1 PUBLIC DISCLOSURE DOCUMENT Milded Lake Extension Poject Octobe 2012
2 1.0 Intoduction Syncude Canada Ltd. (Syncude) poposes to delop two additional mining aeas within and adjacent to the Milded Lake Poject site, known collectily as the Milded Lake Extension ( MLX ) Poject. Accodingly, amendments to Syncude s egulatoy appovals ae equied fo delopment, opeation, and closue of these mine sites. The Milded Lake Noth Mine eses will be depleted on o about Syncude poposes to delop the esouce pesent in the MLX mines pio to salvage of the Milded Lake Mining and Extaction facilities. Pending egulatoy appoval, it is Syncude s intention to initiate delopment of the MLX Poject on o about The Syncude Milded Lake Poject is located appoximately 40 kilometes noth of Fot McMuay on Oil Sands Leases 17 and 22, within Townships 91 though 94, Ranges 10 though 12 (W4M), and within the Regional Municipality of Wood Buffalo. Figue 1 shows the location of the MLX Poject elati to significant egional featues. Unde the Memoandum of Undestanding (IL96-7) between the Albeta Enegy Resouces Consevation Boad (ERCB) and Albeta Envionment and Sustainable Resouce Delopment (AESRD) with espect to oil sands delopments, Syncude will be filing a joint application elated to the Milded Lake Poject to amend the following appovals: Amendment of ERCB Appoval No pusuant to Section 13 of the Albeta Oil Sands Consevation Act; Amendment of AESRD Appoval No pusuant to Sections 66 and 70 of the Envionmental Potection and Enhancement Act; and Fenceline Licenses pusuant to section 36 of the Wate Act. 2.0 Poject Desciption Fo puposes of this disclosue, the Poject in question is the delopment of two sepaate open pit mine facilities on o adjacent to the Milded Lake Poject, as follows: The East Mine located between the Milded Lake Settling Basin and the Athabasca Ri; and The West Mine located west of the MacKay Ri. Figue 1 shows the locations of the East Mine and West Mine. Pending egulatoy appoval, it is Syncude s intention to delop the MLX Poject on o about Conntional shol/tuck mining technology will be used to delop these mines. Constuction of a bidge o the MacKay Ri is contemplated. The existing Milded Lake oe pepaation, hydotanspot, and extaction facilities will be used to pocess the mined oe and supply bitumen to the Milded Lake upgade. No additional types of solid waste, liquid effluent, o gaseous emissions ae expected fom the poposed Poject. No incease in annual impot of fesh wate is equied fo the poposed Poject. 3 3.0 Envionmental Mattes Baseline studies in the Poject aeas wee initiated in the fist quate of 2012 and will continue though the fist quate of These studies cuently include an assessment of ai quality, noise, hydogeology, suface wate quality and quantity, fisheies and aquatic esouces, soils and teain, getation and wetlands, wildlife, biodisity, and histoical esouces. An Envionmental Impact Assessment (EIA) will be completed and submitted to AESRD and the ERCB. Stakeholdes ae invited to contibute to the EIA Tems of Refeence (TOR). Once the TOR ha been finalized, esults of the baseline studies will be used as appopiate fo impact assessment. Syncude will continue to take a leadeship ole to ensue that any envionmental concens ae minimized and/o mitigated in ode to lessen impacts to the envionment esulting fom this poject. 4.0 Community Infomation Figue 2 povides Syncude s poposed time line fo this Poject. Syncude will ensue that stakeholdes ae gin the oppotunity to comment on this poject.
