Fro a ehodologcal on of vew annually chaned ndces are ofen consdered as a sueror aroach for shor-er sascs because of he use of ore recen weghng nforaon. However here s also soe concern abou he aoun of resources reured for he leenaon of such an aroach on he one hand and also for he regular annual work of udang he weghs. The STS Task Force on chan-lnkng was creaed o collec exerences on boh ehodologcal and raccal asecs fro counres ha have already leened he annual udae of weghs and chan-lnkng n STS naonally (see Chaer 3 for rce ndces and 4 for volue ndces) and o ssue recoendaons o hose counres nendng o leen such an aroach. The Task Force ebers' reors on osve asecs and robles encounered as well as on he nal and roune coss faced are subjec of Chaer 7.
