There are two devices assigned to the CFL that are included in MPD s mobile device submission. (b) How does your agency manage and limit its phone costs, including cellular phones and mobile devices? The CFL is included in MPD s mobile devise budget and applies MPD s management practices. 11. (a) Does your agency have/use a government vehicle? If so, for fiscal years 2009, 2010, and thus far in 2011, please list all vehicles. You may group the vehicles by category (e.g., 15 engines, 33 marked cruisers, three transport buses). There are two vehicles assigned to the CFL that are included in MPD s fleet submission. N/A (b) Please list all vehicle accidents involving your agency s vehicles for fiscal years 2009, 2010, and thus far in Provide: 1) a brief description of each accident; 2) the type of vehicle involved, 3) the justification for using such vehicle, and 4) the name and title/position of the driver involved. 12. In table format, please provide the following information for fiscal years 2009, 2010, and thus far for 2011 regarding your agency s authorization of employee travel: individuals (by name and title/position) authorized to travel outside the District; total expense for each trip (per person, per trip, etc.); and justification for the travel (per person). The requested information is attached

If your agency employs contract or term personnel, please provide, in table format, the name of each employee, position title, the length of their term or contract, and the date on which their term expires. N/A 14. Please provide, as an attachment, a copy of your agency s annual performance plan as submitted to the Office of the City Administrator. For FY11 the CFL s initiatives and measures were included in MPD s performance plan. 15. What are your top five priorities for the agency? Please provide a detailed explanation for how the agency expects to achieve or work towards these priorities in fiscal years 2011 and FVO priorities for building a new Crime Laboratory in the CFL. 1.) Complete Construction Supervision. At this time it is essential to monitor the construction progress constantly to catch problems. Changes caught early have less of a financial or schedule impact. Consultation with Stakeholders as well as other guidance for best practices needs to be an ongoing discussion through completion of the project. 2.) Accreditation: We have an accredited DNA and Trace Evidence Laboratory for the FVO staff in Lorton VA. They are accredited under the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) international ISO standard. We are proceeding to get the Firearms and Fingerprint Units at MPD ready for accreditation. 3.) Plan for hiring and training Units not currently at MPD that are necessary for a full service lab program. For example, the Drug Analysis unit does not exist yet and this work is performed by the Drug Enforcement Administration (DEA, federal). We have designed lab space for this function but may have to delay hiring and training these folks until our annual budget improves. We recommend at least incremental growth of these programs on a yearly basis. 4.) Reorganize and Civilianize the Crime Scene Units currently within the Forensic Science Services Division of MPD. A first step has been taken on this path with the hiring of a small number of civilian crime scene technicians. This work should continue since civilian field scientists are substantially less expensive than police officers and would be specialists not pulled to other duties. 5.) Implement an agency wide pay grade series of Forensic Scientists (1-5) to encompass all units from entry level to senior experience levels. This would go a long way toward retention of the intellectual capital we have cultivated within our staff. They need a career path as well as comparable salaries to surrounding jurisdictions or we will continue as a training ground for new lab scientists.
