2 FRAMEWORK OVERVIEW The HealthTrust Europe (HTE) Medical Gases framework agreement is for the supply and rental of medical compressed gases in cylinders. Medical gases and their associated equipment are widely used for treating patients in hospitals, at home and by the emergency services. HTE procured this framework agreement in compliance with the restricted procedure set out in the Public Contracts Regulations 2015 and the EU Combined Directive (2014/24/EU). The framework agreement is a direct call-off arrangement and free to access. After the initial contact with HTE, engagement can be direct with the two suppliers offering medical gases. The agreement is valid from 09 th December 2016 to 08 th December 2018, with options to extend until 08 th December Free to access Key market leading suppliers Compliant route to market Fixed pricing for two years Training available Milk round/unaided delivery service option Regular account management support Monthly payment schemes Page 1 of 6
3 SERVICES INCLUDED By using this framework agreement, Trusts can obtain medical gases through an EU compliant framework, the terms of which will provide assurance regarding quality of suppliers. The services offered are the supply and rental of medical gases in cylinders. Medical gas cylinders offered include: Medical Oxygen Medical Nitrous Oxide Equanox Medical Air Medical Carbon Dioxide 5% Oxygen 95% Medical Carbon Dioxide Medical Helium Speciality Gases* * Speciality gases consist of gas cylinders used for pharmaceutical purposes where the gas mix is non-standard or to prescription. 5 KEY BENEFITS Compliant route to market: The framework agreement will save procurement time and cost. It is fully compliant with the Public Contracts Regulations and with EU Procurement Directives, so you do not have to carry out a full EU compliant tender. Quick and easy to access: Once you have been set up to access the framework agreement, a call-off can be made either by direct access or further competition. The process is straight forward and simply requires that an order form / access agreement be exchanged and completed to ensure your compliance. Competitive rates: Each of the vetted suppliers appointed to the framework agreement has tendered fixed prices. All prices are fixed for the period of the agreement. Cylinder tracking: Cylinder tracking was rolled out in 2013 deviations in holdings and rental revenue are readily identifiable to ensure cylinder holdings are controlled. The entire life of a cylinder is tracked and recorded. Page 4 of 6
6 ACCESS TO THE FRAMEWORK HTE s Medical Gases framework agreement can be accessed by all Public Sector bodies, including: National Health Service (NHS) bodies Health Boards, NHS Trusts, Community Health Councils and other constituent bodies of NHS Wales NHS Scotland and its constituent bodies The framework agreement can be accessed via direct call-off award. Further information relating to this option is provided below. Direct Award Direct award can be made where you are able to identify the supplier offering the best value for money to your organization. An order form should be issued to the supplier and executed by both parties to formalise the call-off contract. If you view the framework references indicated above via HTE s e-catalogue, you will be able to see line level detail for all products. The only thing you will not be able to view is the individual product pricing, unless we have already set you up as a participant that can order from the framework agreement. 7 FAQS What should I do next? For new clients, registration is quick and easy. Contact our Customer Care team on or by at customercare@htepg.com Existing HTE Members should talk to their Account Manager for further details. Once you have made the decision to use the agreement, transfer can be completed promptly. How can I see more detail regarding the services that are included on this framework? Services are tailored to meet client requirements. Requirements can be discussed with your chosen or prospective supplier(s) after which a proposal may be submitted. What do I do if the supplier that my organisation uses is not on the framework? Please HTE s Customer Care team at customercare@htepg.com providing as much information as possible regarding the services required (i.e. supplier name, requirement, current prices paid excluding VAT). They will liaise with the Category Lead to address your requirements. The Category Lead will verify whether your requirements can be met by another supplier on our framework. How can I be sure that this framework can be used by my organisation and remain compliant? The framework agreement was publicly advertised in the Official Journal of the European Union (OJEU) under the restricted procedure. Each of the successful bidders was rigorously vetted in terms of their quality and value propositions through a series of qualification, technical and commercial responses requested for evaluation. A copy of the OJEU notice can be obtained by contacting the Customer Care team. How long is the agreement valid for? The current agreement is in place until 08 th December 2018 with options to extend until 08 th December Call-off contracts formed during the life of the current framework agreement may extend beyond the framework expiry date.
