1 Goals The main goal of this project is to assess the change in the quality of life of the population in Rio after the olympic venue announcement. We analyzed several areas such as education, labor, housing, public services, transportation, digital inclusion and social development through household surveys microdata. Another goal is to act as an ombudsman of the Olympics social impact in Rio, making the results transparent to society. The project website provides user-friendly softwares that allows anyone to cross different sets of information and turn them into useful knowledge. Access the project site 1

2 About the Project The term Olympic legacy refers generally to the projection of the gains to be seized by the city after the realization of the event. But can we already assess significant inflections in the historical series of the municipality of Rio de Janeiro in the period between the announcement and the realization of the event? How the local population has been affected during the period of preparation for the Olympics? How has changed the home, school, work, transport?; Who benefited the most with these changes: men or women, or even young, middle-aged or elderly, and so on? The realization of a global event in a territory before nicknamed splited city" poses enormous challenges in terms of inequality. What changes reached the base of the social pyramid Rio? The distribution of income, evolved or regressed? And compared to the other cities in the Rio metropolitan area? These are empirical and factual issues to be studied with a vast pool of public microdata still unexplored. The unprecedented opening of Rio s household surveys microdata allows a scientifically investigation of the existence or not of a pre-olympic social legacy. 2

Rio2016 announcement About the Project Methodology We built a detailed diagnosis of the daily living conditions in Rio from a myriad of microdata. We assess each indicator, trying to find if its trend changed after the announcement of Rio 2016, pointing out if the change is positive or negative. We look the simple evolution of indicators in time as also to this time series change controlled by comparable attributes such as gender, age, immigration, education, among others, comparing similar people at different times, in order to isolate demographic composition effects. Finally, we compare the relative Carioca change in comparison with all others cities in the Metropolitan Area. Points in time of the immediate pre-olympic period: by traditional PNAD. In the case of income and poverty data, we reach 2016 by Continuous PNAD and administrative records. A key point is to what extent the economic crisis underway has already affected the living conditions in the city. Finally, we analyze if the pattern of changes before the announcement of the Olympics changed after We generate the period before the announcement with the PNADs between , using the Demographic Census of 1970 and 2010 to assess whether there was a pre-announcement trend of relative deterioration of the indicators. Census also allow us to open trends for Planning Areas (APs) and Administrative Regions (RAs) in the city of Rio. 4

5 Evaluation Criteria for the Carioca Change # 1) Evolution simple comparison of each indicator before the Rio2016 announcement (2008) with its last available data (typically 2014 or 2016#). A sort of competition between the carioca society with itself. How much each dimension changed after the announcement? 2) Conditional Change in line with the previous criterion, but comparing people with similar sociodemographic charactereristics (sex, age, education, etc.) at each point of time. In ours competitive analogy, we net out different initial conditions for better assessing the post announcement trajectory. 3) Relative Conditional Change Goes a step beyond the previous criterion and compares not only similar people but assesses carioca s relative progress with respect the rest of the Metropolitan Area, also known as Greater Rio. Dynamic progress between peers at distinct geographic areas. It is not enough for the carioca to see his indicators improve, but it has to improve more than for the control group. # Carioca means born in the city of Rio; Income based measures go up until 2016, while most others indicators reach only After Rio2016 announcement, quality of life in the city: improved or deteriorated? It happens as if we already had the PNADs informations of 2015 and 2016 Micro simulations provide a "model" on the scale of the Rio municipality and Greater Rio opened by Demographic variables (age, gender etc.). Population and income updates are applied to the total population and incomes brackets opened by up-to-date variables as gender and age* with PNADC and Administrative Records. Income updates are monthly and nominal, then deflated by inflation. We use the concept of per capita Household Income(RDPC), which is the basis of social welfare literature and poverty We incorporated sources of Income (Labour, Social Programs (Bolsa Família etc.), Social Security (below and above the minimum wage) Other Private Income (Rent, Food Pensions etc). 17

And two thirds of Rio s city growth occurred in the last three years. In other words, the Rio economy, from the people s viewpoint, took some time to take off after the announcement of the Olympic venue, but once on course the growth process went on. The main driving force of income distribution has been the labor market, which accounts for 82% of the Rio s growth against 44.7% of the outskirts of Greater Rio. Of the 27 Brazilian capitals and 9 metropolitan peripheries, Rio has the highest increase in individual labor earnings since However, according to demographic forecasts, the problem is the proportion of the working-age population, is now dropping from Rio needs a new Post- Olympic project which improves the quality of education through integral schools and nurseries for the disadvantaged kids. Other line is to attract talents from outside the state a task that the Olympic event might help to achieve. 23

24 General Results Abstract: changes in the quality of life in Rio after the Olympic announcement can be summarized in a final social scoreboard of 36 advances and 2 setbacks, these related to the commuting time in the city. Of these 38 indicators, 24 are comparable before and after the announcement. Comparing econometrically the Rio changing patterns in relation to a control group made up of all other municipalities of the Greater Rio, it is noted that after the announcement the same score above was 18-1 in favor of Rio, with 5 statistical draws. However, before the announcement of Rio2016, that is, from 1992 to 2008, the ultimate social score was 7-10 with 7 draws. So there was a negative trend on the growth of comparable indicators of the city that was reversed after the Olympic announcement. Therefore, we cannot reject the hypothesis of a V shaped path of at least some of the main indicators in Rio: worsening before and improving after the Olympic announcement. 24
