5 Annual Programs Annual submission, except where otherwise specified in the ExCom agreement Main components of the AP: Accomplishment report of previous APs Phaseout targets met Explanations where necessary (over/under target, etc) Summary of actions taken (investment, TA, Government) Expenditures of past APs + planned commitments (in activity description, such as in relation to contracts signed) Each AP provides information on the implementation status of all activities under the overall project. All activities listed in the AP must be initiated, - i.e. contract signed - in the year of the AP. (duration could be several years).

6 Annual Programs Main components of the AP (cont.) Data on the New Tranche Planned phaseout targets ODS Phaseout target for each substance listed in the agreement must be stated in the AP. Activities by type (Investment, TA, Government) Each activity should have an estimated budget and duration. All new policy actions should be listed and enforcement and strengthening of existing policies and regulations mentioned as relevant. Public awareness activities and training planned for the year should be listed.

Data on the New Tranche Activities TA activities should include a brief paragraph listing the objectives, expected outcome, importance to the implementation of the NOPP/SOPP. Investment activities should include estimated ODS phase-out impact in manufacturing and servicing sectors (in a table), including a list of specific activities to be undertaken. The planned activities of the PIU should be listed.

Achievements for the year included near completion of conversion projects in the foam sector, significant progress in the conversion of the MAC servicing sector, development of final proposals for the solvent sector, and completion of multiple public awareness and dissemination activities. Delays with respect to original schedule of project implementation are considerable shorter than in the first two years of the plan. Project ID Substance MAL/PHA/40/INV/149 CFC /01/03-07/01/04 07/01/04 - Activities are ongoing and details will be included in the CY04 annual workplan to be submitted for ExCom approval in July About $1,800,000 would be disbursed in CY04.

Out of 72 halon fire fighting extinguisher manufacturers originally identified as potential beneficiaries, 13 enterprises have signed contracts to close extinguisher production, and 39 enterprises have signed contracts to convert their manufacturing lines for fire extinguishers from halon to non-ods extinguishers. 42 of the 52 enterprises have completed their closure/conversions projects and the rest are presently completing projects. Out of 22 originally identified halon fire fighting systems manufacturers, 4 enterprises have completed conversion of halon fire extinguishing systems to non-ods extinguishing systems. A total of 41 TA activities and preparation of standards to ensure quality and reliability of halon substitute fire For the 2002AP, three ODS conversion projects will be completed by Jun. 05 and all associated TA activities have completed. Three conversion projects are expected to be completed by Jun. 06 under the 2003AP. All TA activities completed. Six conversion contracts under the 2004AP signed within 2004 and are expected to be completed by Dec 07 Conversion contracts are under preparation
