7 FUN FACT AAJ KA GYAN PART 1 The Indian Air Force (IAF) has proposed to the Andhra Pradesh government its plans to establish a drone manufacturing facility in Anantapur district, a cyber security centre in Amaravati, and turn Rajahmundry and Vijayawada airports into asset positioning bases. IAF also plans to set up a major helicopter training facility at Donakonda in Prakasam district. IAF currently has a base at Arakkonam near Chennai, while the Navy has INS Dega in Visakhapatnam. PART 2 India s first-ever online and centralised National Database on Sexual Offenders (NDSO) has been launched by Union Home Minister Rajnath Singh in New Delhi on September 20, With this, India will become the 9th country in the world to maintain such a database. The database will have a record of the name, photographs, address, fingerprint and other details of convicted sexual offenders. It has information about 4.5 lakh sexual offenders. It is an initiative under the National Mission for Safety of Women. The database will be maintained by the National Crime Records Bureau under the Ministry of Home Affairs. The database will be made available to law enforcement agencies for various purposes including investigation and employee verification. PART 3 India Post Payments Bank (IPPB) has tied up with private life insurer Bajaj Allianz Life Insurance Co Ltd (BALIC) to provide life insurance solutions, especially at the doorstep of every household in the country. With this partnership, IPPB customers across segments can access a wide array of simple yet value-rich life insurance products and services. Initially, simple term and Point of Sale (POS) products of BALIC will be sold through the IPPB. These products will first be available across IPPB s network of 3250 access points, gradually expanding to 155,000 post offices across every village, town and district in India. BALIC is the first life insurer to partner with IPPB after the latter was launched by Prime Minister Narendra Modi on September 1, 2018.

9 Tit-for-tat tariffs by U.S., China go into effect Willing to restart talks, says Beijing The U.S. and China imposed fresh tariffs on each other s goods on Monday as the world s biggest economies showed no signs of backing down from an increasingly bitter trade dispute. Soon after the new duties went into effect, China accused the U.S. of engaging in trade bullyism and said it was intimidating other countries to submit to its will, the official Xinhua news agency said. Call for respect But Beijing also said it was willing to restart trade negotiations with the U.S. if the talks are based on mutual respect and equality, Xinhua said, citing a white paper published by China s State Council. U.S. tariffs on $200 billion worth of Chinese goods and retaliatory tariffs by Beijing on $60 billion worth of U.S. products took effect at midday Asian time, though the initial level of the duties was not as high as earlier feared.

10 CONTINUE The U.S. will levy tariffs of 10% initially, rising to 25% at the end of Beijing has imposed rates of 5-10% and warned it would respond to any rise in U.S. tariffs on Chinese products accordingly. The two sides had already slapped tariffs on $50 billion worth of each other s goods earlier this year. For U.S. consumers, the new duties could translate into higher prices for Chinese products ranging from vacuum cleaners to technology gear such as home modems and routers, while U.S. goods targeted by Beijing include liquefied natural gas and certain types of aircraft. President Donald Trump is pressing China to reduce its huge bilateral trade surplus and make sweeping changes to its policies on trade, technology transfers and hightech industrial subsidies. Beijing has denied that U.S. firms are forced to transfer technology and sees Washington's demands on rolling back its industrial policies as an attempt to contain China's economic rise. The U.S. administration has brazenly preached unilateralism, protectionism and economic hegemony, making false accusations against many countries and regions, particularly China, intimidating other countries through economic measures such as imposing tariffs, Xinhua quoted the State Council's white paper as saying.

11 CONTINUE No end in sight for trade war Several rounds of Sino-U.S. trade talks in recent months have yielded no major breakthroughs and attempts at arranging another meeting in coming weeks have fallen through. A senior White House official said last week the U.S. will continue to engage China, but added there was no date for further talks. China, which has accused Washington of being insincere in the negotiations, has decided not to send Vice Premier Liu He to Washington this week, The Wall Street Journal reported late last week. News of Beijing's decision to skip the talks pushed China's yuan currency down 0.3 percent on Monday in offshore trade, reinforcing investors' fears that both sides are digging in for a long fight. Mainland China markets were closed for a holiday. Economists warn that a protracted dispute will eventually stunt growth across the globe. Companies on both sides of the Pacific are already reporting disruptions to their operations and are reviewing investment plans. The trade tensions have also cast a pall over broader relations between Beijing and Washington, with the two sides butting heads on a growing number of issues.

12 CONTINUE China summoned the U.S. ambassador in Beijing and postponed military talks in protest against a U.S. decision to sanction a Chinese military agency and its director for buying Russian fighter jets and a missile system. Rob Carnell, ING's chief Asia economist, said in a note to clients that in the absence of any incentives Beijing would likely hold off on any further negotiations for now. It would look weak both to the U.S. and at home, he said, adding that there is sufficient stimulus in the pipeline to limit the damage of the latest tariffs on China's economy. China may also be waiting for U.S. mid-term elections early next month for any hints of changes in Washington's policy stance, Carnell added. With generic polls favouring the Democrats, they may feel that the trade environment will be less hostile after November 6. Bloomberg reported that the China Daily, Beijing's official English newspaper, paid for a four-page advertising supplement on Sunday in the Des Moines Register - the largest newspaper in the politically important state of Iowa - that highlighted the impact of the trade war on soybean farmers. Trump earlier this month accused China of targeting rural voters who support his presidency by hitting agricultural goods. Beijing has repeatedly denied the charge.

13 CONCLUSION Washington readying more measures Trump on Saturday reiterated a threat to impose further tariffs on Chinese goods should Beijing retaliate, suggesting that Washington may slap tariffs on virtually all imported Chinese goods if the administration does not get its way. China imports far less from the United States, making a dollar-for-dollar match on any new U.S. tariffs impossible. Instead, it has warned of qualitative measures to retaliate. Though Beijing has not revealed what such steps might be, business executives and analysts say it could withhold exports of certain products to the U.S. or create more administrative red tape for American companies operating in China. Some analysts say there is also a risk that China could allow its currency to weaken again to cushion the blow to its exporters.

15 Long road ahead: on Ayushman Bharat scheme Budgetary support must be strengthened to make Ayushman Bharat a success Ayushman Bharat has been rolled out as a health protection scheme that will provide guaranteed access to treatment that is free at the point of delivery to about 40% of the population selected on the basis of censused socio-economic indicators. It is the essential first step on the road to universal health coverage, although it has been launched by the NDA government quite late in its term, possibly with an eye on the 2019 general election. Since the Centre has announced that crore families identified through Socio-Economic Caste Census data will be given an annual 5 lakh cover under the Pradhan Mantri Jan Arogya Yojana (the insurance component of the scheme), the question of eligibility appears settled. But the late start makes it virtually impossible for all those who are

16 CONTINUE And, the allocation of just 2,000 crore during the current year to the PMJAY cannot provide the promised cover to the large population sought to be included. Not all States and Union Territories are in a position to raise their own share, and a few have not even joined the scheme. The challenge of funding, therefore, remains. And without adequate budgetary commitments, the implications of pooling the financial risk for such a large segment of the population through insurers or state-run trusts or societies make the outcomes uncertain. Guaranteeing health-care access using private or public facilities presumes tight cost control. In the case of the PMJAY, this is to be achieved using defined treatment packages for which rates are prescribed. Costs are a contested area between the care-providers and the Centre, and many for-profit hospitals see the government s proposals as unviable. In the absence of adequate preparation, the Ayushman Bharat administration is talking of a rate review.

17 CONCLUSION More importantly, a lot of time has been lost in the NDA government s tenure, when State governments should have been persuaded to regulate the hospital sector under the Clinical Establishments (Registration and Regulation) Act, which dates back to The law broadly provides for standardisation of facilities and reasonable rates for procedures. Apprehensions of fraud have prompted Ayushman Bharat administrators to announce that some key treatments should be availed through public sector institutions. But public facilities have been neglected for long. Going forward, there are some clear imperatives. It is essential to reduce the pressure on secondary and tertiary hospitals for expensive treatments by investing in preventive and primary care facilities. Here, the 150,000 health and wellness centres of the National Health Protection Mission can play a valuable role. The first-order priority should be to draw up a road map for universal health coverage, through continuous upgradation of the public sector infrastructure.
