7 FUN FACT AAJ KA GYAN PART 1 The AdventureNext India 2018, the first-of-its-kind in India & Asia, was hosted by Madhya Pradesh Tourism at the new International Convention Centre (Minto Hall) in Bhopal on December 3-5. The event was organized by United states based Adventure Travel Trade Association (ATTA). The theme of the 2-day event was Pulse of Tomorrow. The international event was focused on adventure tourism by combining marketplace (chowk Bazar), meetings, networking opportunities, inspirational speakers and educational sessions together for national and international delegates. Over 200 delegates participated in the event. PART 2 After the approval of the Supreme Court and the Bombay High Court, a pilot project for e-payments service will be started at the Pune District Court complex in Shivajinagar on December 15 to bring transparency to cash transactions. The facility will be available into the nazar (clerical) offices in the court, and civil lawyers & litigants can pay court fees, various fines, penalties, judicial deposits, rent, maintenance, etc. The e-payment facility will be available on pay.ecourt.gov.in/epay and will help end the serpentine queues on court premises to pay cash. Hence, this will be the first time such a facility is being started anywhere in the country. There will be no extra charge for payments up to Rs 2,000, while the Pune district court administration is also working to facilitate payments above Rs 2,000 at nil or minimal cost through PoS or online services. PART 3 The International Anti-Corruption Day is observed every year on December 9 to raise public awareness about corruption and how to fight it. The day is also observed in recognition of the United Nations Convention against corruption which was signed in Mexico in 2003.

9 Homeward bound?: on extradition of Vijay Mallya The judicial order in the United Kingdom allowing the extradition of businessman Vijay Mallya marks a rare victory for India in getting back a fugitive from the law from another jurisdiction. Coming shortly after the United Arab Emirates handed over Christian Michel, the alleged middleman in the AgustaWestland helicopter deal, progress in the Mallya extradition case is another victory for the Central Bureau of Investigation, which is in the throes of a raging controversy over a power tussle involving its two top officers. It must be a matter of satisfaction to the Government of India that the controversy did not affect the outcome of the extradition proceedings before the Westminster Magistrates Court in London. Mr. Mallya s lawyers raised doubts about the CBI s independence, its alleged susceptibility to political interference, the perception that the ruling Bharatiya Janata Party and the Opposition Congress were using his case to score political points, the possible pressure on Indian courts due to adverse media coverage and, lastly, the conditions in Indian prisons as overcrowded and with appalling facilities for its inmates.

10 CONTINUE Chief Magistrate Emma Arbuthnot rejected these issues. On preliminary evidence, in an order that analyses documents and the sequence of events relating to borrowings made by Kingfisher Airlines from IDBI Bank, she concluded that there is a prima facie case against Mr. Mallya as well as some bank officials. The industrialist does have an opportunity to go on appeal before higher courts. But the categorical finding that there appears to be an intention to defraud, and that the end-use of the borrowed money did not match the stated purpose for which the loans were taken, may make it a little harder for him to obtain relief. 11 CONCLUSION He has failed to portray himself as a victim of the political system and the media back home. And the verdict, by which his case has been sent to the U.K. Home Secretary for a formal decision on his extradition, reinforces the widely held perception that his company s financial predicament is due less to the problems that beset the aviation sector at the relevant time and possible poor management, than to his profligate ways and flamboyant lifestyle. In particular, the extradition court accepted evidence that showed that the offence may have begun with the obtaining of the loans, but continued with the disbursement of the loan proceedings and his subsequent avoidance of his liabilities. With the court also having spoken of a prima facie case of moneylaundering being established, Mr. Mallya s attempt to play victim has failed. It is only appropriate that he be brought back to India at the earliest and made to submit himself to the legal process.

13 Approach will be consultative, says newly appointed RBI Governor Shaktikanta Das The newly appointed Reserve Bank of India (RBI) Governor Shaktikanta Das made it clear that he would uphold the autonomy of the central bank and maintain its credibility. The RBI is a great institution, it has very long legacy, a very rich legacy. I will try and uphold the professionalism, the core values, the credibility and the autonomy of the Reserve Bank, he said in his opening remarks at his first media interaction as Governor. At the same time, every institution must also adhere to the principles of accountability, he said. We have to have stakeholder consultation. The government is not only a stakeholder but the government of the day runs the economy, runs the country and manages major policy decisions. I would like to believe that all issues, howsoever contentious, can be resolved through discussions, he said.

14 CONTINUE The next meeting of the RBI central board would take place as per schedule, on December 14, he said. The meeting is expected to discuss the issue of governance of the central bank. We will hold the meeting as planned. And we have to go through the agenda and discuss various issues, he said. The RBI and the government have been at loggerheads on issues such as how much capital reserves the central bank should have, governance, and lower capital requirement for banks. Mr. Das said the committee proposed to discuss the issue of the central bank s capital reserves will be set up shortly and the time for it to submit its report will be finalised after discussions.

15 Focus on inflation too CONCLUSION While the issues of the banking sector are a priority, others such as liquidity, growth and inflation will also get his immediate attention, he said.
