1 Request for Proposal Solid Waste & Recycling Removal The Wharf Phase One 1000 Maine Ave. SW Washington, DC 20024

2 1. Introduction Hoffman-Madison Waterfront has contracted with Great Forest Management Services (hereafter GFMS ) to conduct an RFP for hauling operations for The Wharf-Phase 1. GFMS will conduct the bid process, including receipt and evaluation of all proposals and will make recommendations to owner as to which bidder(s) best meet the needs of the project. The Wharf is reestablishing Washington, DC as a true waterfront city. This remarkable mile-long neighborhood along the Washington Channel stretches across 24 acres of land and more than 50 acres of riparian rights in the Potomac River from the Municipal Fish Market to Fort McNair. Hoffman- Madison Waterfront is transforming The Wharf into a vibrant, amenity-rich, 24-hour neighborhood for District residents and international visitors alike, featuring 3.2 million square feet of new residential, office, hotel, retail, cultural, marina and public uses including waterfront parks, piers and docks. Phase 1 of the development is set to open on October 12, Scope This document outlines general conditions for bidders to be awarded the contract(s) at the locations listed on the following pages. This document details specific information for the buildings concerning the proposed waste and recycling hauling operations. Bidders must complete the attached bid response form and have it notarized. Your proposal must reflect the scope of services defined herein. GFMS may add to and/or remove portions of the scope of work and expressly reserves the rights to contract separate portions of the services with separate contractors. Your proposal should be priced with this understanding. You should carefully review all of the information contained within this RFP. We will assume your proposal is based on the requirements of this RFP and all that is implied therein unless you specifically note any and all exceptions. All bids will be treated as confidential. 3. Contract Period The term of the resulting contract will be two years, starting sometime between 8/1/17 and 8/31/17. The successful contractor will be required to enter into a contract with GFMS. Standard terms and conditions, this RFP, and the contractor s response will form a substantial part of the contract. Bidders may be chosen for all, part, or none of this contract. 4. Contractor Responsibilities Removal The contractor shall provide all necessary labor, as required by Great Forest, to remove storage containers of waste and recycling from the parcel loading docks and trash storage rooms throughout the complex. Equipment needs and service frequencies are listed on the Bid Response Sheet for your review, and may need to be revised after full occupancy is achieved. All materials shall be removed pursuant to local noise ordinances, and at the full discretion of Great Forest. Proper Disposal The contractor agrees to dispose of all materials collected from the buildings in a proper manner. All waste and recycling must be picked up and disposed of in a manner keeping with the intent to transport the materials to a licensed processing facility. The contractor agrees to hold Great Forest, Madison Marquette and PN Hoffman harmless from failure to dispose of any material collected from the premises in a proper manner. 2

3 Contamination The contractor shall use their experience with other similar separation systems to determine the probable quality of materials. Should a significant contamination issue arise, the contractor is expected to contact Great Forest immediately. The contractor is requested to work with Great Forest staff to address any significant contamination issues and resolve them. Reporting Contractor shall issue tonnage data to Great Forest on a monthly basis for all self-contained compactors and baled cardboard that is removed from the property. These reporting procedures must be adhered to, though no data will be required for the rear-load portion of the work, as Great Forest generates that data internally. Truck Access Restrictions Contractor truck length shall be restricted to 30 in length, to access any locations on this property, with no exceptions. This applies to all roll-off, rear-load and cardboard bale removal services. Extensive turning radius analyses have been completed by Gorove Slade Associates, due to some tight alleyways throughout the complex, and have shown that no trucks longer than 30 may access the property. Contractor will be required to provide an experienced, seasoned driver to service this high profile property, to ensure service is delivered as contracted. 5. Qualifications of Contractor The contractor must be fully licensed in Washington, DC, and be able to demonstrate a detailed track record for providing hauling operations under similar circumstances as the scope of this RFP. A list of references for related hauling operations in mixed use complexes of comparable size and operation must be provided. Contractors must also submit a document summarizing the contractor s company information and background, including size of operations and corporate profile. 6. Site Visit A mandatory site visit is scheduled for July 10, 2017, at 10:00am. Please allow hours to walk all Phase 1 loading docks and trash storage rooms, as there is a substantial amount of equipment involved with this property and our equipment provider (Big Stuff Inc.) will be present to help answer questions from the bidders. Plan to meet David Troust (Cell: ) with Great Forest in front of the Channel Inn (670 Water St. SW Washington, DC 20024), across the street from Arena Stage. We highly recommend taking the metro or a taxi, as parking is very limited. If you are driving, plan to arrive early, proceed into the parking lot and then come inside the Channel Inn for a parking pass. If there are no available parking spots in the lot, you will need to try and get street parking. *Please make sure to bring a hard-hat, reflective vest and protective eyewear. 7. Insurance Requirements The successful contractor is required to have proper insurance coverage. Certificates of Insurance for various items indicated are required to be submitted during contract negotiation. The contractor must obtain at their own cost and expense the following insurance with an insurance company/companies licensed to do business in the State of the District of Columbia and acceptable Owner. This insurance must be kept in full force and effect during the term of the contract, including all extensions. A certificate of insurance must evidence the insurance and, if requested by Owner, the 3

4 proposed awardee/contractor shall provide a copy of the insurance policies. The Contractor's insurance shall be primary. Commercial General Liability: A minimum limit of liability of TWO MILLION DOLLARS ($2,000,000), combined single limit, for bodily injury and property damage coverage per occurrence including the following coverage: Contractual Liability Premises and Operations Independent Contractors Personal Injury Products and Completed Operations during and for two years following completion of the work. Automobile Physical Damage and Liability Coverage: A minimum limit of liability of FIVE MILLION DOLLARS ($5,000,000), combined single limit, for bodily injury and property damage coverage per occurrence and Physical Damage including Comprehensive and Collision for the following: Owned vehicles Hired vehicles Non-owned vehicles Physical Damage (Comprehensive and Collision (Coverage with a deductible no greater than $1,000 per accident) Worker's Compensation/Employer's Liability: Meeting all statutory requirements of the State of Maryland Law and with the following minimum Employers Liability limits: Bodily Injury by Accident - $100,000 each accident: Bodily Injury by Disease - $500,000 policy limits Bodily Injury by Disease - $100,000 each employee Additional Insured: Owner, its elected and appointed officials, officers, consultants, agents, and employees must be named as an additional insured on Contractor s Commercial and Excess/Umbrella Insurance for liability arising out of Contractor s products, goods, and services provided under this contract. Owner must also be named loss payee. Policy Cancellation: Sixty (60) days written notice of cancellation or material change of any of the policies is required. 8. First Source Agreement To the extent required by Owner s first source agreement with the District of Columbia Department of Employment Services ( DOES ) or any applicable laws and regulations, Manager acknowledges and agrees that Manager shall enter into, and perform its obligations under, a first source agreement with DOES. 4

Bidding Procedure Contractors should submit bid responses in the following manner. *Requests for clarification of bidder requirements should be sent via to by 5:00pm on Friday July 14, * a scanned notarized copy of the full bid response, including all pages, to infodc@greatforest.com by 5:00pm on Wednesday July 19, GFMS reserves the right to accept or reject, at its sole discretion, any and all proposals. Furthermore, Great Forest Management Services may negotiate separately with any source whatsoever in any manner deemed necessary to serve its best interest, and may terminate negotiations at any time without incurring liability. Accordingly, GFMS is under no obligation to award a contract on the basis of this RFP or any proposal sent in response to this RFP. Furthermore, Great Forest Management Services reserves the right to include any or all of the RFP responses in the final agreement. Contracts will not necessarily be awarded to the lowest bidder. Bids may be awarded for all or part of the work, and multiple contractors may be chosen. Incurred Costs Great Forest Management Services will not pay any costs that any potential contractor may incur in the preparation of the proposal. All costs associated with the preparation of this proposal shall be borne solely by the potential contractor. All submitted Proposals will be considered the property of Great Forest Management Services, Madison Marquette and PN Hoffman, and will not be released to any other party. 5
