comply with existing Rules of regularization of ML of the teacher.

44 PENSION, FAMILY PENSION & GRATUITY (Page- 6) DECLARATION REGARDING NON-EMPLOYMENT CERTIFICATE OF SPOUSE: Non employment Certificate should be recorded starting that his / her spouse Sri / Smt.. Has never been employed in any Govt. / Non Govt. / Quasi Govt. Service since Marriage. This Certificate should be signed HOI / Secretary of the school and should be counter signed by DI of Schools (SE) If the incumbent and spouse both are employed, the HRA declaration should be produced stating that total HRA drawn by Incumbent and spouse does not exceed the existing ceiling of HRA made from time to time and a statement should be made in the following manner: It should be signed by HOI

45 PENSION, FAMILY PENSION & GRATUITY (Page- 7) OVER DRAWAL STATEMENT : Over drawal due to wrong pay fixation, wrong entry in the Acquittance Register should be recorded in the Service Book supported by calculation sheet. The Over drawal Statement should be countersigned DI of Schools (SE). The Over drawal amount should be deposited to Govt. by TR-7 in proper Head of Account H e ad o f A cco u n t

46 PENSION, FAMILY PENSION & GRATUITY (Page- 8) VERIFICATION OF SERVICE : At a fixed time in the year the Service Books is to be taken out for verification of Services and for recording the same in the Service Books under proper attestation. The verification should be recorder in the following manner: Services from the period from to of Sri / Smt.. (designation ) are verified with reference to acquaintance roles and other relevant office records and found to be continuous and satisfactory. The verification of Service is very important.the Services unless and until are verified, shall not qualify for pension.

47 PENSION, FAMILY PENSION & GRATUITY (Page- 9) REFUND OF CPF MONEY TO GOVT. The model format for calculating CPF money is as under The Statement in respect of CPF deduction is to be furnished at page 22 of the Service Book. The Calculation sheet and the statement made in the service Books should be checked, verified and countersigned by AI of Schools of Concerned Sub-Div. The proof of Commencement and discontinuance of deduction of CPF is to be furnished. H e ad o f A cco u n t

48 PENSION, FAMILY PENSION & GRATUITY (Page- 10) For calculating qualifying service period w.e.f fractions of a year to 3 months and above shall treated a completed 6 monthly period for the purpose of calculation of pension. G.O. No. 26 SE(B) dated An employee who has retired on superannuation on or after and has rendered a minimum QSP of 20 years pension shall be 15% of last basic Pay drawn. In the rendered QSP is for 10 years or more but less than 20 years proportion reduction should be made w.e.f

49 PENSION, FAMILY PENSION & GRATUITY (Page- 11) Family Pension: Family means in respect of family pension Wife / Husband Son / Setp Son Un married Daughter / Widow Daughter Parents Family pension shall be 30% of the basic pay drawn last. Gratuity: The formula for determination of Gratuity is as follows: Gratuity = (Basic Pay + D.A) x No. of Units in 6 monthly period 4 Maximum Gratuity admissible is Rs. 6 Lakhs. Maximum Units to be taken in to A/C is 66 Units i.e. 33 years of QSP.
