3 State Road Funding is shrinking The State of Michigan Transportation Fund has about 2 billion dollars each year from 19 cents per gallon gas tax and vehicle registration fees. It is used for roads, bridges, railroad crossings and other types of transportation.
4 *State Transportation funds decreased during the last 15 years while many roads are crumbing now. *1. In 1997 the last increase in gas tax was 4 cents which has the purchasing power of 2 cents today. *2. The recession and spike in fuel prices caused people to drive less paying less gas tax. *3. Today s vehicles are more gas efficient, therefore we pay less gas tax. *4. A boom in U.S. road construction occurred in the 1960 s. Many of these roads and bridges are at the end of their life span.
5 *Where do the State Transportation Funds go? *25% goes for bridges, railroad crossings, and other transportation projects. *29.3% goes to Michigan Dept of Transportation *16.4% goes to Cities and Villages *29.3% goes to all 83 counties *Our share of the 2 billion dollars in the State Fund for our secondary roads is $30,000..

8 With Millage Preserve or reconstruct all local roads during the next 10 years. Without Millage Preserve 8 miles of the 50.3 miles of local roads. As other roads wear out, the asphalt will be ground up and County will maintain them like gravel roads.
9 Cost Per Mile Reconstruction $300,000 Hot-in-Place $96,000-$130,000 Micro-surface $30,000-50,000 Asphalt Skip-Paving $40,000 with Chip-Seal
10 * Preservation treatments are repeated every 5 to 7 years.
11 * To Meet Goal in 10 Years Preservation treatments and reconstruction for secondary road will cost $5,000,000 or $500,000 pre year.
12 Current Annual Road Funds County Funds $ 30,000 Township General funds $ 90,000 Total $120,000 Annual Projects will be some of the local through roads.
13 Annual Funds with Millage County Funds $30,000 Township General Fund $90,000 County Contributed Labor $50,000 New 1.5 Mills Funds $330,000 Total $500,000 Annual Projects will be a mix of local through roads and subdivision roads.
14 State Funding of Roads Michigan Transportation Fund Is $2 billion annually, but our share for secondary roads is $30,000 annually. If Michigan raises an additional $1 billion for the Transportation Fund and funds are distributed by the current formula, we will receive $15,000.
15 Use Statewide PACER Rating Scores Each county evaluates the quality of every road bi-annually with a score of 1 (a failed road) to 10 a new road. For more information about the PACER see

18 * This proposal will allow the General Law Township of Williamstown to levy millage for Secondary Road Preservation, Reconstruction and Maintenance. Shall the limitation on the amount of ad valorem taxes which may be levied by the Township of Williamstown, Ingham County, Michigan, against taxable property in the Township be increased by up to 1.5 mill ($1.50 per $1,000 of taxable value) for a period of ten (10) years, 2014 through 2023, inclusive, for the purpose of providing funds for secondary road preservation, reconstruction and maintenance, and shall the Township levy such millage for these purposes? If approved and levied in its entirety, the estimated revenue that the Township would collect from this 1.5 mill is $328,342 in 2014.
