CPI and BEIS Agree to Start Sector Deal Process On 29 June CPI, Miles Roberts (CEO DS Smith), and Richard Harrington MP (Business Minister) met to kick start the process of CPI and BEIS establishing a Sector Deal. The Minister reviewed the five areas of interest that CPI had raised and gave the green light to an intensive dialogue between BEIS and CPI to turn those outline ideas into a detailed workplan for agreement across government. This work is scheduled to take at least the next 12 months and will involve a cross section of CPI Members and government officials from across Whitehall working together to develop a series of commitments on both sides. The aim is to have a draft Deal ready for signature in a year s time. The key areas of focus for the Sector Deal negotiations will be: Recycling Energy and Climate Change Skills Innovation and bio economy Investment Please contact Andrew Large on or alarge@paper.org.uk if you would like to be involved in the detailed work of creating the industry s Sector Deal. Closes 2 August consult.defra.gov.uk/eu/environmental principles and governance/ A consultation on the development of an Environmental Principles and Governance Bill. This new piece of legislation will create a statutory and independent environmental watchdog to hold government to account on environmental ambitions and obligations once we have left the EU. The consultation includes a policy statement setting out the environmental principles that will guide future environmental policy making. Clean Air Strategy. Closes 14 August

2 quality draft clean air strategy 2018 An overarching scheme to tackle air pollution. The consultation sets out measures for transport, agriculture, biomass burning along with proposals for industry. The proposals appear short on detail but set out Defra s intention to develop a UK approach to drawing up BREFs post Brexit and signals an intention to tighten MCPD limits in coming years and to draw up primary legislation, giving local government new powers to improve air quality. Environmental Strategy for Scotland. Closes 24 August A discussion paper inviting input to the development of an Environment Strategy for Scotland. River Basin Planning. Closes 22 December basin planning working together This is the 1 st consultation in the review of River Basin Management Plans, looking at the work programme, timetable, and stakeholder involvement. Potentially important for the paper sector with the connection to future abstraction management. For further information contact Debbie Stringer on or dstringer@paper.org.uk Deadline Extended for ISO 14001:2015 Environmental Management Standard Compliance CPI understands that companies hoping to transition to the updated ISO environmental management standard published in 2015 will now have until March 2019 to make the change. As Members will be aware, the ISO environmental management standard was updated in September Companies certified to the previous version, ISO 14001: 2004, were given three years to make the change. All existing certifications were previously due to expire by 15 September The updated standard puts greater emphasis on senior leadership, understanding an organisation s context and supply chain and managing business risks and product life cycles. It would appear that take up of both ISO14001:2015 and the updated Quality Standard, ISO9001:2015 has been significantly slow. As a consequence, the deadline for both 2015 standards has been extended by six months to 15 March 2019 provided the audit process has been initiated and any outstanding activities to bring the management system into compliance with the new standard have been completed by 15 March A technical bulletin published by the UK Accreditation Service (UKAS) on 22 June has the details: bulletin For further information contact Debbie Stringer on or dstringer@paper.org.uk Trade Issues Post-Brexit for Wood-Based Industry CPI sits on the Defra sponsored UK Government Timber Expert Group that acts as a sounding board for matters around Timber Regulations and other issues affecting industries based on wood and wood based products such as pulp and paper.

3 CPI is already working to encourage the UK Government to establish an appropriate system to replace the EU trade remedies system that currently handles trade issues. As an independent trading country, the UK will need its own Trade Disputes and Remedies Framework to fulfil its WTO obligations and run its own tariff operations. Defra has now approached the Timber Expert Group with a briefing on proposals to establish new functions to replace those that the EU currently carries out for the UK, with a request for support and feedback on their proposals and key issues. The new functions are in the areas of tariff operations, WTO obligations and trade disputes and remedies. The EU carries out these trade functions on behalf of all Member States and so when we leave the EU, the UK will need to deliver them in its own right. Working within an overarching framework set by the Department for International Trade and taking a crossgovernment approach, Defra will represent its departmental interests in the agriculture, food and farming, chemicals, timber and waste sectors. Key areas being addressed include: WTO Obligations Trade Disputes and Remedies Tariff Operations For further information contact Steve Freeman on or sfreeman@paper.org.uk More Retailers take Steps to Replace Plastic Bags with Paper Iceland has now launched an eight week trial to see if customers are willing to stop using plastic carrier bags at the checkout. Should the trial prove successful, paper carrier bags could be rolled out across Iceland s 800 UK stores. Iceland has declared that this will enable it to offer an alternative that is fit for purpose and works for our customers. Morrisons recently announced that it is bringing back traditional brown paper bags for groceries and that paper bags will replace plastic for loose fruit and vegetables in stores. The paper grocery bags, made from recycled paper, will be arriving in stores through the summer. CPI welcomes these moves by leading retailers. Given that more consumers are seeking sustainable solutions to all manner of products and packaging, it is now more likely that they will seek to choose and reuse paper bags where possible and take advantage of the localised collection systems in place to ensure they are recycled at the optimum moment. Compared with plastic bags, the use of paper bags, particularly from renewable, recyclable resources, has many advantages for the environment, as they are biodegradable, compostable and recyclable. For further information contact Andy Barnetson on or abarnetson@paper.org.uk HSE Releases Annual Workplace Fatality Figures The Health and Safety Executive (HSE) has released its annual figures for work related fatal injuries for 2017/18, as well as the number of people known to have died from the asbestos related cancer, mesothelioma, in 2016 The provisional annual data for work related fatal injuries revealed that 144 workers were fatally injured between April 2017 and March 2018 (a rate of 0.45 per 100,000 workers). Although this represents an increase of nine fatalities from 2016/17, there has been a long term reduction in the number of fatalities since 1981 and the number has remained broadly level in recent years.

4 Across the different industrial sectors, figures show: 38 fatal injuries to construction workers, accounting for the largest share of any industry 29 fatal injuries to agricultural workers and this sector continues to account for a large share of the annual fatality count. It has the highest rate of fatal injury of all the main industry sectors, around 18 times as high as the all industry rate 12 fatal injuries to waste and recycling workers were recorded. Despite being a relatively small sector in terms of employment, the annual average fatal injury rate over the last five years is around 16 times as high as the all industry rate 15 fatal injuries were recorded in both the manufacturing and the transport and storage sectors. Both industries have an annual average rate of fatal injury around times the rate across all industries over the last five years. The three most common causes of fatal injuries continue to be due to; workers falling from height (35) being struck by a moving vehicle (26) and being struck by a moving object (23), accounting for nearly 60% of fatal injuries in 2017/18. The new figures also highlight the risks to older workers; 40% of fatal injuries in 2017/18 were to workers aged 60 or over, even though such workers made up only around 10% of the workforce. The event will feature distinguished speakers from Agnati, BHS, BW Papersystems, Fosber, Mitsubishi. In addition, professionals from the corrugated industry will present their experience on paper developments, equipment reliability and automation control. It will take place on Wednesday 20 September 2018 from 10:00 until 17:00 at the Van der Valk Hotel, Brussels Airport.
