8 Health Insurance Contributions Pgs , Article XXII(A) Health Insurance Delete Sections A(1), A(2), A(3) and A(4) and replace it with the following: Effective July 1, 2016, all members of the unit shall contribute the following towards the percentage of premium based on the cost of the OUSDHP Individual and Family premiums: Base salary less than $80,000 6% Base salary between $80,001 - $93,000 8% Base salary greater than $93,000 9% Base salary less than $80,000 7% Base salary between $80,001 - $93, % Base salary greater than $93, % Base salary less than $80,000 8% Base salary between $80,001 - $93,000 9% Base salary greater than $93,000 10% All unit members pay 11% The Board shall pay the balance of the cost of health insurance premiums for either Individual or Family plans. 13 Health Insurance continued In the event that the parties do not have a successor agreement in effect on July 1, 2020, then the rate of eleven (11%) percent of the health insurance premium for Individual and Family plans shall be frozen based on the rates in effect as of June 30, 2020, until such time as the parties have reached a settlement for a successor agreement. New language protects BTA members from having to pay more for insurance if the premium changes without a negotiated contract.
14 Salary Increases
15 Salary Increases Salary Increases: Article VIII shall be amended to reflect the following salary increases: Effective July 1, 2014, 2.00% increase to the salary schedule Appendix A. To be eligible for such retroactive salary increases, unit members must be on the payroll during the school year and on the date of the ratification of this Agreement. Notwithstanding the above, those unit members who retired during the school year shall be eligible for a retroactive increase. RETROACTIVE PAY Effective July 1, 2015, 1.50% salary increase to the salary schedule Appendix A. To be eligible for such retroactive salary increases, unit members must be on the payroll during the school year and on the date of the ratification of this Agreement. Notwithstanding the above, those unit members who retired during the school year shall be eligible for a retroactive increase. RETROACTIVE PAY

19 Vote-Cope Contributions Pg. 5, Article X(D) Payroll Deductions Add a new paragraph D which provides as follows: The Business Office shall deduct and remit payments to the NYSUT VOTE/COPE Fund upon submission of a signed authorization to the Business Office for any bargaining unit member requesting this deduction. New language additional paragraph
20 Teacher Transfer Pg. 10, Article XIV Teacher Transfers Add the following to the third paragraph: In the event that a unit member is involuntarily transferred to teach a curriculum for which they have had no prior experience teaching, the teacher shall have the option of having a mentor assigned to them for the balance of that school year. New language added to paragraph 3
21 Benefit Trust Fund Pgs , Article XXII(C) Benefit Trust Add the following as a new paragraph in between existing paragraph two and three: Effective July 1, 2017, the BOCES contribution shall be increased to nine hundred and seventy-five ($975) dollars per bargaining unit member. Effective July 1, 2018, the BOCES contribution shall be increased to one thousand ($1,000) dollars per bargaining unit member. Effective July 1, 2019, the BOCES contribution shall be increased to one thousand seventy-five ($1,075) dollars per bargaining unit member. Additional money for the Benefit Trust
22 Retirement Benefits Pg. 19, Article XXIII(E) Retirement Benefits Add the following as a new Section E: Effective upon ratification of this Agreement, regardless of hire date, eligibility for all of the benefits of Article XXIII shall be based only on consecutive years of full time service to BOCES, provided however, that if a unit member is involuntarily reduced from fulltime to part-time, their part-time service shall count as full-time service for purposes of Article XXIII only. Those unit members who are involuntarily laid-off shall not be considered to have a break in service for purposes of Article XXIII, but those years during which the unit member is not employed shall not count as years of service. New Language Members that have moved from the FTA or PTTA to the BTA months not calculated into years of service in regard to the BTA Retirement Incentive benefits.
23 Sabbatical Leave Pg. 22, Article XXVI(F) Sabbatical Leave Delete Section F. Delete language about sabbatical leave
24 Credit Hours Pg. 24, Article XXVIII(A) Credit Hours Replace the word recognized with accredited in the first sentence of Section A(1). Add the following in between the existing Sections A(2) and A(3) and re-number the remaining Sections accordingly: Unit members who opt to take additional graduate credit hours on-line shall be limited to nine (9) on-line graduate credit hours per school year. Unit members shall be limited to those on-line courses for which graduate credit is applicable. In addition, such on-line course must be offered by an accredited institution of higher learning and must provide a letter grade. Add the following as a new paragraph at the end of the Article: 7. The following definitions shall apply to this Article: Accredited shall be defined as an institution of higher learning which has been accredited by at least one of the six regional accrediting agencies recognized by the U.S. Department of Education. Graduate Credit shall be defined as a class for which graduate credit will be awarded by an accredited institution of higher education and indicated as such on an official transcript of the college/university. It shall be the responsibility of each member of the unit to ensure that any class for which they seek additional compensation is approved as a graduate class. All classes for which additional compensation is sought pursuant to this Article must have a letter grade. Only 9 graduate on-line credits allowed per year toward +30 and +60 It is the teacher s responsibility to know that the class is for GRADUATE CREDIT. If the transcript does not say GRADUATE CREDIT, it will not count!
25 Credit Hours continued Pgs , Article XXVIII(B) In-Service Credits Delete The Board shall list new courses available and approved and replace it with the following: BOCES shall publish via electronic means (e.g., My Learning Plan, , etc.) a list of those courses that have been developed, approved and are available. Change in language
26 Special Education Prep Time Pg. 27, Article XXXV -- Special Education Teacher Preparation Time - Add the following as a new paragraph: Effective beginning with the school year, Secondary Special Education Teachers shall be provided with professional preparation time at the end of the student day for two (2) days per week (in those weeks that consist of a full 5 day work week) by releasing them for their preparation time after they have walked their students out to the busses. Such preparation time shall not be scheduled on a Friday. Such preparation time shall be provided on a rotating basis so that approximately half of the Secondary Special Education Teachers are present to provide adequate supervision of students. New Language
27 Teaching more than 6 class periods We have discussed high school teachers teaching more than 6 class periods per day. The NYS Commissioner s Regulations state 5, no more than 6 classes We are pursuing this with NYSUT Legal
28 Special Ed Prep Time continued Effective beginning in the school year, Elementary Special Education Teachers shall not be required to remain with their class while their class is attending scheduled physical education classes. Such teachers shall instead utilize such time for professional preparation. New language
29 Conference Days Mr. Hecht has also added a third Superintendent s Conference Day into the BOCES Calendar. The date is November 8, He has also stated that he is looking into a couple of early dismissal days for students. We are still discussing what will be done on those days.
30 Professional Development Pg. 28, Article XXXVI(A) Professional Development Add the following as a new paragraph to the end of the Section: Effective with the school year, the following shall apply to CTEC: Five (5) of such programs each school year may be scheduled to end no later than 4:15 p.m. Five (5) of such programs each school year may be scheduled to end no later than 4:00 p.m. Should the scheduled CTEC Teacher day in effect as of July 1, 2016 be modified, the ending times for the programs described in paragraphs 1-2 above shall be adjusted accordingly. 31 Clinical Assignments Pgs , Article XLII Program Requirement for Clinical Assignments Amend to reflect that the drug screening/criminal background check requirement must be complied with by all employees at the time they commence their clinical experience by replacing paragraphs 1-8 of Article XLII with the language set forth in Exhibit 1 attached hereto, and attaching the accompanying drug testing regulations to the Contract as Appendix D thereto.

33 APPR Language Pgs. 7-9, Article XII Annual Professional Performance Review Replace the existing third paragraph with the following: Unit members not covered under Section 3012-c and/or 3012-d shall be evaluated using either the applicable jointly developed rubric or a focused learning plan, as applicable to a given title, and shall follow the process and timelines set forth in the APPR MOA between the BOCES and the BTA. Nothing set forth herein shall make any part of the APPR MOA subject to the contractual grievance procedure except as otherwise set forth in the MOA. Delete from and including the fourth paragraph through the end of this Article. Remove antiquated language Language change to include 3012-d
34 Teacher Files Pg. 11, Article XV Teacher Files Delete personal and from the first sentence of the paragraph. Delete personal or from the fourth sentence of the paragraph. Language clean-up. Administration says there are only personnel files, no personal files.
35 Grievance Procedures Pgs , Article XVII Grievance Procedures Add, List with Appointment Service immediately following it shall be submitted to the American Arbitration Association in the first sentence of Step 5. New language will use AAA to determine a mutual arbitrator between BOCES and the BTA
36 Contract Reproduction Pg. 13, XX Contract Reproduction Delete existing provision and replace it with the following: Each member of the unit shall be provided with a complete contract via . New members of the unit will be provided a complete contract via following attendance at the new employee orientation meetings. The BTA President shall be provided fifteen (15) hard copies of the complete contract. Language change new employees will be provided with an electronic copy of the contract.
37 Health Insurance Pgs , Article XXII(B) Health Insurance a. Replace the second sentence with the following: Unit members hired effective July 1, 2012 and thereafter, who are eligible to receive health insurance coverage comparable to the Orange-Ulster School Districts Health Plan through a source other than BOCES (e.g., through a spouse, a different employer, a parent, etc.) shall not be eligible for the benefits provided in paragraph A.5 or A.6. Such unit members shall have the option of selecting one of the following options only: Enroll in the BOCES provided Orange-Ulster School Districts Health Plan, and contribute 100% of the health insurance premium costs for the applicable health insurance plan (e.g., family or individual coverage); or Decline the BOCES provided insurance and enroll in the comparable health insurance plan that is provided through a source other than the BOCES. For purposes of the administration of this provision, a source other than the BOCES does not include any comparable health insurance plan(s) that could be purchased through the Affordable Care Act Marketplace/ Exchange.
