3 TAM Pefomance Measues Backgound In 2012, MAP-21 mandated FTA to develop a ule establishing a stategic and systematic pocess of opeating, maintaining, and impoving public capital assets effectively though thei entie life cycle. The TAM Final Rule 49 USC 625 became effective Oct. 1, 2016 and established fou pefomance measues. The pefomance management equiements outlined in 49 USC 625 Subpat D ae a minimum standad fo tansit opeatos. Povides with moe data and sophisticated analysis expetise ae allowed to add pefomance measues and utilize those advanced techniques in addition to the equied national pefomance measues. Pefomance Measues Rolling Stock: The pecentage of evenue vehicles (by type) that exceed the useful life benchmak (ULB). Equipment: The pecentage of non-evenue sevice vehicles (by type) that exceed the ULB. Facilities: The pecentage of facilities (by goup) that ae ated less than 3.0 on the Tansit Economic Requiements Model (TERM) Scale. Infastuctue: The pecentage of tack segments (by mode) that have pefomance estictions. Tack segments ae measued to the neaest 0.01 of a mile. Data To Be Repoted - Optional Repot Yea 2017, Mandatoy Repot Yea 2018 Rolling Stock: The National Tansit Database (NTD) lists 23 types of olling stock, including bus and ail modes. Tagets ae set fo each mode an agency, o Goup Plan Sponso, has in its inventoy. FTA default ULB o Agency customized ULB: Default ULBs epesent maximum useful life based on the TERM model. Agencies can choose to customize based on analysis of thei data OR they can use the FTA povided default ULBs. Equipment: Only 3 classes of non-evenue sevice vehicles ae collected and used fo taget setting: 1) automobiles, 2) othe ubbe tie vehicles, and 3) othe steel wheel vehicles. Facilities: Fou types of facilities ae epoted to NTD. Only 2 goups ae used fo taget setting 1) Administative and Maintenance and 2) Passenge and Paking. Infastuctue: The NTD lists 9 types of ail modes; the NTD collects data by mode fo tack and othe infastuctue assets. BRT and Fey ae NTD fixed guideway modes but ae not included in TAM tagets. TAM Pefomance Metics: The NTD collects cuent yea pefomance data. The NTD will collect additional Asset Inventoy Module (AIM) data but tagets foecast pefomance measues in the next fiscal yea. TAM Naative Repot: The TAM Rule equies agencies to submit this epot to the NTD annually. The epot descibes conditions in the pio yea that led to taget attainment status.

4 TERM Scale: Facility condition assessments epoted to the NTD have one oveall TERM ating pe facility. Agencies ae not equied to use TERM model fo conducting condition assessment but must epot the facility condition assessment as a TERM ating scoe. What You Need to Know About Establishing Tagets TERM Rating Condition Desciption Excellent No visible defects, nea-new condition. Good Some slightly defective o deteioated components. Adequate Modeately defective o deteioated components. Include: Only those assets fo which you have diect capital esponsibility. Only asset types specifically efeenced in pefomance measue. Goup Plans: Only one unified taget pe pefomance measue type. Sponsos may choose to develop moe than one Goup Plan. MPOs: MPOs must establish tagets specific to the MPO planning aea fo the same pefomance measues fo all public tansit povides in the MPO planning aea within 180 days of when the tansit povide establishes its tagets. Oppotunity to collaboate with tansit povides. Example Taget Calculations Rolling Stock and Equipment: Each taget is based on the agency s fleet and age. Agencies set only one taget pe mode/class/asset type. If an agency has multiple fleets in one asset type (see example BU and CU) of diffeent sevice age, it must combine those fleets to calculate the pefomance metic pecentage of asset type that exceeds ULB and to set the following fiscal yea s taget. The pefomance metic calculation does not include emegency contingency vehicles. If an agency is moe consevative, then it might set highe value tagets. If an agency is moe ambitious o expects funding to puchase new vehicles, then it might set lowe value tagets. Thee is no penalty fo missing a taget and thee is no ewad fo attaining a taget. Tagets ae epoted to the NTD annually on the A-90 fom. The fleet infomation enteed in the inventoy foms will automatically populate the A-90 fom with the ange of types, classes, and modes associated with the modes epoted.

5 Planning fo TAM Roles & Responsibilities fo MPOs and State DOTs Backgound FTA and FHWA published the final ule on Statewide and Nonmetopolitan Tanspotation Planning and Metopolitan Tanspotation Planning on May 27, FTA published the final ule on Tansit Asset Management (TAM) on July 26, The ules establish new equiements fo metopolitan planning oganizations (MPOs) to coodinate with tansit povides, set pefomance tagets, and integate those pefomance tagets and pefomance plans into thei planning documents by cetain dates. Below ae the specific equiements fo MPOs. Metopolitan Planning Ageements MPOs should initiate discussions with tansit agencies, state DOTs and planning patnes to update thei Metopolitan Planning Ageements, pe 23 CFR This pesents an oppotunity fo the MPO and its planning patnes to claify oles and esponsibilities fo developing and shaing pefomance data, setting pefomance tagets, epoting of tagets, and tacking pogess towads meeting tagets, though a fomal ageement. Establish Pefomance Tagets fo Metopolitan Planning Aeas The MPO is equied to set pefomance tagets fo each pefomance measue, pe 23 CFR Those pefomance tagets must be established 180 days afte the tansit agency established thei pefomance tagets. Tansit agencies ae equied to set thei pefomance tagets by Januay 1, If thee ae multiple asset classes offeed in the metopolitan planning aea, the MPO should set tagets fo each asset class. Pefomance Measues in Tanspotation Impovement Pogams (TIP) and Metopolitan Tanspotation Plans MPOs ae equied to efeence the pefomance tagets and pefomance based plans into thei TIPs and Metopolitan Tanspotation Plans by Octobe 2018, pe 23 CFR and 23 CFR The planning poducts must include a desciption of the pefomance measues and pefomance tagets used in assessing the pefomance of the tanspotation system, fo tansit asset management, safety, and the FHWA pefomance measues. This should also include, to the maximum extent pacticable, a desciption of the anticipated effect of the TIP towad achieving the pefomance tagets identified in the metopolitan tanspotation plan, linking investment pioities to those pefomance tagets.

Goup Plan Sponsos Sponsos of a Goup TAM plan ae esponsible fo setting unified tagets fo plan paticipants, pe 49 CFR (d). Plan paticipants ae equied to make thei tagets available to a state o MPO that povides funding to the plan paticipant. 49 CFR (b). A plan paticipant and sponso must coodinate to the maximum extent pacticable with the MPO. 49 CFR (e). MPOs ae esponsible fo implementing pefomance based planning in thei planning documents. Statewide Planning Agencies Incopoating TAM Requiements into Statewide Tanspotation Impovement Pogams (STIP) and Long-Range Statewide Tanspotation Plans State DOTs ae equied to efeence the pefomance tagets and pefomance based plans into thei planning documents by Octobe 2018, pe 23 CFR and 23 CFR The planning poducts must include a desciption of the pefomance measues and pefomance tagets used in assessing the pefomance of the tanspotation system fo tansit asset management, safety, and the FHWA pefomance measues. This should also include, to the maximum extent possible, a desciption of the anticipated effect of the STIP towad achieving the pefomance tagets identified in the long-ange statewide tanspotation plan, linking investment pioities to those pefomance tagets. Goup TAM plan sponsos will need to incopoate goup pefomance tagets in the asset management discussions fo thei espective planning documents.

7 Timeline fo Tansit Asset Management By Januay 1, 2017: Povide establishes thei initial tagets By 180 days afte povides set thei initial tagets: MPO establishes egional tagets By Octobe 1, 2017 State DOT establishes statewide tagets [This is one yea fom the effective date of the TAM ule, as defined in the Planning Rule] Within fou (4) months of the end of the povide s fiscal yea 2018 (and each yea theeafte) Povide submits to NTD thei Asset Inventoy Module (AIM); and pefomance tagets fo the next fiscal yea No late than Octobe 1, 2018 Povide completes thei initial TAM Plan that coves fou (4) yeas TAM Plan can be amended at any time A TAM Plan update is equied at least evey fou (4) yeas Octobe 1, 2018: The MPO eflects the pefomance measues and tagets in all MTPs and TIPs updated afte this date The State DOT eflects the pefomance measues and tagets in all long-ange statewide tanspotation plan and STIPs updated afte this date Within fou (4) months of the end of the povide s fiscal yea 2019 (and each yea theeafte) Povide submits to NTD thei Asset Inventoy Module (AIM); pefomance tagets fo the next fiscal yea; and Naative epot on changes in tansit system conditions and the pogess towad achieving pevious pefomance tagets Note: Povide efes to the Tie I tansit povides, the Tie II povides who choose to not be pat of a Goup Plan, and the Goup Plan Sponsos fo two o moe Tie II povides.
