18 FY10 Major Acquisitions by Program Logistics Bus Contract - This is a Blanket Purchase Agreement (BPA) to provide transportation subject matter expertise for the planning and execution of a mass evacuation by bus. Under this initiative, the contractor can also provide field support for the purposes of bus operations for evacuation. LMD Workforce Re-compete - This contract will provide staffing support for multiple facilities and functions throughout FEMA s Logistics Management Directorate. This contract will provide comprehensive support services both CONUS and OCONUS, including surge capability. This will be an 8a small business set aside Ambulance Services - FEMA is exploring options concerning long-term disaster response CONUS ambulance support. One or more new contracts will be awarded as appropriate to cover all zones within the US. Base Camps - This initiative is part of FEMA s ongoing efforts to secure contactor capability to rapidly deploy and make operational CONUS and OCONUS first responder base camps.

20 FY10 Major Acquisitions by Program Response US&R - The Program office requires Program Management Support to accomplish a range of activities in support of current work priorities that can not be completed by available FEMA program staff resources. The knowledge, skills and abilities consistent with an experienced Fire Chief is preferred as well as analytical and administrative staffing resources for other support to the US&R Program Office. These services will be funded by FEMA through both Program funds and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Public Law ) ( Stafford Act ) as amended. External Affairs - Multiple Award Task Orders for Broadcast Operation Support Services. The Government intends to secure services from two providers with sufficient capacity to cover events providing professional broadcast remote transmission engineering and crew support. The contractor shall provide a reliable service that allows FEMA OEA to use a single point of contact for all its on demand broadcast and video production support needs. Disaster Emergency Communications - (EC) Emergency Communications Assessment (Communications Studies) Re-compete

22 FY10 Major Acquisitions by Program Information Technology (Cont d) Grants Management Integrated Environment (GMIE) - will be a single integrated, scalable, and highly configurable web-based system. GMIE will inherit a large part of its initial functionality by reusing components from existing systems, specifically EMMIE and ND Grants. GMIE will provide DHS and FEMA with a comprehensive grants management system that supports the entire grants lifecycle for all DHS and FEMA grant programs Disaster, Non-Disaster, and IA Systems Engineering and Technical Assistance (SETA) (Small Business Set Aside) engineering advice and direct technical assistance essential to the research, design, development, integration, implementation, evaluation, and testing of IT solutions necessary to ensure the effective operation and maintenance of complex IT networks and systems for FEMA organizations and mission activities.

24 FY10 Major Acquisitions by Program Recovery Mail Operations - Two Contracts (one for inbound and one for outbound mail service) The National Process Service Center (NPSC) Mail Operations mission provides a high level of service to disaster applicants during times of severe, multiple, and/or catastrophic disaster activity through service providers. Housing Inspection Services - The Housing Inspection Services Contract is a contract that provides housing inspection services to disaster victims. Upon registering for disaster assistance, an inspection of the applicant s dwelling is necessary to document and validate reported damages. The results of the inspection are utilized to make final eligibility determinations.

26 FY10 Major Acquisitions by Program Mitigation National Flood Insurance Program (NFIP) Integrated Marketing, Advertising and Public Relations Services - This is a contract to create and manage the NFIP's marketing campaign to increase the number of net flood insurance policies by five percent annually. To meet this goal, the contractor will develop an integrated campaign combining audience research, consumer education, direct response television, print, direct mail, internet communication, web site development, outreach to stakeholders, and media relations to deliver results. National Flood Insurance Program (NFIP) Direct Contract - This is a contract to serve as a Direct Servicing Agent (DSA) to issue and service flood insurance policies, collect premiums, adjust and settle claims and to disseminate information on insurance aspects of the NFIP to the public, lenders and agents. The DSA contractor provides day-to-day servicing flood insurance policies issued directly by FEMA.

27 Engineering Specific Contracts Alternative Housing II Description: Alternative Housing provides housing solutions for disaster victims Current Status: 3 contracts awarded 4/13/2010. Housing Inspection Services PA TAC III Description: Provides Housing Inspection Services to damaged homes resulting from all disasters Current Status: Current contract period of performance ends 9/30/2011. Preparing for recompete. Currently four contractors. Description: The Public Assistance (PA) Program s Technical Assistance Contractors (TACs) performs assessments of damaged public facilities and critical infrastructure utilizing A/E professionals. Current Status: Four new contracts to be awarded soon. Currently four contracts. Description: Construction of a 100,000 square foot multi-purpose building at Mount Weather, VA. Mount Weather Current Status: The design/build construction solicitation will be issued August 2010 as a full and open competition.

28 Engineering Specific Contracts Response Directorate Planning HMTAP TARC Description: Support deliberate and contingency planning, special event planning, operation support, program support, catastrophic disaster readiness planning, and technical assistance for a variety of emergency management programs and initiatives. Current Status: RFP to be issued soon with multiple awards. Description: The purpose of the Hazard Mitigation Technical Assistance Program (HMTAP) Training Assistance contract is to permit the Federal Emergency Management Agency(FEMA) greater capability in training on topics related to the subject of mitigation. Current Status: Award scheduled soon. Description: The Technical Assistance and Research Contract (TARC) provides research and engineering knowledge to help prevent man-made disasters and national disasters. The Contractor reviews, revises and updates FEMA publications related to building sciences. Current Status: Award scheduled soon. Risk MAP Description: The FEMA Risk MAP program is the follow-on program to the Map Modernization (Map Mod) Program. The Risk MAP program is broken down into 3 areas: Program Customer Data Service (CDS), Program Management Services (PMS), and Production & Technical Services (P&TS). Current Status: Three contract awards made last year.
