1 PART 1 - GENERAL DESCRIPTION A. This work consists of furnishing and installing pavement markings on asphalt or concrete streets within SEPTA s 5 county operating territory. B. Section includes 1. Pavement Marking Removal 9. Preparation. 10. Construction. 11. Measurements & Payment SUBMITTALS A. Provide job mix ratios of the paint and manufacturers catalog data. QUALITY ASSURANCE A. Perform work in accordance with MUTCD B. Manufacturer of thermoplastic pavement markings must be ISO certified and provide proof of current certification. The scope of certification shall include manufacture of reflective highway markings. C. SEPTA s Project Manager will furnish the Contractor a list of street locations along with a work order specifying the scope of work for each location. The Contractor shall execute any work order completely within five (5) calendar days. D. The Contractor is advised that the quantities of work shown on the schedule A are approximates only and are subject to increase or decrease to none being ordered, and that all quantities of work, whether increased or decreased are to be performed at the contract unit price which shall remain firm and unchanged for the duration of the 3 year contract. E. Furnish manpower, material, and traffic control devices necessary for the maintenance and protection of traffic during the installation of the pavement markings. Provide safety for the general public, the work crew and protection of the work. Schedule work to permit movement of traffic and SEPTA s Operations with minimal interference. This work will be considered incidental to the contract with no additional payment, with the exception of manpower requirements. Page 1 of 5 12/22/16

Conform to applicable standards for the application of pavement markings by the City of Philadelphia and local municipalities (see attached drawing entitled City of Philadelphia Typical Intersection Payment Markings ). B. Do not place pavement markings on pavement surface when road surface or air temperature is less than 40 degrees F, or surface is wet or frozen. C. On specific high-volume streets, the contractor shall be restricted to the hours of 8:30 AM to 3:30 PM for work that affects any travel lanes or impacts traffic movements as stipulated by the Project Manager. PART 2 - PRODUCTS HOT THERMOPLASTIC PAVEMENT MARKINGS A. White and yellow reflective thermoplastic striping material shall meet the requirements of AASHTO-M249, Type 1 B. Glass beads shall meet the requirements of AASHTO-M247. C. The material shall be applied on a dry pavement with air temperature between 40and 90 degrees F, and a maximum wind speed of 20mph. PREFORMED THERMOPLASTIC PAVEMENT LEGENDS A. Manufacturer must be ISO certified and provide proof of current certification. The scope of certification shall include manufacture of reflective highway markings. B. White thermoplastic legend material shall be composed of ester modified resin, resistant to degradation by motor fuels, lubricants, etc. in conjunction with aggregates, pigments, binders, abrasives, and glass beads which have been factory produced as a finished product, and meeting the requirements of the MUTCD. C. The thermoplastic material shall meet the requirements of AASHTO-M249-79(98), with the exception of the relevant differences due to the materials being supplied in a preformed state. D. Graded glass bead material shall contain a minimum of 30% intermixed glass beads by weight. The intermixed beads shall be clear and transparent. Not Page 2 of 5 12/22/16

3 more than 20% consisting of irregular fused spheroids, or silica. The index of refraction shall not be less than E. The material shall have factory applied coated surface beads and abrasives in addition to the intermixed beads at a rate of ½ lb. (+20%) per 11 sq. ft. The surface beads and abrasives must be applied so that every other shaped portion contains glass beads or abrasives with a minimum hardness of 7 (Moths scale). These factory applied coated surface beads shall meet the following specifications: Minimum 80% rounds Minimum SiO 2 Content of 70% Minimum refractive index of 1.5 Maximum iron content of 0.1% Size Gradation % Retained 1400 m (14 U.S. mesh) 0-3 % 1180 m (16 U.S. mesh) 2-10 % 1000 m (18 U.S. mesh) % 850 m (20 U.S. mesh) % 600 m (30 U.S. mesh) % 500 m (35 U.S. mesh) % 355 m (45 U.S. mesh) % 250 m (60 U.S. mesh) % F. Pigment Sufficient titanium dioxide for a finished color similar to Federal Highway white, Color #17886, as per Federal Standard 595. G. Heating Indicators - The top surface of the material (same side as the factory applied surface beads) shall have regularly shape indents. These indents shall act as an indicator system for the operator to properly gauge the correct amount of heat to apply during installation. The indents shall work by closing together to show that the material has reached a molten state. H. Skid Resistance - The surface of the preformed retro reflective marking materials shall upon application, provide a minimum skid resistance value of 60 BPN ehn, tested according to ASTM E303. I. Thickness - The material shall be supplied at a minimum thickness of 90 mils (2.29mm). J. Retro reflectivity - The preformed retroreflective marking material shall exhibit adequate and uniform nighttime retro-reflectivity upon application. The marking materials shall have the following retro reflectivity as measured using Delta LTL 2000 ir LTL-X. Page 3 of 5 12/22/16

4 Retroflectometer. White preformed reflective marking materialsminimum of 275 mcd-m -2-1x -1. K. Environmental Resistance - The material shall be resistance to deterioration due to exposure to sunlight, water, salt, or adverse weather conditions and impervious to oil and gasoline. PAVEMENT MARKING REMOVAL A. Removal of existing pavement markings and legends shall comply with PADOT 408 Section 963. PART 3 - APPLICATION/INSTALLATION PREPARATION A. Clean the new track pavement and roadway surfaces of all surface treatments, laitance, or any other contaminants which would hinder adhesion immediately prior to application of pavement marking material. B. The material shall be applied to a dry surface with air temperature between 40ºF and 90ºF and a maximum wind speed of 20mph. C. Provide line application equipment which is capable of spraying material mixed in the proper formulation to the manufacture s requirements and also capable of: 1. Capable of simultaneously applying two 4-inch parallel longitudinal lines, in a solid pattern. 2. Capable of automatically dispensing glass beads onto the painted surface, at the required application rate, by the pressurized glass-gun method. D. Legend application: includes crosswalks, symbols, legends, stop lines, and other miscellaneous items. Do not apply with hand brushes or rollers. Glass beads may be hand-applied. 1. Asphalt a) The material shall be applied using the propane torch method recommended by manufacturer. b) The material shall be capable of application at ambient and road temperatures of 40ºF without any preheating of the pavement to a specific temperature. c) The material shall be clean, dry, and free of debris. Supplier shall enclose application instructions with each box/package. d) Pavement thermoplastic pavement markings shall be installed between 3 and 10 days following the paving of the roadway or as directed by the Project Engineer. 5 CONSTRUCTION A. Application rates 2. Portland Concrete a) The procedures shall be in accordance with the asphalt application with the following exceptions: A compatible primer sealer may be applied before application to assure proper adhesion. Markings shall be applied in accordance with the manufacturer s recommendations. Markings shall be placed with adhesives and pressed into position in accordance with the manufacture s requirements. 1. Paint: The Contractor shall uniformly apply the epoxy resin markings with minimum cross sections of 15 mils. A tolerance of ½ inch ± from the specified width will be allowed provided the variation is gradual and does not detract from the general appearance. - 4 INCH Pavement markings to be installed in the centerline of the roadway - 6 INCH Pavement markings to be installed at numbered cross streets or as directed by project manager INCH Pavement markings to be installed at numbered cross streets or as directed by the project manager. B. After the application of materials and glass beads, protect the markings from traffic for a minimum of 30 minutes or until the material has dried sufficiently to prevent dirt pick-up or tracking. C. The Contractor shall not apply paint if the ambient pavement temperature is less than 40 degrees F and maximum relative humidity of 80%. D. Line Application: Do not apply lines on joints or seams between traveled way and shoulder. If a portion of the road is to be used as parking then the centerline should be placed down the divided travel way, otherwise divide the roadway. E. When the application of this is found to be unsatisfactory by the Project Manager, the work shall be repaired or replaced to the satisfaction of the Project Manager without additional cost to SEPTA. PART 4 - MEASUREMENTS AND PAYMENT A. Line: Linear Foot B. Legend: Each Pavement Marking Removal: Square Foot C. Flagmen(2): Hours D. 7 SEPTA Insurance Requirements, MCP A. GENERAL The Contractor shall purchase and maintain the types of insurance, with the corresponding limits and other requirements, as set forth below in Subsection F. All insurance shall be procured from insurers authorized to do business in the jurisdiction(s) where the Work is to be performed. Contractor shall require all subcontractors to carry the insurances required herein. The required insurances as specified herein are intended to protect the Contractor, subcontractors, and SEPTA, against claims such as those listed below, which may arise out of or result from the Contractor's actions under the Contract, whether such actions are by Contractor, by any subcontractor, by anyone directly or indirectly employed by Contractor or any subcontractor, or by anyone for whose acts Contractor or any subcontractor may be liable: 1. claims under workers' compensation, disability benefits and other similar employee benefit acts; 2. claims for damages because of bodily injury, occupational sickness or disease, or death of Its employees; 3. claims for damages because of bodily injury, sickness or disease, or death of any person o ther than its employees; 4. claims for damages insured by usual personal injury liability coverage which are sustained (1) by any person as a result of an offense directly or indirectly related to the employment of such person by the Contractor, or (2) by any other person; and 5. claims for damages because of injury to or destruction of tangible property, including loss of use resulting therefrom. B. PROOF OF COMPLIANCE 1. Evidence of Insurance Within ten (10) days after receipt from SEPTA of notice of award of the Contract, the Contractor shall provide to SEPTA a copy of the insurance policy document (including any endorsements) and the declaration page, for each required insurance. SEPTA s sealed bid number MCP must be noted on the policy and declaration page documents. Upon SEPTA s request, Contractor shall provide any other documents which SEPTA may require as evidence of compliance with the insurance requirements. It shall be at SEPTA s discretion whether the proof of insurance provided by Contractor is sufficient evidence of compliance. 2. Written Approval Required Once all proper evidence of insurance has been received and accepted by SEPTA, SEPTA will provide written notification to Contractor of such acceptance. SEPTA will not issue the Notice to Proceed until Contractor has complied with insurance requirements and SEPTA has accepted the evidence of such compliance. Page 1 of 3 December 22, 2016

8 SEPTA Insurance Requirements, MCP C. POLICIES TO REMAIN IN FORCE 1. Unless otherwise noted below, all required insurance must remain in force until all Work related to the Project is satisfactorily completed, all Contractor personnel and equipment have been removed from the Project site and all Work has been formally accepted by SEPTA in accordance in the Contract. 2. All policies shall provide for thirty (30) days written notice to SEPTA, and all other Named Insureds, before cancellation by the company issuing the insurance. If such notice is not provided for within the basic terms of the policy, it shall be provided by endorsement or notation on the Declarations Page. 3. In the event that any or all of the insurance coverages required by the Contract are cancelled, are reduced below the required minimum limits, or lapse, then the Contractor will be suspended from further performance of the Work until such time as replacement coverage satisfactory to SEPTA has been obtained and is in force. D. ADDITIONAL INSUREDS The Contractor shall include as an Additional Insured the parties identified below to be designated on the policies for each respective type of insurance. E. WAIVER OF LIABILITY FOR PREMIUMS For each policy that includes one or more Named Insured(s) or Additional Insured(s), the policy shall contain a Waiver of Liability, for all Named Insureds and Additional Insureds, for the payment of premiums. F. TYPES OF INSURANCE AND LIMITS OF LIABILITY Contractor shall purchase and maintain the following types of insurances with the stated, or greater, respective limits of liability. 1. Workers Compensation Insurance - In compliance with the applicable laws of the Commonwealth of Pennsylvania, covering all employees of Contractor. (a) Limits of Liability Coverage shall include employee liability limits of not less than $1 Million each accident or illness. 2. Commercial General Liability Insurance - Coverage for Contractor liability with respect to bodily injury and property damage to others. Products-completed operations, independent contractors and contractual liability coverages are to be included. (a) Limits of Liability - Coverage under this policy shall have limits of liability of not less than $1Million per occurrence, combined single limit for bodily injury (including disease) and property damage. 9 SEPTA Insurance Requirements, MCP (b) Products-Completed Operations Combined Single Limit per occurrence: $1Million; Must have Products Completed Operations Endorsement for a period of three (3) years after completion of the work. (c) (d) (e) Additional Insureds - Policy shall be written or endorsed to include SEPTA as Additional Insureds. Pollution Liability - Not Less than $1Million per occurrence. Not Less than $1Million Annual Aggregate. Other - Policy shall be written or endorsed to include coverage for the liability assumed by the terms of this contract, including indemnification provisions. Certificate or policy will state that the coverage applies to the Project described as: [MCP ]. 3. Vehicle Liability - Liability Insurance (covering all autos, trucks, and other vehicles used in connection with this Project) for bodily injury and property damage to others. (a) Limits of Liability Coverage under this policy shall have limits of liability of not less than $1Million per occurrence, combined single limit for bodily injury and property damage (including loss of use). (b) Additional Insureds Not applicable. (c) Other This policy shall be written or endorsed to include coverage for hired, leased or other non-owned vehicles. 4. All Risk Property Insurance Covering physical loss or damage to all property used in the performance of the Work. The policy shall have limits of liability adequate to cover all property of Contractor (including personal property of others in Contractor s care, custody or control) and shall include a waiver of subrogation against SEPTA. G. Payment of SEPTA Claims Against Contractor s Insurance Contractor shall require its insurance carrier(s) to make checks in payment of SEPTA claims payable directly to SEPTA.
