2 Introduction Presenters: Judi Luther and Amber Fink Reason for this training LADT is important to many parts of the UI system. Goal for this training Provide a broad overview of LADT process, how the data is shared, and how the information can be developed into helpful reports.

4 Key Phrases/Definitions LADT: Liable Agent Data Transfer also known as Interstate Statistical Data Exchange & is multi-purpose record format Remote initial claims (RIC) (IC,A/C & TNC) Reopen/Transfer claims Weeks claimed IB Commuter Liable State: State against which an Interstate claim is filed Agent State: State from which the Interstate claim is filed Residence State: State where claimant resides. Usually the Agent State.
5 Key Phrases/Definitions Interstate Claim: Wages in one state, claimant in another. Commuter: A Commuter is an individual who regularly traveled over state lines for employment and is currently still attached to that labor market when filing for benefits. Commuter Claim: A claim, filed by a Commuter, that is always handled and reported as an Intrastate claim. Xerox: The contractor that runs the Interstate Connections (ICON) system. Xerox Hub: the part of the ICON system that houses the LADT information.

9 LADT Purpose LADT Purpose: to inform Agent States about What UI claimants reside within the state but file against other states Their claims activities Their characteristics

Agent state claimant detail record IUR/TUR Resident state = EB triggers = for claimants ETA reports 203, 538,539,5159 Reemployment Services 1) Run against Agt state benefits file for U.I. fraud detection 2) check for o/p in your state request o/p recovery DOL workload & =$ other state & local programs

13 LADT Process Liable State Instructions 1. Prepare LADT data to be sent to Xerox hub 2. Transmit data to the Xerox Hub before close of business on Tuesday. 3. After close of business on Tuesday, Xerox Hub is updated. 4. Wednesday, after 7AM ET, Agent Detail Data is distributed to States (Agent State)
14 LADT Process Liable State Instructions 1. Prepare LADT data to be sent through ICON to the Xerox Hub. Create an LADT Record for each applicable claim. Commuter data is added on the LADT data on the first Monday of each month. Commuter data is reported only for the week containing the 12 th of the month.
15 LADT Process Liable State Instructions 2. Transmit data to the Xerox Hub before close of business on Tuesday. States usually transmit on Mondays or earlier so that they have enough time to fix errors. The ACS Hub is open 24 hours a day/7 days a week. Send your LADT information timely if you send bad data, fix errors and notify Xerox so that the prior submission can be corrected
16 Liable State Instructions LADT Process 3. After close of business on Tuesday, Xerox Hub is updated. 4. Wednesday, after 7AM EST, Agent Detail Data is distributed to States (Agent State) This is the information that States would use to offer Reemployment assistance and is a tool with which to help perform other functions States must do.

62 LADT - WHAT CT DOES WITH INCOMING DATA Customized state programming
63 Missouri s Customized Cross Matches benefit integrity Claimants with regular claims in other states (Liable) and an overlapping regular claim in Missouri (Agent). Compares BYB/BYE to BYB/BYE Beneficial during EUC to identify and prevent improper payments Overlapping paid weeks regardless of claim type. Beneficial during EUC to identify and prevent improper payments Identify back-to-back claim provisions (indefinite / definite DQ). Identifies eligible out-of-state earnings to lift current disqualification on Missouri s claim. Missouri will then notify most recent liable state to take down their claim to prevent improper payment, if applicable. 63
