The economy grew at 7.11 percent last fiscal year. This is a great success. This is the contribution of all in this country, said Planning Minister Mostafa Kamal quoting Prime Minister Sheikh Hasina at the National Economic Council meeting yesterday. Bangladesh is now one of the top growing countries in the world, he said. We are just behind India in terms of economic growth. 2 Provisional estimates released by the Bangladesh Bureau of Statistics showed that the agriculture sector grew 3.4 percent in fiscal in contrast to 2.79 percent a year ago. Kamal said the agricultural growth has been estimated taking into account the loss of 6 lakh tonnes of rice for flood in haor areas. The World Bank also unveiled its growth forecast for Bangladesh yesterday, and in keeping with the past trend it was less optimistic than the government's provisional figures. The Washington-based multilateral lender said the Bangladesh economy will expand 6.8 percent this fiscal year owing to sluggish export growth, falling remittance and slowdown in settlement of letters of credit for industrial raw materials. Asked why the WB's projection always remains lower than the BBS's, Zahid Hussain, lead economist of the World Bank's Dhaka office, said: What is the benefit of making conservative projection? Regardless, both the growth figures are good, so the debate on the discrepancy will only distract from the real issue: the performance of two of the three major drivers of the economy -- investment, exports and remittances -- are weaker than in last year, he said. Most of the other indicators performed better this year than the last, it said. But these three indicators are mostly important, he said while presenting the Bangladesh Development Update May 2017 yesterday at the Washington-based multilateral lender's office in Dhaka. The WB, noting the one percentage point increase in private investment to 23 percent of GDP in fiscal , said the other related indicators such as the import of capital machinery and private sector credit growth suggest otherwise. We see from statistics that investment is rising. But it is not clear where these investments take place and at what amount, Hussain said. Export growth in the first ten months of fiscal stood at 3.9 percent in contrast to 9.2 percent registered a year earlier. During the period, remittance receipts slumped 16 percent, indicating a fall in domestic consumption. Import growth of industrial raw materials also slowed down this fiscal year, the WB said. The lender projected that the agricultural sector would register higher growth this fiscal year as farmers responded to the relatively good prices of rice, vegetables and livestock. The crop damage for flash flood in haor areas in April, however, has not been included in the calculation, Hussain said. Industrial growth may edge down due to softer export growth and weaker domestic demand associated with remittances. The service sector is projected to grow at a steady rate of 6 percent, it added. Despite cutting down the growth forecast, the WB said Bangladesh's economic growth remains resilient. 2 P a g e

3 Overall inflation has declined but food inflation has increased lately as a result of a rise in rice prices, it added. The WB said indicators such as tax revenue growth and growth in import of construction materials point that the economy is well on course to maintaining robust growth. If Bangladesh can raise the female labour force participation rate to 45 percent by 2020, it will be able to maintain economic growth 1 percentage point above trend through 2020, the WB said. Such calculation comes in contrast with 7.2 per cent GDP the government projected for the same financial year. The growth the World Bank shows for the South Asian country in its development update is a slight fall from 7.1 per cent in last year. 4 The development comes after Prime Minister Sheikh Hasina at a meeting on proposed budgetary measures for fiscal on Sunday night gave the nod to the adjustments in the VAT law. We had a fruitful meeting regarding income tax, customs and VAT. The results of the discussion will be reflected in the upcoming budget proposal, said Commerce Minister Tofail Ahmed, who was present at the high-level meeting on fiscal measures. He said most of the issues regarding the implementation of the VAT law have been finalised; the rest will be sorted later by the prime minister and the finance minister. Finance ministry officials said the uniform VAT rate under the new law will most definitely be flat 12 percent instead of the 15 percent rate that was envisaged when the law was framed in Ahmed said the new VAT law will be implemented from next fiscal year. He, however, declined to comment on the possible cut in rate. Everything will become clear during the placement of the budget proposal on June 1, he said, adding that the rate will be comfortable and there would be no negative impact on businesses, be it small, large or medium. We hope the businessmen will be happy with the decisions we are going to take. Considering all aspects we are going to implement the law with due care. We think businesses will be happy, he added. Last week, Finance Minister AMA Muhith at a meeting with editors of newspapers said the rate of VAT will be flat but there will be a cut from 15 percent. He did not mention the rate but said a one percentage point reduction in rate will cause a revenue loss of Tk 4,000 crore. To make up the revenue loss, Muhith said the government plans to install 50,000 electronic cash registers at shops to curb VAT dodging. Revenue officials said the VAT-exempted turnover limit and the highest ceiling of annual turnover to collect turnover tax are likely to be increased to make businesses happy. The VAT-exempted annual turnover limit might be increased to Tk 35 lakh or more from the present Tk 30 lakh. The Federation of Bangladesh Chambers of Commerce and Industry has demanded VAT-free turnover limit of Tk 36 lakh. The upper threshold of Tk 80 lakh will also be hiked to please small and medium firms. The country's apex trade body wants the government fix Tk 1.5 crore as the highest threshold for turnover tax at the production stage. The number of products that will face supplementary duty in imports is likely to rise from 170 to nearly 500 to please entrepreneurs and protect domestic industries from stiff competition from imported products. The government also plans to expand the list of VAT-exempted items to ease the burden on consumers. Under the new law, essential commodities, agricultural products and life-saving drugs are exempted from VAT. Termed as VAT and Supplementary Duty Act 2012, the new law envisages a uniform 15 percent VAT instead of the multiple rates now applicable to many goods and services. The move raised concern that application of the uniform rate would increase the already high cost of living. The NBR, however, maintains that the new law will not increase the prices of goods in general as businesses will be able to get rebates. 4 P a g e

5 The government plans to collect 40 percent of its revenue collection target of Tk 236,000 crore from VAT in the upcoming fiscal year. The target is 31 percent higher than the revised target for the outgoing fiscal year. VAT, a type of consumption tax, is the biggest source of revenue. Source: Four state banks' Tk 27,700cr loans caught in legal tussle The credit amounts of the four state banks that are stuck in lawsuits pending with the money loan court rose Tk 5,600 crore in Sonali, Janata, Agrani and Rupali had a combined Tk 27,700 crore caught in unresolved cases with the money loan court as of December 2016, up 2.54 percent on 2015 when it was Tk 22,000 crore, according to Bangladesh Bank data. The huge amount of loans remain stuck with the courts because of a tendency among clients to file writs so they are not declared defaulters, said Md Obayed Ullah Al Masud, managing director of Sonali Bank. It's a big concern for the state banks as they can neither take action nor stop lending to the defaulters because of the writ petitions, he said. Masud said the government has amended the Banking Company Act in favour of the directors. It could have changed the provision that allows defaulters to file cases for the sake of the banking sector. The amount of loans lent by the four state banks but now stuck in lawsuits accounted for percent of their total loan outstanding of Tk 109,000 crore, according to figures from the central bank. The number of pending cases stood at 17,888 last year compared to 16,964 the previous year. Sonali Bank had over Tk 14,000 crore pending with the money loan court as of December last year, followed by Janata at Tk 3,400 crore, Agrani Tk 7,800 crore and Rupali Tk 2,400 crore, according to Bangladesh Bank data. Janata Bank is in a greater fix as some of its large borrowers, who earlier had their loans restructured thanks to the special package of Bangladesh Bank, again failed to continue repayment. Some are even preparing to file new suits so they are not classified as defaulters. It is a big problem for the banking sector as defaulters are filing writ petitions against their default status to avail fresh loans. Because of the writ petitions, banks can't reject the loan proposals, said Abdus Salam, managing director of Janata Bank. Banks have to maintain provision against the loans stuck in suits. As a result, their provision requirement against bad loans goes up, which ultimately hurts profits, said Masud. The provision requirement for the four banks went up by Tk 2,600 crore to Tk 12,600 crore in 2016 compared to a year ago, according to BB data. Among the state banks, Sonali had a provision deficit of Tk 1,776 crore last year and Rupali Tk 241 crore. Both banks faced huge losses in the year due to the high provision obligation. 6 21st-century version of Silk Road The keynote speech by Chinese Premier Xi Jinping during the opening ceremony of the first ever OBOR (One Belt One Initiative) summit held in Beijing recently contained an outline of the financial offers for infrastructure development along the OBOR map. Indeed, he upped the mercury by announcing a further USD 14.5 billion to the fund and the summit is being attended by heads of states of 29 countries including Russia, Turkey and Pakistan. Most conspicuous is the absence of India. As an article in The Economic Times (India) stated, OBOR in its current form encompasses all of South Asia sans India and Bhutan and enhances strategic heft in the same countries where India also has huge stakes including connectivity initiatives and infrastructure projects launched during past three years. That notwithstanding, representatives from 80 countries, both senior and not-so-senior officials are attending the summit because OBOR promises to be as big, if not bigger than the Marshall plan rolled out after World War II (for the reconstruction of devastated Europe). The fear in many capitals of the West is that with a budget of around USD 124 billion for the purposes of boosting infrastructure (money sorely needed by emerging economies like Bangladesh), the balance of economic power will shift squarely to Beijing. We will have to wait and see if that is truly the case, but for the moment, countries like Bangladesh are keeping an open eye to see what is on offer. The buzz word making the rounds remains financial inclusivity. As President Xi pointed out no matter if they are from Asia and Europe, or Africa or the Americas, they are all cooperative partners in building the Belt and Road. One can understand Indian scepticism about OBOR, especially in light of the fact that the USD 55 billion China- Pakistan Economic Corridor runs through some disputed territory and will in effect; help transform the economic landscape of its arch rival. This time round, the world's premier lending bodies did not skip the meet. As pointed out by Reuters leaders from 29 countries attended the forum, as well as the heads of the United Nations, International Monetary Fund and World Bank. Britain's finance minister told the summit his country was a 'natural partner' in the new Silk Road. OBOR promises to plug some of the gaps in infrastructure financing that developing countries need in Asia. For Bangladesh, the appeal is obvious. The idea of replicating the China experience, even at a much scaled down version, is hardly lost upon anyone. We have taken the first baby steps in setting up of an EPZ for Chinese investment. Indeed, as pointed out by Professor of International Affairs of Renmin University of China Wange Yiwei, Bangladesh may indeed be one of the first beneficiaries of special finance. Bangladesh is one of the first choices for Chinese investors. That's why many Chinese entrepreneurs are engaged in many mega infrastructural projects in Bangladesh like Padma Bridge. Given our bitter experience over alleged graft on the Padma Bridge project that set our infrastructure and connectivity plans back several years, Chinese involvement in financing (and construction) comes as a much welcome relief financing without political strings attached. In fact, that is perhaps one of the biggest selling points of the Chinese-led Asian Infrastructure Investment Bank (AIIB) which, according to the Chinese premier hopes to forge a path based on inclusiveness and free trade as opposed to diplomatic power games. These are what policymakers of the developing countries have been waiting to hear for decades and only time will tell whether Chinese stewardship of AIIB and the OBOR initiative is truly devoid of the power games we have been witness to for years. OBOR and the advent of AIIB present Bangladesh with unique opportunities. The country's communications infrastructure requires billions of dollars' of investments to upgrade and we would be wise to stay out of regional rivalries that are a natural phenomenon in global politics. At the end of the day, Bangladesh will have to provide millions of jobs to the vast majority of its population (two-thirds of the population is aged below 30) and those will have to come through industry in the coming decades. If we are really serious about building Bangladesh as a regional hub for trade and commerce, then those billions will come in very handy and being linked to OBOR can only help us get there faster. 7 DNCC to spend Tk 10b on city development next FY The Dhaka North City Corporation (DNCC) is set to spend around Tk. 10 billion during the next fiscal year (FY) for construction of roads, drains and footpaths in areas under its control, Mayor Annisul Huq said. "During the last fiscal, we spent around Tk. 3.1 billion for construction of 180 kilometres of road, 168 kilometres of drain and 65 kilometres of footpath", he said during a press meet organised on the occasion of his two years in office. "During the ongoing fiscal, we have initiated schemes to build 372 kilometres of road, 300 kilometres of drain and kilometres of footpath the total cost of which will be Tk. 8 billion", he added. "However, during the next fiscal year, our total spending for such construction works will reach Tk. 10 billion", the DNCC Mayor said. Focusing on his initiatives to make the city cleaner, Mr Annisul said around 20 thousand billboards as well as 175 thousand illegal banners and festoons were removed in the last few months. "In addition, around 168 kilometres of drain have been cleaned during the ongoing fiscal which was not cleaned in the last 29 years", the DNCC Mayor said. "At the same time, a total of 52 Secondary Transfer Stations have been constructed for waste disposal while cleaning and waste management jobs of eight wards have already been privatised", he added. The DNCC has built a graveyard, the largest in South Asia, at Rayer Bazar area at a cost of Tk billion, he said. The total area of the graveyard is acres. "Lately, a 45-metre long bridge has been constructed at the Goidartek area of Gabtoli at a cost of Tk. 100 million", Mr Annisul said. The Mayor also informed the newsmen that the DNCC has bought a total of 200 hand spray machines, 110 fogger machines, 10 wheel barrow machines and a vehicle mounted fogger machines to repel mosquitoes. He also said a mobile app called Nagar has been developed recently through which citizens can avail various digital services within the city. Established in November 2011 following split of former Dhaka City Corporation, the DNCC is currently composed of 54 wards. The total area is square kilometre and the total population is around 10.6 million. Source: Ransomware Infection: 30 PCs in Bangladesh affected At least 30 computers in Bangladesh have reportedly been infected by a ransomware that affected thousands of computers in nearly 150 countries since Friday. 7 P a g e

8 Crime Research and Analysis Foundation, a non-government research organisation, said it got reports of the malware, known as WannaCry, affecting the computers of 30 individuals until yesterday. Tanvir Hassan Zoha, adviser of the foundation, said no doubt this was a targeted attack, but fortunately Bangladesh was not their target. I have information that the number of affected people [in Bangladesh] is more than that, but we can confirm only 30, he said. The IT expert said two television channels were also affected. He, however, refused to name them. A large number of organisations are trying to hide information since they consider that revealing the information might damage their reputation, Zoha added. Researchers, experts, and policy makers said this was a wake-up call for all. Earlier, Faria Hossain, a joint news editor of Asian TV, said four of their desktops were attacked Friday evening. Security experts said the risk of being infected was high as many individuals and companies in Bangladesh use pirated software. They urged users to be more careful when it comes to downloading attached links, software or antivirus. Users should be alert even when they download mobile phone applications. We are very fortunate that nothing serious happened this time, but we need to go for massive campaign immediately, said Sumon Ahmed Sabir, chief strategy officer of Fibre@Home, an international internet gateway firm. Yesterday, the Posts and Telecommunications Division organised a meeting on cyber security. A decision on launching a separate awareness campaign, involving the media, against cyber attacks was made at the meeting. Subir Kishore Choudhury, acting secretary of the Information Communication Technology division, said Bangladesh Telecommunication Regulatory Commission would launch the campaign soon. State Minister for Post and Telecommunications Tarana Halim chaired the meeting in which the ICT division, the telecom regulator and other security and law enforcement agencies were present. Subir Kishore said the Computer Emergency Response Team (CERT) on its website mentioned about six points related to cyber safety and security of individuals. The country as a whole was safe so far from the attack, the ICT secretary noted, adding that there were some vulnerabilities on individual level. In the meeting, stakeholders said everybody was working separately and that there was no coordination. The telecom division would write to the Prime Minister's Office, asking it to organise a coordination meeting on cyber security. "To underscore the determination of oil producers to ensure market stability, predictability and sustainable development -- the joint actions of the participating producers should be extended by 9 months, through March 31, 2018," the countries said in a joint statement published Monday by Russia's energy ministry. The statement added that Russian energy minister Alexander Novak and his Saudi counterpart Khalid Al-Falih, who met in Beijing on Monday, had "agreed to do whatever it takes to achieve the desired goal of stabilising the market and reducing commercial oil inventories to their 5-year average level."
