2 Tuscarawas County Regional Planning Commission Board Minutes Tuesday, September 12, 2017 Tuscarawas County Commissioners William E. Winters Board Room County Office Building (2 ~ Floor) 125 East High Avenue, New Philadelphia, Ohio )t k1i%4 The Tuscarawas County Regional Planning Commission meeting was held in the County Commissioners William E. Winters Board Room on Tuesday, September 12, 2017 at 7:00 P.M. Tedd Finlayson, Chairman, chaired the meeting. There were 16 members and 2 staff present. Item 1 Item 2 Item 3 Approval of the April 11, 2017 Minutes Don Ackerman made a motion to approve the minutes. Shawn Handrich seconded the motion. Motion carried. Approval of the AprilAugust 2017 Financial Reports John Karl made a motion to approve the financial reports. Don Ackerman seconded the motion. Motion carried. Appoint Budget Committee for 2018 and set meeting date Jill explained that we meet once or twice and the current officers and anyone else that would like to serve can be on the committee. The following individuals were appointed to the Budget Committee: Tedd Finlayson, Mike Jones, Jill Lengler, Gloria Steiner, Larry Lindberg and John Karl. Everyone agreed that 10:00 AM would be a good time. Jill will pick a date and let everyone know. Item 4 Elect Nominating Committee Don Ackerman volunteered to serve along with John Fondriest. Lee Finley made a motion that the Nominating Committee be elected as follows: Don Ackerman, John Fondriest and Tedd Finlayson. John Karl seconded the motion. Motion carried Item 5 Legal Council Jill Lengler reported that we no longer have Michael Cochran as legal counsel due to his retirement. She reported that she had approached Brad Zimmerman but he declined due to his involvement with many other Boards. Doug Frautchy, Joseph Zeglan, Dave Hanhart and Bob Stephenson were suggested. Jill will continue to work on this. Item 6 Director s Report Jill Lengler reported on her attendance at the 2017 Ohio Statewide Floodplain Management Conference: Green Infrastructure to combat flooding Social Media for Floodplain and emergency planning Flood Insurance / Ethics Understanding the Community Acknowledgement form / Update on Mitigation Grant program
3 Gave Presentation on the County s Hazard Mitigation grant and got an award for project Rs There have been some issues with R s for the natural gas pipeline installers popping up illegally. If you get calls from your constituents, here is what you can tell them: There is no zoning (unless you are Dover, Lawrence, Sandy Township or incorporated community) so R s are allowed if they follow the regulations. The County Health Department and the State Health Department are responsible for the regulations If they have more than four (4) R s on a tract (and a tract according to the ORC is any number of contiguous parcels owned by the same person) then a plan needs to be prepared by a licensed engineer and submitted to the county health department for approval. The only temporary permits for R camps in Ohio are for 21 days out of the year, 7 days at a time. (This is what the fair board has.) Jill reported on her attendance at the Active Transportation Seminar in Columbus in June that included training on bicycling, walking and transit. She reported we are to come up with an Active Transportation plan to address what we want to do to incorporate into the comprehensive plan and major subdivision regulations. The 2020 Census Meeting was held on June 29Eh~ Planning Zoning Workshop Hi Tech Design Board ery informative meeting. Tedd Finlayson asked if there was anything else. Commissioner Chris Abbuhl shared an update regarding MCO dollars and the importance to the county. The Governor is not supportive of giving the money back to the counties. Commissioner Abbuhi urged individual to contact their State Representatives and Senators to give support for MCO dollars to be returned to the counties. This would be about 600,000 for Tuscarwas County. No action was taken Tedd Finlayson asked if there was anything else. Hearing none. Tedd Finlayson asked for a motion to adjourn.
