1 Request for Proposal for Insurance Brokerage Services Woodland Hills School District is a public school district located in Allegheny County, Pennsylvania, serving twelve municipalities in the Pittsburgh area; Braddock, Braddock Hills, Chalfant, Churchill, East Pittsburgh, Edgewood, Forest Hills, North Braddock, Rankin, Swissvale, Turtle Creek and Wilkins Township. The Woodland Hills School District operates six elementary schools, one K - 8 Academy, one junior high, and one high school. The District operates under a locally elected nine member Board form of government and provides educational services as mandated by the Commonwealth of Pennsylvania and selected federal agencies. The Board of Education has complete authority over the operations and administration of the school district s activities. The Woodland Hills School District is soliciting proposals for Insurance Brokerage Services from interested brokers known to perform insurance services for Pennsylvania school districts. Insurance coverage will be effective as of July 1, Insurance coverage for this request includes: Commercial Property Boiler & Machinery General Liability Commercial Crime Automobile School Leaders Legal Liability Umbrella/Excess Liability Worker s Compensation The attached Exhibits provide the school district s current coverage and limits. The proposal should include 3 options. Option 1 should reflect a Comprehensive package for the all of the insurance coverage requested above. Option 2 should reflect a package for all the insurance except the Worker s Compensation. Option 3 should reflect the proposal for just the Worker s Compensation. Interested brokers will be evaluated on and should prepare proposal packages with the following: State the name of the insurance agency or brokerage firm, address, telephone number and contact person for the proposal submission. Provide a brief description of the history and organization of the bidder s firm and of any proposed subcontractor. Describe your firm s internal organization and the manner in which Services will be furnished. Provide an example of the structure of servicing a current account similar to the Woodland Hills School District.
2 Copies of business licenses, professional certifications or other credentials, together with evidence that bidder is in good standing and qualified to conduct business in Pennsylvania. Proof of Errors and Omissions coverage is required. The most recent year s annual reports, or comparable document, including detailed current profit and loss, assets and liabilities, and other relevant financial data. Identify the account team structure your firm would use with the Woodland Hills School District. List the names of the proposed account service team and describe each member s service role. Include at least two qualified individuals from your firm having a minimum of five years. References with contact information from organizations that have used bidder s services for similar services within the last months. Describe the steps you would take in reviewing the School District s current insurance program and designing changes to the program. Include specific techniques and procedures your firm may use to assist in identifying current and anticipated new exposures to loss. A detailed cost proposal, including any travel costs and other expenses. As the School District may award a contract based on the initial offer, a bidder should make its initial offer on the most favorable terms available. Include broker service compensation on the basis of (1) fee for service or (2) commission. If compensation is commission based, provide detailed commission structure in the proposal. Proposals which fail to address each of the submission requirements above may be deemed non-responsive and will not be further considered. The following criteria will be used in reviewing and comparing the proposals. The weight to be assigned to each criterion appears following each item. 1. Responsiveness of the proposal to the submission requirements set forth in the RFP (10%). 2. Company s personnel and qualifications and identification of those persons who will be responsible for handling/servicing the account (10%). 3. Company s risk management and claims management processes. Loss control recommendations and recommendations for enhanced coverage should also be included in the response (10%). 4. The company should provide at least 3 current client references (preferably with school districts). References should encompass the types of coverage included above (15%).
3 5. The detailed cost proposal. Include broker service compensation (as a percentage only) on the basis of (1) comprehensive coverage as stated above, (2) a comprehensive package without the Workers Compensation coverage and (3) a standalone Workers Compensation package. If compensation is commission based, provide detailed commission structure in the proposal (35%).
