1 REQUEST FOR PROPOSAL Winton Road, Cincinnati, Ohio (513) Item(s): Contractual Research Projects Invitation Date: January 12, 2017 INVITATION: Great Parks of Hamilton County is accepting proposals for contractual research within the parks. Proposals addressing the list of priority needs will be given highest priority by the Great Parks Research Committee. Quality project proposals focusing on research topics not included on the priority list will also be accepted and considered. All data collected in the parks must be georeferenced. Deliver Proposal To: Deliver Proposal by: February 12, 2017, 11:59 pm. Priority Titles & Locations: 1. Wetland Delineation: work with staff to select priority parks 2. Cover mapping: work with staff to select priority parks 3. Mosquitos: Species diversity and vector risk research at Miami Whitewater Forest 4. Bat Diversity: work with staff to select priority parks 5. Other Proposed Research Topics Any and all park locations Service to be completed by October 15, 2017 unless otherwise approved AWARD: Notification of the decision of the research committee will occur within 30 days of the submittal deadline. No proposal may be withdrawn during that time. GPHC reserves the right to reject any and all proposals and waive irregularities in the proposal. REQUEST FOR PROPOSAL: In compliance with the REQUEST FOR PROPOSAL, and subject to all conditions hereof, the undersigned offers and agrees, if this proposal is accepted within 30 days from the date of closing, to furnish any or all items and or services upon which prices are bid in accordance with the specifications applying, at the price set opposite each item. DESCRIPTION OF SERVICES: SCOPE OF WORK: The scope of work shall include all labor, tools and equipment necessary to accomplish the proposed research. The Researcher shall transport equipment on site as needed at locations 1
2 designated by the GPHC representative; furnish materials, equipment and labor to finish the research remove excess material and cleanup site; take appropriate safety precautions before and during installation; leave the site safe after installation; georeference study areas and provide within a month of starting research to GPHC point of contact and provide additional spatial data in digital format to GPHC along with final report. Proposals can be submitted for individual topics or multiple research topics. Examples of previous research may be provided, if available. Proposals will be accepted until February 12, 2017, 11:59 pm. For more information contact Zurijanne Carter at zcarter@greatparks.org or ext ADDITIONAL QUALIFICATIONS: Since this work is of a highly skilled nature, the successful proposal selected for this project will be implemented by a researcher, consultant or student who carries liability insurance, who has demonstrated to the satisfaction of GPHC that its investigators are highly trained and skilled in all phases of research related to the proposed topic. EXECUTION: Submitted proposals must include: title, clear statement of purpose and complete description of the research project explaining scientific basis in literature, study design and analytical methods to be utilized. The proposal should also include an explanation of the specific benefits to GPHC, a résumé/cv for each individual performing the work, a generalized time line for completing activities, and complete breakdown of budget costs. If you are interested in collecting samples, you must explain where the specimens would be vouchered, e.g., in a recognized and accessible natural history museum. 1. Researchers awarded funding must agree to meet mid-term report deadline of July 1, 2017 and a final report deadline of October 15, 2017, unless a different deadline is negotiated in advance. 2. Final report must be in a digital format, and include name, project title, year, affiliation, and total number of research hours on cover page. Final reports will include introduction, study design and analytical methods utilized, results, conclusion/discussion, and georeferences in a suitable ESRI format (if project is new). 3. Students are required to submit an authorizing statement from their faculty advisor. 4. All researchers must abide by Park District research guidelines (included). 5. All research project proposals must be submitted to GPHC by the deadline of: 11:59 p.m. February 12, All required state or federal animal and plant collecting permits are the responsibility of the research applicant. Copies of permits must be provided before field research begins. These may be submitted with your proposal. 7. Permits are only valid for the calendar year in which they are approved, unless otherwise noted. PROVISIONS: 1. Preliminary contact ( or in-person) with a GPHC employee designated as the staff coordinator for the project must occur before commencement of research. 2. Researcher agrees to properly use and dispose of all materials in the course of the project. 3. Researcher is required to coordinate work schedules with the designated staff coordinator for the project. 2
3 4. Under no circumstances shall the researcher leave a hazardous work site or situation unattended, un-barricaded or unresolved before ceasing work for the day. The contractor will take appropriate safety precautions before and during the work, leaving the site safe after completion. QUANTITY AND PAYMENT: The researcher may bill for half of the work upon the submission and approval by the designated GPHC staff coordinator for the project of the mid-year report. The remainder may be billed when the work is completed and has been approved by an authorized GPHC representative. The total amount of the research services shall include the cost of labor, tools, equipment and materials, and all else necessary therefore and incidental thereto. ACCEPTANCE OF PROPOSAL (Award): Award shall go to the best and/or lowest proposal. Prior to recommendation for approval of proposal and prior to performing work, the researcher must furnish proof of the below required documents. Certificate of Insurance (See below) including GPHC listed as Additional Insured or a waiver of insurance Ohio BWC Certificate of Coverage, OR coverage by another state with Ohio reciprocity New Vendor form (if applicable, for GPHC finance department purposes) OPERS Independent Contractor Acknowledgement form ( Emergency contacts including project manager, emergency office contacts and after work hours contacts (if applicable) INSURANCE REQUIREMENTS: Insurance coverage shall not be less than the following: Comprehensive General Liability: (including Completed Operations, Blanket Contractual, Independent Contractors, and Personal Injury) Bodily Injury: $1,000,000 Each Occurrence; $2,000,000 Aggregate. Property Damage: $1,000,000 Each Occurrence; $1,000,000 Aggregate Under all of the above mentioned forms of insurance, the Great Parks of Hamilton County shall be listed as Additional Insured. Students who perform research should be covered by a certificate of liability from their school. Automobile Liability: (including Owner, Non-owned and Hired). Bodily Injury: $1,000,000 Each Occurrence; $1,000,000 Aggregate Property Damage: $250,000 Each Occurrence; $250,000 Aggregate Worker's Compensation: Each Contractor shall provide proof of current coverage for Worker's Compensation Insurance from the State of Ohio, unless the Contractor is the sole proprietor. MAINTAINING TRAFFIC: 1. The researcher shall perform the required work with the least inconvenience to, and the maximum safety of GPHC staff, guests and the researcher. The requirements for maintaining traffic shall be as indicated in the Ohio Manual of Uniform Traffic Control Devices for Streets and Highways, current edition, the proposal, specifications and the plans. 3
4 2. Police and Fire access shall be maintained at all times. 3. Access to neighboring properties shall be maintained at all times. HEALTH AND SAFETY OF PERSONS AND PROPERTY: The researcher recognizes the importance of performing the work in a safe and responsible manner to prevent damage, injury or loss to individuals, the environment and the work including materials and equipment incorporated into the work. Researcher assumes responsibility for implementing and monitoring all environments, health and safety precautions and programs related to the performance of the work. INDEMINIFICATION: To the fullest extent permitted by law, the Contractor shall indemnify and hold harmless, the Owner, Architect, Architect s consultants, and agents and employees of any of them from and against claims, damages, losses and expenses, including but not limited to attorneys fees, arising out of or resulting from performance of the Work, provided that such claim, damage, loss or expense is attributable to bodily injury, sickness, disease or death, or to injury to or destruction of tangible property (other than the Work itself), but only to the extent caused by the negligent acts or omissions of the Contractor, a Subcontractor, anyone directly or indirectly employed by them or anyone for whose acts they may be liable. Such obligation shall not be construed to negate, abridge, or reduce other rights or obligations of indemnity which would otherwise exist as to a party of person described in this section. In claims against any person or entity indemnified under this section by an employee of the Contractor, a Subcontractor, anyone directly or indirectly employed by them or anyone for whose acts they may be liable, the indemnification obligation under this section shall not be limited by a limitation on amount or type of damages, compensation or benefits payable by or for the Contractor or a Subcontractor under workers compensation acts, disability benefit acts or other employee benefit acts. INTELLECTUAL PROPERTY: GPHC retains ownership of Intellectual Property created under this contract. Researchers are free to copy, distribute and publish data after obtaining prior consent from GPHC. 6 Great Parks of Hamilton County NATURAL AREAS RESEARCH GUIDELINES The Great Parks of Hamilton County invites qualified researchers in the natural sciences to pursue various research projects in its parks and nature preserves. The philosophy of the park district is that preserved natural areas should be used as outdoor laboratories for scientific study of flora and fauna. However, because conservation of natural resources is the highest priority of the Great Parks of Hamilton County and since the park district acts as a resource steward for citizens of Hamilton County, the following guidelines have been established: 1. Proposals for all research projects must be submitted in writing to the Natural Resources Director prior to the beginning of the actual work. The proposal must include the researcher's institution, supervisor's name, purpose, methods, funding source, location, expected time frame, and a signed copy of these guidelines. All proposals will be reviewed by the park district's Research Committee. They will submit their recommendations for approval or disapproval to the Director if specimen collection is requested. 2. Preferred areas of research include species inventories, population studies and habitat evaluation work. Results of such studies are of benefit to the park district's natural resources. Other types of studies may also be approved. 3. An executive summary or copy of the research results in digital form must be received by the Natural Resources Director by the deadline. If the project extends beyond the deadline, extension of the deadline must be sought from the Natural Resources Director. Failure to file reports on time will result in denial of future research privileges. Please note that all final reports must be submitted in a PC digital format or as a PDF either on a CD or by . A hard copy may also be sent. If not a PDF, text should be in Microsoft Word, Rich Text form, or WordPerfect. Spreadsheet data should be in Excel format and graphics should be in jpg or tiff format. Mapping data should be in ArcMap Shape files. 4. Projects unlikely to receive approval include those requiring habitat damage or unjustified removal of specimens from the parks. Park by-laws must be followed during the study. Photographic documentation should take the place of voucher specimens whenever possible. 5. Written permission of the park district is required to remove herbaceous plants from the parks. Any plants or animals removed from the parks must be vouchered in a recognized and accessible herbarium or natural history museum location. Specimens of species currently endangered or threatened species within Ohio cannot be collected. 6. Researchers must abide by all State laws, including permit regulations, and have current permits where so required. Copies of permits must be submitted to the Natural Resources Director prior to beginning of work. 7. Proposals will be evaluated based upon their consistency with park district goals and management. Denial of a proposal does not mean it is not scientifically valid, nor that the researcher is not qualified. We encourage the researcher to apply to do other projects, provided that the denial was not based upon an infraction of #3 above. 8. The park district reserves the right to withdraw research permission if, once it has begun, the research is found to be detrimental to the park district. 6

A signed letter from the Natural Resources Director giving approval to conduct research must be carried by the researcher as proof for Park Rangers to determine if the person has necessary approval. 10. If collecting of animal specimens or live trapping is part of the proposal, a signed letter of approval from the Executive Director must also be carried. The researcher must sign a copy of these rules as an indication that he/she understands them and will comply with them.
