4 Flood Re Our Purpose Flood Re s purpose is to promote and enable the availability and affordability of flood insurance for eligible homes and manage over its lifetime the transition to an affordable market for household flood insurance where prices reflect the risks of flooding 4

6 How Flood Re operates Customer Customer experience is unaffected and purchases insurance as usual Customers receive flood risk information from insurers Insurer Insurers set prices, not Flood Re Tax raising powers with public accountability allowing insurers to base the flood risk element of the premium on local tax bands, established in legislation Insurers decide what risks to cede Insurers pay out when customer makes valid claim Flood Re Collects a levy of 180m every April from all relevant insurers Ability to raise additional capital through Levy 2 (treated as capital expenditure by insurers) Flood Re will accept all eligible risks Flood Re has a liability limit in excess of 1/200 Flood Re pays all flood claims direct to the insurer PRIVATELY OWNED AND OPERATED, PUBLICLY ACCOUNTABLE

8 What properties does Flood Re cover ELIGIBLE PROPERTIES: Insured in the name of individuals Most have a Council tax band (All Council Tax bands covered) Held for residential use Insured on individual basis Occupied by policy holder or immediate family some of the time or unoccupied OUT OF SCOPE: Homes built on or after 01 January 2009 Small businesses (business rated) Buildings cover for leasehold premises 4 or more units
9 Flood Re strategic achievements Available through more than 60 insurance brands representing 90% of the home insurance market. Before the introduction of Flood Re, only 9% of householders who had made prior flood claims could get quotes from two or more insurers. Now, 95% of those households have access to two or more quotes. Four out of five householders with previous flood claims have seen a reduction in the price of policies available to them of over 50 per cent. 9

14 The Role of Kent Police at a Major Incident Police control and coordination is a necessary pre condition to enable all other emergency services to be brought into effect. It is essential that the Police establish contact and liaison at the earliest opportunity with all the other key agencies at the time Police mobilisation gets underway. The first priority for the Police is to work with other Emergency Services to save life and prevent further loss of life.

16 Police Command Structure In the event of a significant flooding incident, Kent Police will instigate a Command Structure. Strategic / Gold In overall command and direction of the incident Tactical / Silver Responsible for devising plans and tactics to deliver the Gold Strategy Operational / Bronze Responsible for execution of plans on the ground

19 Tactical Coordination Centre (TCC) Established in preparation for London 2012 Olympic and Paralympic Games. Since then it has been used on numerous occasions for a variety of different exercises and operations. Some examples of these are Severe Weather (flooding) Increase in National Threat level to CRITICAL Operation Stack M20 bridge collapse Protests / demonstrations / marches Football matches Exercises Numerous policing operations including coordinated execution of warrants (drugs, people trafficking, child sexual exploitation)

21 Multi-Agency Room at Tactical Coordination Centre The second room at the TCC is the Multi Agency room. A Police Multi-Agency Liaison Officer is responsible for this room and will be the conduit between this room and the Tactical room. Representatives from partner and responder agencies will be seated in this room which is equipped with workstations, telephones, white boards and two television screens which can have live CCTV streamed through to them.

24 Flooding Operational Aspects Making the best use of intelligence Liaison with all partners Co-ordinating a multi-agency response Utilising all available resources to ensure the public warning & informing is effective
25 Flooding Police priorities at the scene Have an understanding of the roles & capabilities of all agencies Use the Joint Decision Model Carry out briefings must be clear & commonly understood Convene joint meetings regularly to share & coordinate information and plans Understand changing hazards & risks, and the impact these have on a safe response
26 Flood Wardens Contribution to the response Use your local knowledge check river levels, watercourses etc. Pass information to & from the responding agencies to the community Consider your own personal safety at all times and STAY SAFE! Assist the emergency services if tasked don t be part of the problem Undertake the actions identified in your Community Emergency Plan
