1 Auction Rules 1. Participation 1.1. Only registered members of MBPC (the Circle) may take part in Circle auctions. 2. Vendors 2.1. Vendors should normally limit their submissions to not more than 100 lots for each auction. Auctioneers may, however, at their discretion, accept more than 100 lots but Vendors must obtain approval from the Auctioneer before submission All lots must be submitted individually, each enclosed in an unsealed envelope. Under no circumstance must staples be used on envelopes. Suitably stiff packaging material must be used when submitting lots to the Auctioneer Each envelope must carry the Vendor s reference number in the form of: Membership No. / Lot No. e.g / 1, 9999 / 2, 9999 / 3 etc All lots must be accompanied by a listing of the lots submitted on the appropriate Lot Submission Form. There are two different forms: one for the submission of stamp books; the other for sheet and other material. Examples are given at the end of this section (see also Note 1 on page 6). A photocopy or a computer generated reproduction of the relevant form may be used provided that the format is consistent with the forms included here Vendors should ensure that lots are described fully in accordance with the Circle s nomenclatures. Previous auction listings may be used as a guide Duplicate lots may not be submitted even if the perforation condition differs between them. Stamp panes and books, other than those from series DB1 to 4 and series DB6, will not be accepted if the perforation condition on any side exceeds 3 on the R A Loveland scale unless the book has significant merit. This would normally mean that the book commands a reserve of at least A realistic reserve price must be quoted for each lot to maximise the chance of a sale In addition to material specifically covered by the auction, each Vendor may include one or two extra lots of any QEII material for which the reserve price per lot is at least 50. These items will be included in a separate section at the beginning of each auction listing Unless otherwise agreed, submissions must be sent to the Auctioneer to arrive no later than the closing date as announced in The Bookmark Journal or in a previous auction listing A Certificate of Posting, a UK Special Delivery receipt or an appropriate International insured mail receipt must be obtained and retained by the Vendor. The Auctioneer will acknowledge receipt of lots Auctioneers are authorised to withdraw lots which are insufficiently or inaccurately described. In such circumstances, a fee of 25p will be charged to the Vendor. Vendors may request lots to be withdrawn at any time up until the bid closing date. A fee of 50p will be charged to the Vendor for each lot that is withdrawn after the auction list has been prepared Unsold lots in the normal section of the auction will bear a charge of 25p. Unsold lots in the special section for items in excess of 50 will bear a charge of 5. Lots returned by Bidders because they were inaccurately or incompletely described by the Vendor will bear a charge of 50p plus the postage costs properly incurred by the Bidder in returning lots to the Auctioneer and by the Auctioneer in returning such lots to the Vendor Unless otherwise announced, a commission of 5% will be deducted from the net total of prices realised. An insurance levy will be charged in 1 of 8

2 accordance with the scale detailed below in paragraph Expenses in respect of postage and packing will also be charged. 3. Bidders / Buyers 3.1. Bids must be submitted on the Circle s Bid Form, a copy of which is included at the end of this section (see also Note 1 on page 6). A photocopy or computer generated reproduction is acceptable provided its layout is consistent with that shown; a copy of the payment details page must be included. Unless otherwise agreed, bids must be received by the Auctioneer by no later than the closing date announced for the auction Bids will not be accepted below the reserve price Each lot will be sold to the highest Bidder at one bid step above the bid of the second highest Bidder. If two or more equal highest bids are received for the same lot, the first bid received will secure the lot at the bid price. Where only one bid is received for a lot, it will be sold at reserve The bidding steps are: up to p p p above Alternative bids are acceptable for similarly described lots but Bidders should ensure that instructions are clear and that lots are listed in the order of preference and marked EITHER, OR or ANY ONE as appropriate BUY or CHEAPEST bids will not be accepted Successful Bidders will be notified by post or of details of their successful bids together with the cost of postage, packing, insurance (see paragraph ) and any other incidental costs. The Auctioneer will not release lots until payment has been received Similarly, unsuccessful Bidders will be notified accordingly. 4. Payments to the Circle 4.1. Payment must be made within seven days of notification from the Auctioneer by one of the following methods: By cheque, postal order or International Money Order in sterling, drawn on a UK bank and made payable to Modern British Philatelic Circle or MBPC. Bidders are recommended to include a signed blank cheque together with their Bid Form in order to reduce costs and to speed up the despatch of successful bids By Credit or Debit card. When submitting the Bid Form, Bidders are recommended to pre-authorise payments by credit or debit card in order to reduce costs and to speed up the despatch of successful bids. Credit or debit card details must be sent direct to the Treasurer and NOT to the Auctioneer. A tear off strip is provided at the bottom of the Bid Form By PayPal. Payment should be made to the Treasurer s address treasurer@mbp-circle.co.uk on the PayPal send money button. Please ensure that your name, membership number and details of your payment are included on the PayPal authorisation form and the Treasurer at the above address to advise him of the payment By credit transfer direct to the Circle s bank - sort code ; account number Please the Treasurer at the above address to advise him of the transfer On receipt of payment, lots will be despatched as follows: 2 of 8

3 Within the UK: By ordinary first- class mail if the total value of the package is below 500. Packages with a value in excess of 500 will be sent by UK Special Delivery Overseas: By airmail small parcel post if the total value of the package is below 50. Packages with a value in excess of 50 will be sent by an International Tracked and/ or Signed service. If total purchases exceed the relevant compensation limit, lower value packages will be mailed separately. Any individual lot with a value above that covered by Royal Mail insurance limits will be sent as a separate package Any request to despatch high value packages by ordinary mail must be made in writing to the Auctioneer and will only be undertaken at the Purchaser s risk Royal Mail s requirements and Customs and Excise regulations will always be complied with Any lot that is found not to be as described may be returned within 14 days of the date of despatch but must be in the same condition as it is received. A lot consisting of more than one item must be returned complete, even if the complaint affects only one of the items in that lot. The realisation value of properly returned lots will be reimbursed to the Bidder plus the relevant insurance charge and appropriate return postage costs. 5. Insurance 5.1. All lots will be fully insured by the Circle during the course of the auction with the following exceptions: Lots with a total value in excess of 500 sent by UK Vendors to the Auctioneer are not covered by the Circle s insurance while they are in the postal system and alternative insurance arrangements (e.g. UK Special Delivery) must be made by the Vendor Lots sent by overseas Vendors to the Auctioneer are not covered by the Circle s insurance while they are in the postal system and alternative insurance arrangements must be made by the Vendor Individual lots sent to Buyers are insured by the Circle to a maximum of 500. Buyers must either accept the risk above 500 or make their own arrangements to cover the excess The following charges for insurance will be made to Vendors and to Buyers: Vendors will be charged 0.5% of the total value of net sales plus unsold lots at reserve value, with a minimum charge of 25p and a maximum of 3.00 except that, where lots are either hand delivered to the Auctioneer, sent by UK Special Delivery or by an appropriate International insured mail service, the insurance charge maximum will be Buyers will be charged 0.5% of the total purchase value with a minimum of 25p and a maximum of 1.50 except where lots are despatched by UK Special Delivery, by an International Tracked and/or Signed service or when lots are collected from the Auctioneer, when no charge for insurance will be made. 6. Liability 6.1. Neither the Circle, its Officers nor the Auctioneers will accept any liability, legal or otherwise, for lots submitted or for their descriptions Submission of a lot or a bid signifies the acceptance of these rules. 3 of 8

4 Introduction Details of nomenclature used in Circle auctions can be found in The Bookmark Catalogues, The Bookmark Journal, The Listing of Circle Catalogue and Reference Numbers and in previous auction lists. These guidance notes should be read by all who take part in auctions, either as a Vendor or as a Bidder. They are organised into three parts as they relate to general matters, to stamp books and to sheet material. The list of abbreviations covers all three parts. Some lots are described by Vendors in more detail than are others. There is no guarantee that such lots differ from those with a less full description. For example, some Vendors record plating flaws while others do not. General Missing / repaired pins To describe the position of a missing or repaired pin, the sides of the stamp are numbered in clockwise order beginning at the top. Any particular pin is then described by counting the number of pins from either the left or the top of the stamp including the left most or top-most perforation on the appropriate side. The full notation of a pin position is stamp position / side number / pin position. A missing pin in a stamp book might be, for example, MP 6 / 2 / 12 stamp 6, side 2, 12 perfs down from the top. For a sheet stamp, it might be MP 12 / 3 / 2 / 12 the stamp in row 12, column 3, side 2, 12 perfs down from the top. If the stamp position in the sheet is unknown, the position is recorded as, for example, MP / 2 / 12. Where, as is often the case, a described pin is shared by two stamps, in Bookmark convention, it is ascribed to the stamp with the lower position number. So, MP 6 / 2 / 12 is correct; MP 7 / 4 / 12 is not. Short / inset bars Notes for Guidance Unplanned short or inset bars on stamps occur when the phosphor ink cylinder has been out of sync with the colour ink cylinder(s) during printing. To qualify for the description of short or inset bars on a stamp in Bookmark nomenclature, the stamps must be well centred and the affected bars must be clear of the perforations. Cylinder and plate numbers A strict convention is used to describe cylinder numbers. It applies equally to plate numbers in the same way. colour ink cylinder numbers are given to the left of a solidus ( / ). phosphor ink cylinder numbers are given to the right of the solidus regardless of where they are engraved on the cylinder. where there is more than one colour ink cylinder number, their numbers are given in ascending order of value when there is more than one stamp value (as in stamp books with multi value panes). Where several colour ink cylinders are used to produce a single value or values, the numbers are written in the order in which they appear in the selvedge, starting with the number positioned at the top. where there is no phosphor ink cylinder number, this is indicated by a dash ( ) after the / sign, e.g. cyl 24. /. This may be the case where the phosphor is omitted in error, where the phosphor number is guillotined off or with inverted or unsynchronised printings. for printings on ACP or PCP paper, only the colour ink cylinder number is recorded except in those few cases where the paper has also been overprinted with phosphor bands. where there is no colour ink cylinder number, a dash ( ) is placed before the / sign, e.g. cyl / 69. Phosphor displacement The phosphor ink cylinder number is often displaced. To determine the degree of displacement, measurement is made from the bottom of the colour cylinder box to the bottom of the phosphor cylinder box. If there are no boxes, the reference points are the bottom of the numbers. Where there is more than one colour cylinder number, measurement is made from the bottom of the lowest positioned colour cylinder box or number. 4 of 8

5 If the displacement is unknown, as may be the case in a small block, the cylinder number is written as e.g. cyl B24 / (d). Displacement is measured to the nearest half millimetre (0.5 mm). Where the phosphor number is above the colour cylinder number, the displacement is positive (i.e. +). Where it lies below, it is negative (i.e. ). The form of a cylinder number might then be 8 no dot / 17 (-15.5 mm). There is a further element to the description for stamp books see below. Stamp books Perforation condition The numerical perforation description was devised by Mr R A Loveland. It is the copyright of the Circle and is to be used when describing the conditions of the perforations around a pane of stamps. Hold the pane with the selvedge at the left. First describe the edge at the top, and continue clockwise around the pane. Perforations are described according to the scale below. 1. Full perforations with no trace of trimming 2. Slight trace of trimming 3. Perforation trimmed but with more than half remaining 4. More extensive trimming with less than half remaining 5. Only traces of perforation still remaining 6. Straight edge 7. Straight edge very close to or touching the stamps In some books, trimming occurs at a slanting angle. The code is then given as the average of the two extremes observed on the side in question, rounded up to the larger number. Stamps burst from the web, described as having torn perfs, will have uneven perforations and may contain pulled perfs. The scale is not designed to take this into account. Vendors should note pulled perfs in the lot description. Row numbers The row numbers in counter books, Prestige books, window books and self adhesive books are allocated from the top down. To determine the row number in a machine vended book, first turn the book so that the selvedge is at the left; the top row is then row 1. Stamp positions To determine stamp position, orientate the pane so that the stamp images are upright. Stamp positions are then numbered in strict sequence from left to right and from top to bottom. Except in Greetings books, labels are counted as stamps. Flaws and Plating On some stamp panes, constant flaws can help to identify the pane and its position within the primary sheet. There are four categories of flaw, first defined in Volume 1 of The Bookmark Journal; V- large or prominent flaws easily visible to the naked eye. B- smaller but readily visible flaws; C- very small naked eye flaws better seen with a glass (x10 usually suffices); D- flyspecks or minor flaws. The first three categories are allocated catalogue numbers, in a separate series for each pane. Each category is numbered separately. If a flaw undergoes a change in appearance, for example because the printers have tried to repair it, the second and subsequent states are annotated a, b, etc. Flyspecks or grade D flaws are not allocated catalogue numbers but are a vital factor in plating. Details of the known constant flaws have been listed in The Bookmark Plating Charts, a Circle publication available on CD. 5 of 8

6 Sheet material Cylinder number notation The notation in the table below is used to indicate the various types of cylinder panes that exist in stamp books. Using this notation together with that for phosphor cylinder displacement, described above, an example of a complete statement for a stamp book pane with cylinder numbers, showing how it should be written, is B11 / B99 a (+6.5 mm). colour number against Marker bars against row 1 The position of a marker bar is measured as the distance, to the nearest millimetre, from the top of the book cover to the top of the bar. For example, BMB16 indicates that the top of the black marker bar is 16 mm from the top of the cover. Where an incomplete bar is set at the bottom of a cover, the measurement is followed by a solidus ( / ), e.g. BMB40/. Where a part is at the top of a cover, the / precedes the measurement, e.g. BMB/1. A pair of books which share a bar are described, for example, as BMB40/1. The gang of panes was slightly shorter than the gang of covers. This often, but not always, resulted in the pane in the book at the top of the gang being slightly inset to the top of the cover (or overlapping it) X books. Conversely, the pane in the book at the bottom of the gang was often slightly inset to the bottom of the cover (or overlapped it) Z books. Panes in books from the middle of the gang were flush with the cover at both the top and bottom edges Y books. For more information, see 7th edition of The Bookmark Catalogue, pages E1-14 to 18. Stamp position To determine the position of a stamp within a sheet, turn the sheet so that the images are upright. The stamp rows are numbered from the top down. The stamp columns are numbered from left to right. An individual stamp position is described in the form row number / column number. So, stamp 5/6 (or s5/6) is the stamp position in row 5 and is the sixth stamp from the left. Perforation rows The perforation rows are numbered from the top of the sheet. In a properly perforated sheet with twenty stamp rows, there are 21 rows of perforations. It is necessary to define perforation rows in this way when describing the location of extra extension holes (EEH). An extra hole alongside perforation row 18 is written EEH 18. Blocks Cylinder blocks and Date and Warrant blocks included in Circle auctions should normally have angled margins and be unfolded. If blocks are submitted with square or cut back margins or with folds, a note to this effect must be included in the description of the lot see also the list of abbreviations on page 8. The size of the block should be stated. The normal format is, for example (8 x 2) or (3 x 2). Marginal perforations on blocks are described as: P (perforated through) I (imperforate) E (extension hole). The margin containing the cylinder number(s) is described first. Notes 1. As a general guide, the following schedule applies but please note that this is not exhaustive and is subject to change.
