7 NST Project Overview Major Project Elements include; Influent diversion structure and influent pumping station, fine screening facility, sequencing batch reactors and equalization basin, aeration blowers, NST Effluent Pumping Station, Electrical Building, Lime Feed Facility, EWS and Stormwater Pumping Stations Two alternative designs are included in bid documents for the lime slaking system (Alt A Tekkem, Alt B - Merrick)

13 Owner Controlled Insurance Program (OCIP) OCIP covers: Workers Compensation, Employers Liability, General Liability and Excess District will provide Builder s Risk and Contractor s Pollution Liability All contractors are required to enroll in the OCIP (unless excluded) OCIP does not cover: Hazardous waste abatement contractors or companies without on-site dedicated payroll All contractors are required to exclude insurance costs for coverages provided by Regional San

15 SRF Requirements Spec Section Clean Water State Revolving Fund Provisions Disadvantaged Business Enterprise (DBE) regulations Buy American requirements Davis-Bacon Act DBE Good Faith Effort (GFE) Spec Section Disadvantaged Business Enterprise Requirements GFE started a minimum of 30 calendar days prior to bid opening date DBE forms must be submitted within three business days after bid opening by three apparent low bidders

16 Wage Requirements Spec Section Instructions to Bidders Pursuant to Section 1770, and following, of the California Labor Code, the Contractor shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Spec Section Wage Rate Requirements Davis Bacon Act wage rate requirements of the Clean Water SRF Program Spec Section Instructions to Bidders If there is any difference between the State or Federal wage rates for any given craft or mechanic needed to execute the Work, it shall be mandatory upon the Contractor and any Subcontractors to pay the higher of the two rates.

20 Scheduling Requirements Spec Section Construction Progress Schedule Pre-Construction Scheduling Conference within five (5) calendar days after receiving NTP Full-time Scheduler should be on board before NTP to be familiar with the specifications and meet submittal deadlines A schedule for the initial 180 days is due, cost and resource loaded, within 15 days following the Pre-Construction Scheduling Conference P6 is the required scheduling software Contractor payment tied to schedule

21 Work Restrictions and Milestones Work Restrictions Refer to Spec Section Concurrent District Projects at SRWTP (Site Preparation Project, Flow Equalization Basin Project) Contract Time Refer to Spec Section Note Liquidated Damages

22 Proposed Products Form Spec section Contractor shall identify the manufacturer /supplier with the bid submittal Long lead for fabrication and quality control of the Lime Slaking System and SBR Decanter Mechanism Early shop drawing submittal to avoid completion delays Equipment O&M manuals will be required early in the submittal process
