6 MLF Executive Committee response to the MOP decision Funding for the preparation of so-called HCFC phase-out management plans (HPMPs) were approved for over 100 countries including Algeria Several policy documents related to technical and cost considerations of HCFC phase-out have been agreed. Cut-off dates of establishment and conditions of second-stage conversion of manufacturing enterprises are under discussion HCFC production and consumption phase-out are to be synchronised; some conditions were already agreed others are under discussion (swing plants, cut-off date, etc.)

7 What is an HPMP? A staged approach for the elimination of the consumption of HCFC, within the framework of a national over-arching-strategy Guidelines contained in Decision ExCom 54/39 Prerequisite for HPMP funding Ratification of Copenhagen and Beijing Amendments Confirmation of implementation of legislation and licensing systems including HCFC control measures (Montreal Amendment) HPMP is performance based plan with staged approach Stage 1 to address 2013 freeze and % - should start ASAP Investment activities for HCFC-consuming manufacturing and servicing (?) sectors for Stage 1 of HPMP (Individual projects must be submitted up until 2010 unless they are part of the HPMP) Each project has to result in sustained reduction of the country s HCFC consumption level

13 Technical challenges Significant uncertainties about future technologies: Availability? Maturity? Cost-effectiveness? Energy efficiency? Environmental impact? Safety? Alternatives should also minimize the environmental impacts, particularly with respect to climate change Hydrocarbon (HC) technologies: safety problems HFC technologies: high GWP HCs, low-gwp HFC-blends and CO 2 technologies are still in the research stage The most cost-effective and sustainable technologies will have to be taken into account in the first stage Technology choices of market leaders and requirements of main export markets will have influence

14 Preparation of Investment Projects Maximum project preparation funding available for HCFC investment projects: The ExCom is going to approve* the funds for the preparation of INV project in Refrigeration ( USD) and foam (40,000 USD) Based on the HCFC consumption, Algeria could receive max. US$ 100,000 for project preparation (12.1 ODPt HCFC consumption in 2007) Funds to be used to achieve the freeze and 10% reduction steps in 2013 and 2015 No additional funding will be available for the preparation of service sector activities (included in the HPMP) Eligible manufacturing sectors eligible for funding: Refrigeration (all refrigeration, heat pumps, air conditioning and chillers) Air-to-air air-conditioning systems (ducted) Polyurethane foam XPS foam *requests are for Blanket Approval category
