3 1. Purpose and Scope The purpose of this document is to define the fees payable by South African National Accreditation System (SANAS) accredited organisations. This document covers all fees payable to SANAS as from date of issue. This document is valid until 31 March For services not contained in this document please contact SANAS for a quotation. Please note that this is an estimate document only and individual quotations will be given to all applicants based on this document. 2. Additional assessor units per day * (In some Regulated Fields of Accreditation in Inspection, a Technical Assessor is required to join the team on pre-assessments). 3.3 Initial Assessments Note: An assessor unit is one assessor for one day or part of a day. Laboratories, Proficiency Testing Scheme Providers and BEE Verification Agencies: Minimum fee (includes two assessor units) * Additional assessor units per day * Note: The initial assessment will be done by a minimum of 2 assessors, i.e. 1 Lead assessor and 1 technical assessor. However, the inclusion of more technical assessors/experts will depend on the number of the facility s disciplines and the scope of tests. Evaluation of laboratory personnel per assessor per day * Excludes travel and accommodation costs where applicable Inspection Authorities: Minimum fee (includes two assessor units) * Additional assessor units per day * * Excludes travel and accommodation costs where applicable Verification Laboratories: Verification (includes two assessor unit) * Additional assessor units per day excludes expenses * Excludes travel and accommodation costs where applicable Certification Bodies: Individual quotations are given for certification bodies based on the scope of accreditation applied for and the size of the organisation. It is made up of a base fee and assessors units required. Critical scopes are to be witnessed prior to being included in the scope of accreditation. These annual fees are charged whether a surveillance or re-assessment is conducted or not during that year. Accredited facilities that do not make payment by 30 days of statement or fail to make SANAS Page 4 of 9

5 an arrangement to pay the annual fees will be placed into suspension as terms are strictly 30 days from statement. A facility that receives SANAS accreditation, or an extension that takes it into a new category during the SANAS financial year (from April to March), is liable for annual fees calculated on a pro-rata basis. 4.1 Laboratories (excluding medical laboratories), Proficiency Testing Scheme Providers and BEE Verification Agencies. The annual fees are made up of a base fee, which includes the cost of the Lead Assessor (LA) and Technical Assessor (TA) for one day Base fee two assessor units Each additional assessor unit Each additional field R An assessor unit is required for at least each discipline to be accredited provided the discipline can be adequately assessed in one day. A field is where, in the opinion of SANAS, a different expertise is required to assess. Annual Fees for Satellite laboratories are charged at three fifths (3/5) of the equivalent annual fee. Examples of fee calculation for a laboratory: A small laboratory with one discipline (e.g. microbiology or force), where the scope of work applied for can be assessed in one day, would cost. This would allow for the lead assessor and one technical assessor to assess the laboratory over a single day. If the scope of work applied for was such that it would take the two assessors another day, the fee would be + R for the additional day spent at the laboratory by the two assessors. A laboratory requiring more than one technical assessor with different areas of expertise due to its scope of disciplines would require three assessor units as a minimum. For example, a lead assessor together with two technical assessors may be appropriate for two separate technical areas/fields. The minimum fee would therefore be + for the additional technical assessor for one day. In addition, there would be an additional cost of R because of the additional technical area/field giving a total of R If this same laboratory had a size of scope of accreditation that required each of the assessors to spend an additional day at the laboratory, the fee now would be R R = R Medical Laboratories The annual fees are made up of a base fee, which includes the cost of the Lead Assessor (LA) and Technical Assessor (TA) for one day Base fee two assessor units Each additional assessor unit Laboratories, which are assessed every second year, are charged at a rate of half (1/2) the fee charged every year. Note: Should such a laboratory withdraw accreditation in any 1 year, the laboratory is liable for half (1/2) the fee based on when they were last assessed. Examples of fee calculation for a laboratory: SANAS Page 5 of 9

6 Where the number of assessor units is less than 12, a base fee of would be charged for the first 2 units and an additional amount of would be charged for every additional unit. E.g. Group that has 3 units, fees will be calculated as follows: (If assessed annually) + = R A laboratory that is to be assessed every 2nd year requiring more than 2 Technical Assessors and a Lead Assessor due to its scope of disciplines would require 3 assessor units. The minimum annual fee would be: (If assessed every 2 yrs) + = R /2 = R If the assessor units are greater than 12 then the first 12 will be calculated as above and the same process will be followed for the remaining assessor units. An additional fee of will be charged for all groups containing more than 12 units. E.g. Group that has 10 labs with 20 assessor units, fees will be calculated as follows: For 1st 12 units: + (10 X ) = R For remaining 8 units: + (6 X ) = R Total = R (If assessed annually) = R (If assessed every 2 yrs.) = R /2 = R Certification Bodies The annual fees are made up of a base fee, which includes the cost of the two Assessors for one day. In addition to the above for each additional field there is also an additional charge of R A field is where, in the opinion of SANAS, a different expertise is required to assess. 4.4 Inspection Bodies The annual fees are made up of a base fee that includes the cost of the Lead Assessor (LA) and a Technical Assessor (TA) for one day. 7 Where more than two assessors are required (depending on scope of accreditation) each will be charged at an additional per assessor per day plus subsistence and travel cost. 5. Payment of Fees Failure to pay annual fees by the stipulated date, may ultimately result in accreditation / GLP compliance being withdrawn as per R51 Suspension and re-instatement of accredited / GLP compliant organisations. All other services will be invoiced by SANAS to the facility before any service or assessment has been rendered and will need to be paid within the SANAS payment timeframe of 30 days from statement or prior to the assessment (whichever one comes first). 6. Facilities outside South Africa and within SADC Region Facilities outside South Africa and within SADC region applying for accreditation or already accredited, are required to pay for the travel costs, accommodation costs, subsistence costs and any other costs deemed necessary by SANAS for the assessment team or SANAS staff to conduct any type of assessment or accreditation service on-site (e.g. pre-assessment, certificate handover, initial assessment, surveillance assessments, additional visits, re-assessments, evaluation of signatories etc.) These costs will be invoiced by SANAS to the facility before the service or assessment has been rendered and will need to be paid within the SANAS payment timeframe of 30 days from statement. A withholding tax will be charged on all services rendered to facilities outside South Africa where it is applicable. The annual fees for facilities outside South Africa and within the SADC region relate only to the scope of accreditation and do not cover any travel costs, accommodation costs, subsistence costs or any other costs. The facility will be charged the costs of the assessors travel, accommodation and subsistence as per the country in which the assessment will be conducted. The facility will be liable for these costs as well as travel day fees of R per assessor unit per travel day. A 7% contingency fee is charged for all services rendered outside South Africa and within SADC Region. 7. Fees for Extension of Accreditation The fees for extension of accreditation as part of a planned annual assessment with before the Accreditation Manager is included as part of the annual fee unless additional technical time is now required to cover the expanded scope. An extension that requires special arrangements will be charged at a rate of R for the first day (this includes one assessor unit) and at a rate of for each additional assessor day, plus transport costs. For certification bodies each additional assessor day is at a rate of R excluding any travel and accommodation costs. 8. Fees for Assessing Technical Competence The fees for assessing technical competence (Technical Signatory status) of laboratory personnel, will be charged at R per assessor per day plus transport costs. Additional Visits Any other additional visits that are arranged at the client s request will be charged at R per assessor day, plus any additional costs (such as transport and in the instance of an accredited laboratory, audit measurement samples). For certification bodies each additional assessor day is at a rate of R excluding any travel and accommodation costs. 10. Clearance of Non-conformances In those instances where SANAS requires that clearance of non-conformances be verified by an additional on-site visit, these will be charged for at a rate of R for the first assessor unit excluding travel costs, S&T and accommodation. Each additional assessor unit will be charged for at a rate of. For certification bodies each additional assessor day is at a rate of R excluding any travel and accommodation costs. 11. Organisations in Suspension Suspended facilities that do not apply for an extension of the suspension period prior to the expiry of the 3-month suspension period shall be charged 10% of their annual fee and shall not have accreditation re-instated until this is paid. This administrative fee is in addition to the normal fees charged for re-instatement of accreditation. Facilities remain liable for all fees whilst in suspension. 12. VAT No VAT will be charged as SANAS has been deregistered as a VAT vendor by SA Revenue Service effective 1 April Refund of Moneys Paid If monies have been paid to SANAS for an initial assessment or an additional visit for an extension to accreditation, and the visit is cancelled at the request of the facility prior to the scheduled date, then the following applies to the monies received by SANAS: The application fee is non-refundable; The fee for the visit is refunded less any expenses already incurred by any arrangements for the visit; The facility to contact SANAS Finance in writing requesting a refund of monies paid; 14. Schedule of Accreditation Facilities will be charged R upon request for a revised certificate pertaining to the following reasons: Additional certificates; For any addition to or removal of tests or calibrations from a discipline on the schedule between assessments; Changes to personnel on the schedule; Reprinting of lost schedules and certificates of accreditation; Except when the revised schedule is issued subsequent to a scheduled assessment.
