5 Executive Summary The Sonoma County Office of Education (SCOE) publishes this annual report in order to provide a financial overview of Sonoma County s 40 school districts and its charter schools marks the third year that school district budgets have operated under the Local Control Funding Formula (LCFF) model, replacing a system that had been in place for about four decades. For school districts and charters, the LCFF establishes base, supplemental, and concentration grants in place of a range of prior K 12 funding sources, including revenue limits, general purpose block grants, and most of 50-plus state categorical programs. Under LCFF, there are now four driving factors in school finance: Average Daily Attendance (ADA) by grade span: Base funding varies depending on the grade level being served. Unduplicated pupil count: The number of unduplicated English learners, low income youth, and foster youth that qualify local education agencies (LEA) for LCFF supplemental and concentration grant funding. Gap funding percentage: During the phase-in period of LCFF, a gap funding percentage is applied to the funding gap. The funding gap is essentially the difference between prior year s LCFF funding and the LCFF Target entitlement which includes certain add-on components as well as supplemental and concentration grant funding. In , LEAs received percent of the funding gap. Cost of Living Adjustment (COLA): COLA is annually applied to and increases the LCFF Target entitlement rates. In , the COLA was 1.02 percent. The LCFF Target entitlement is intended to be reached by , essentially through annual incremental increases generated from application of the gap funding percentage. Upon full implementation of LCFF, year to year funding changes will be the result of ADA growth or decline, COLAs, and unduplicated pupil count. LCFF funding has provided growth in expenditures and growth in targeted (concentration and supplemental) funding through the Local Control and Accountability Plan (LCAP). These funds are meant to be used for the creation of programs and services for the targeted student populations. Further details on each district and charter s finances are available in this report.

13 AVERAGE DAILY ATTENDANCE: OVERVIEW Average Daily Attendance, or ADA, is the basis of the majority of unrestricted State revenue. ADA is generated by pupils in attendance and engaged in educational activities under the immediate supervision of an employee who possesses a valid credential. Attendance is taken each day (or hour in the case of high schools) and signed by the teacher. School site attendance reports are completed and submitted to the district office. This data is also used for the analysis of ADA to enrollment and class sizes. Amended reports are allowed after the filing dates and submittal to the County Office, which are forwarded to the California Department of Education. School is taught for a minimum number of minutes per day and a minimum number of days per year, or 180 days. Charter schools vary in total days of instruction per year, with a minimum of 175 days. Per Education Code Section , the minimum number of instructional days can be reduced by 5 days for fiscal years through Students in grades kindergarten (including transitional kindergarten) through grade twelve (K-12) are credited with one day of attendance for each calendar day of the school year. The K-12 Local Control Funding Formula (LCFF) calculation is based on the State of California s Second Principal Apportionment (P-2) ADA (except for non-public schools, community day schools, and extended year special day classes, where annual ADA is used). The calculation for State Lottery funds is based on annual ADA for all students. page 1.

Counts do not reflect any charter school pupils from either internal or external charter schools unless otherwise noted. Internal Charter ADA is based upon P2 attendance counts. Revenue and expenditures of internal charter schools are reported in the general fund (Fund 01) of the sponsoring district for State reporting purposes. 33 Local Control Funding Formula Overview A new funding model for California schools in Beginning with the school year, school districts and charter schools (local education agencies) are being funded under the Local Control Funding Formula (LCFF) rather than the Revenue Limit funding model. Under the Revenue Limit funding model, each district had a unique base revenue limit rate, established on historic attributes, which was adjusted annually for COLA. The district s average daily attendance (ADA) was multiplied by their base revenue limit rate and applicable revenue add-ons were applied to generate the district s state Revenue Limit funding. In addition, more than 40 categorical programs were available to districts. Categorical programs provided additional restricted funding which required local education agencies to use them for only certain activities. Charter Schools received a general purpose block grant that had gradespecific base rates and a categorical block grant rate. Both block grant rates were multiplied to their ADA to generate state funding. Charter schools could apply for only certain additional categorical programs. Under LCFF, districts and charters schools are funded similarly. LCFF removed most spending restrictions with the elimination of most state categorical programs and established gradespecific base rate targets, which are adjusted for cost of living annually. In addition, districts and charter schools receive supplemental and concentration funding for English learner, lowincome and foster youth students. The count of English learner, low-income and foster youth as compared to the entire school population generates an Unduplicated Pupil Count Percentage. Now, districts and charter schools serving the same number of students in the same grade spans with the same characteristics receive the same amount of funding. Page 15.

65 Districts of Sonoma County are working to close the achievement gap through their dedicated focus on the eight state priorities. These priorities are meant to guide district accountability in their Local Control Accountability Plans (LCAPs). Districts must address all eight priorities and report on the associated metrics, and they are encouraged to select one to three of the state priorities for primary consideration in the development of their LCAP goals. The following are examples of how Sonoma County districts are addressing the eight state priority areas: Parent Involvement (State Priority 3): Many districts have identified this priority as a significant goal. To address this priority, districts are including parents in the LCAP development process through Parent Advisory Committees/English Learner Parent Advisory Committees (PACs/ELPACs). Districts are going beyond increasing their parent engagement activities for the purpose of satisfying LCAP requirements, and are also engaging and involving their parents in the school community as a means of increasing parents involvement in the educational plan for their child. This effort is accomplished through improved communication such as: increased use of s, surveys, district publications, improved websites, automated phone delivery systems, and town hall meetings. Some districts have hired a community liaison to facilitate conversations between districts and parents such that parents feel welcome and included in the engagement process. Additionally, districts have increased access to technology for parents through extended library/computer lab hours, are providing CA standards workshops for parents so they can better assist their students, and have increased opportunities for parent interaction with district administration by conducting Coffee with the Principal socials. State Standards (State Priorities 2, 4): The Common Core/California State Standards are a foundation of many district LCAP goals. To fully implement the standards, districts are providing training for teachers; purchasing standardsaligned curriculum; and providing support for underachieving groups through interventions such as summer school, after school tutoring, and the hiring of additional highly qualified teachers and instructional aides. The outcome of these efforts is increased student achievement; proficiency and growth on both state and local assessments; and a narrowing of the achievement gap. Improved access to technology is also a part of this priority. Many districts have developed their own technology plans which include both the purchase of technology and the implementation of technology curriculum standards to incorporate technology into classroom instruction, and facilitate students successfully taking

66 the California Assessment of Student Performance and Progress (CAASPP). Districts measure their progress on this goal through tests results; English Learner (EL) proficiency and reclassification rates; AP pass rates; and college preparedness as measured by the Early Assessment Program, increased enrollment and completion of CTE (Career Technical Education) courses, and other extended learning opportunities (Make, summer school, Cyber High), and increased ADA (average daily attendance) levels. Student Wellness (State Priorities 5,8) is also being called out as a primary goal in many district LCAPs. Focusing on student wellness includes attention to the social, emotional, and physical well-being of all students. Districts in some cases have hired more counselors, ensured dedicated time for physical education, and provided increased healthy food options. To improve student s sense of safety on campus, many districts are adopting new/refined approaches to discipline through Restorative Justice, character building, and anti-bullying initiatives. Student Engagement (State Priorities 5, 7) is measured through several metrics. As a state priority, engagement is measured by attendance, dropout rates, and high school graduation rates. Districts work to increase student engagement in a variety of ways. For example, they may work to increase attendance through improved communication with families and/or providing transportation for students to and from school. Districts are also looking to improve student access to technology by increasing the number of devices available and extending the number after school hours the technology lab is available. Districts also have hired more teachers in order to offer more variety and sections of both enrichment and A-G courses (course access). They have increased their attention around CTE, AVID, and other Multi-tiered Systems of Support to graduate to increase the number of students graduating career and college ready. A Safe and Secure Learning Environment (State Priorities 1, 6) is also a primary goal of many of our districts. Many of these districts use the Facilities Inspection Tool (FIT) to determine if their district is providing a safe and secure learning environment. Districts are also implementing anti-bullying programs, and multi-tiered systems of support, which also address the Student Wellness (local) and Student Engagement (state) priority areas.
