1 Pension related issues to be discussed Delay in submission of pension proposals. Common dfii deficienciesi in pension proposals. Check list for DDOs for submission of pension proposal. Other issues related to Treasury Officers regarding pension payment. Initiative taken by A.G. to improve service delivery.
2 Volume of work Annually approximately 3800 Service Pension cases and 600 Family Pension cases are received. Apart from that when pay/pay scales are changed, revision pension cases are also received. This year approximately revision pension cases have been received.
3 Settlement of pension cases In 80% cases retirement benefits are being authorized within two months. But 20% cases have to be returned to the DDOs due to discrepancies in pension proposal, which further delays in re-submission and settlement of the pension cases. As a result, the inconvenience is caused to the pensioners and financial loss is incurred.
4 Delayed submission of pension proposal Rule 61(4) of CCS Pension Rules 1972 provides that pension proposal should be sent to Accountant General s office not later than six months bf before the dateof retirement. t Negligible number of such cases are received from the Head of Offices/DDO s s before the date of retirement. Some pension cases have been received by this office after 3months,6monthsandevenafter 1 year to 5 years.
5 Impact of delay in submission of pension proposal Due to delay in settlement of pension cases financial loss incurred by the pensioners. Court cases. Application under the Right to Information Application under the Right to Information Act.
6 Common discrepancies found in pension proposal Wrong fixation of pay. As per the extent Rule, this office is authorizing pensionery benefits on the basis of pay fixation based on Last Pay Commission recommendation of the State Government or the date on which pay has been fixed in different scale whichever is later. Hence, DDO/Head of Office is solely responsible for fixation of pay of the pensioner. Wanting documents. LPC Forms Death Certificate and Survival Certificate in Family Pension cases. Income Certificate and Un-married Daughter Certificate in Family Pension cases to Un-married/Widow Daughters. Outstanding Government dues.
7 Pension proposal not submitted in complete shape As per Rule 60 of CCS Pension Rule 1972 DDO should furnish pension proposal to Accountant General office duly completed in all respect. While sending pension proposal DDO must ensure submission of following documents: I. Superannuation pension cases. Form-7 (For assessing Pension/Family Pension & Gratuity). Form-3 (Details of Family). Form-5 (Particulars to be obtained by the Head of Office from the retiring Government servant eight months before the date of retirement). (Rule 58, 60, 61, 65, 77, 78 & 81 of CCS Pension Rule 1972.)
8 II. Family Pension cases. Form-18 (For processing and authorizing the payment of Family Pension and Death Gratuity where a Government servant dies while in service). Form-12 (Form of application for the grant of Death Gratuity on the death of Government servant). Form-14 (Form of application for the grant of Family Pension 1964 on the death of a Government servant/pensioner). Rule 77, 78 & 80 of CCS Pension Rules 1972.
9 III. Un-married/Widow Daughter Family Pension. Form-14 (Form of application for the grant of Family Pension 1964 on the death of a Government servant/pensioner) Income Certificate from Sub Divisional Magistrate Un-married Daughter Certificate Death Certificate and Survival Certificate of both Father and Mother. Age Proof Certificate. Both halves of PPOs from Treasury/Pensioner along with last payment certificate of Pension/Family Pension. Death Certificate of Husband in case of Widow Daughter Family Pension. (Rule 54 of CCS (P) Rules & F.D.O.M. dated d ) )
10 Check list for DDOs for submission of pension proposal Whether all the entries like service verification, leave, increment, promotion, punishment etc. if any in the service book of the retired Govt. servant has been made up to date. Whether orders of retirement/date of death (in death case) has been recorded in the service book under proper p attestation of DDO. Whether details of payment of provisional pension indicating period, monthly amount and payment of provisional DCRG has been recorded in the service book under proper attestation.
11 Whether all the relevant forms, that is Form 7,5,3 etc. In case of service pension and joint photographs with the spouse, specimen signature, descriptive Roll etc of the pensioner (three copies each duly attested) has been enclosed with the pension proposal duly completed in all respect. Whether all the relevant forms that is Form 18, 14, 12 etc. In case of family pension and photographs, specimen signature, descriptive Roll etc of the family pensioner (three copies each duly attested), death certificate, and survival certificate has been enclosed with the family pension proposal duly completed in all respect. Whether Last Pay Certificate of the retired /deceased Govt. servant has been enclosed with the pension proposal
12 Whether Departmental DATA SHEET indicating Phone No. of the pensioner has been enclosed with the pension proposal p duly completed and duly signed by the DDO. Whether IPS under ROP Rules 2009 has been enclosed with the pension proposal/service book Whether declaration of the pensioner to the effect that he /she has no objection to the recovery of any amount subsequently found to be outstanding from the pensionery benefits. Whether application for commutation of pension duly signed by the pensioner after the date of retirement and completed and by the DDO has been enclosed with the pension proposal.
13 Other issues related to Treasuries regarding pension payment. Receipt of information of first payment of Pension, Gratuity and Commutation from the Treasuries/Sub-Treasuries/Banks. Why important? To check whether hth the amount of pension, DCRG & Commutation are being paid by the pension disbursing authorities strictly according to the authorization by the A.G. office it is essential to receive relevant information/vouchers from the pension disbursing authorities concerned immediately after payment.
14 Return/Revalidation of authority of pensionary benefits. The authorities of pensionary benefits viz. PPO, GPO and CPO remaining unpaid for more than a year should be returned to this office by the Treasury Officers for revalidation of the same In case of cease of Pension/Family Pension due to death of pensioner, both halves of the PPO should be returned to this office by the Treasury Officer indicating the last payment of pension for necessary entry/updating of PPO Register. [Rule 369,370 and 371 of CTR Vol-I]
15 Initiative taken by A.G. to improve service delivery to pensioner Pension authorization has been computerized. Facilitation Cell has been set up to facilitate the pensioner to have their necessary information. Provision i for SMS alert system is bi being introduced d to facilitate the pensioner to get the status of their pension cases in mobile phone. So DDO should indicate the Mobile phone no of the pensioners in the Departmental Data Sheet to have the facility.
