7 FUN FACT AAJ KA GYAN PART 1 The Bilaspur Police in Chhattisgarh now holds the Guinness World Records for its 'Rakhi with Khakhi' as part of which girls and women tied rakhis to 50,033 police officials rakhis over a span of ten hours and then uploaded selfies with hashtags #rakhiwithkhaki and #HappyRakshaBandhan. The initiative was the brainchild of Bilaspur Superintendent of Police Sheikh Arif Husen & was held on 25th August 2018, a day before Raksha Bandhan. The Guinness World Records certificate was awarded to Bilaspur police at a function held at the Lakhiram Memorial Auditorium on 1st December The aim of the initiative is to reach out to women and girls and to assure them of security. PART 2 The Asian Development Bank (ADB) will provide a $85 million loan to improve skill development eco-system in Odisha and establish an advanced skill training centre at Bhubaneswar. The project will help over 1.5 lakh people learn skills in priority sectors, including manufacturing, construction and services for formal employment. The World Skill Centre (WSC) at Bhubaneswar will deliver 8 training courses for 13,000 fulltime students, provide training for 5,000 teachers, and train 1,000 assessors. It will improve the overall eco-system of skill development in Odisha by providing integrated services through an entrepreneurship incubation centre, a career counselling and placement centre, a curriculum design and development centre, and education technology deployment centre.

9 T.N. banks on 8,684 crore GST dues to foot relief bills Release of the sum by the Centre is expected to address State s revenue deficit The Tamil Nadu government, which is facing a huge challenge of funding restoration and rehabilitation measures in districts hit by Cyclone Gaja in the midst of a growing problem of revenue deficit, is banking on the Centre to provide 8,684 crore, due to the State, under the Goods and Services Tax (GST) scheme for mitigating its cash flow constraints. In the assessment of the State government, the figure is a sum of two components of the scheme the Integrated Goods and Services Tax (IGST) settlement and the GST compensation. If the amount is made available to the State government, the problem of revenue deficit can be contained to a large extent, said a senior official handling issues concerning commercial taxes. For the current year, the revenue deficit is estimated to be around 17, 500 crore.
10 CONCLUSION A few days ago, Chief Minister Edappadi K. Palaniswami wrote to Prime Minister Narendra Modi, seeking his intervention in the matter and requesting him to provide suitable instructions to the Union Finance Ministry for the early release of funds to the State. In respect of the IGST where the proceeds are distributed equally between the Centre and the States the claim of the Tamil Nadu government for the previous financial year ( ) comes to 5,454 crore. The State got 1,304 crore last year and 3,427 crore this year towards provisional or ad hoc settlement of IGST. Absence of clarity The State government also feels aggrieved over the lack of authentic information regarding the amount of IGST accumulated as of March 31, As for the GST compensation, Tamil Nadu has not yet been paid 455 crore for For the first half of the current financial year, it is entitled to get 2,775 crore. The principle governing the compensation is that the Centre should compensate States loss of revenue on account of implementation of GST for five years. Taking as the base year, the projected nominal growth rate of revenue subsumed for a State is 14%. As far as Tamil Nadu is concerned, the base year revenue is 29,786 crore.

12 A valid pause: on RBI holding rates The Reserve Bank of India s decision to leave interest rates unchanged, given easing inflation and the slowdown in economic momentum, was both expected and reasonable. In fact, the RBI was prompted to sharply lower its projection for price gains after an unexpected softening in food inflation and a collapse in oil prices in a surprisingly short span of time the price of India s crude basket tumbled almost 30% to below $60 by end-november from $85 in early October. The monetary policy committee (MPC) now estimates retail inflation in the second half of the fiscal year to slow to 2.7%-3.2%, at least 120 basis points lower than its October forecast of 3.9%-4.5%. And it foresees the softness in prices enduring through the April- September half of next year, when headline inflation is projected to hover around its medium-term target of 4% and register in a 3.8%- 4.2% range.
13 CONTINUE The MPC s decision to stand pat on rates must also have been bolstered by the findings in the RBI s November survey of households inflation expectations: the outlook for price gains, three months ahead, softened by 40 basis points from September. On growth, the monetary authority has largely stuck with its prognosis from October, while flagging both external and domestic risks to momentum as well as the likely sources of tailwinds. Among the positives cited, beyond a likely boost to consumption demand and corporate earnings from softer fuel costs, are two key data points from the RBI s own surveys. Capacity utilisation rose to 76.1% in Q2, higher than the long-term average of 74.9%. Also, industrial firms reported an improvement in the demand outlook for Q4. Still, the forecast for full-year GDP growth has been retained at 7.4%, on the back of an expected 7.2%-7.3% second-half expansion, with the risks weighted to the downside. Interestingly, and justifiably so, the RBI has opted to keep the powder dry by sticking to its policy stance of calibrated tightening.
14 CONCLUSION Given that its primary remit is to achieve and preserve price stability, the central bank is wary of the uncertainties that cloud the inflation horizon. For one, with the prices of several food items at unusually low levels, the RBI reckons there is the clear and present danger of a sudden reversal, especially in prices of volatile perishable items. Also, the medium-term outlook for crude oil is still quite hazy, with the possibility of a flare-up in geopolitical tensions and any decision by OPEC both likely to impact supplies. Buttressing this reasoning, households one-year-ahead inflation expectations remain elevated and unchanged from September. Most significantly, the central bank has once again raised a cautionary signal to governments, both at the Centre and in the States. Fiscal slippages risk impacting the inflation outlook, heightening market volatility and crowding out private investment. Instead, this may be an opportune time to bolster macroeconomic fundamentals through fiscal prudence.
