A New Draft of the Industry Guideline on Food Contact: Seeking Comments from UK Industry While all packaging materials are governed by Regulation 1935/2004 (the Framework Regulation), there is no pan European legislation specifically governing paper & board in food contact applications. In the absence of such legislation, the European Paper & Board industry adopted voluntary Guidelines which were first published in 2010 and updated in In a lengthy process over recent months, and incorporating a wide range of paper and paper packaging organisations through the Food Contact Co ordination Group, the Industry Guideline has been completely overhauled and updated to reflect current developments. The final draft version (v 8.1) of the new cross industry Guideline for the Manufacture of Paper & Board Materials and Articles for Food Contact applications is now available. In addition, the first draft of the Guideline for the application of the Regulation (EC) 2023/2006 on Good Manufacturing Practice (GMP) is also available. In a new development recognising that different Associations (FEFCO, ECMA etc.) own GMPs may differ in their exact format the document shows the core elements which different GMP schemes must follow. This is the opportunity for UK Industry to make comments on both of the draft documents by Friday 8 th June. Once published later in the year, they will be the definitive means of demonstrating compliance you should ensure that it meets your needs. 2 dioxide. Details for 2017 have now been released by the Commission for all regulated installations across the European Union. Provisional analysis suggests that total emissions across the scheme are slightly up on the previous year and slightly below market predictions. UK total emissions are down around 7% due to a continued increase in renewable energy. For UK paper and pulp mills, overall sector emissions have increased by just over one percent. However with overall production up by almost 5%, this means that the carbon efficiency of the sector has continued to improve. After allowing for changes in production levels, the figures show that the amount of EU ETS reported carbon dioxide emitted by UK paper mills (per tonne of production) continues to fall by around a third in just ten years. Each tonne of carbon emitted on the site requires the operator to also provide an emissions allowance, either provided free of charge (based on the most efficient installations) or increasingly purchased on the open market. The number of free allocations is reduced each year, meaning the sector is increasingly short of allocations, with around half a million (or 28%) more required than supplied free of charge in These free allocations are intended to protect the competitive position of mills compared to operators based outside the EU where carbon does not carry the same cost. Recent increases in the market cost of allowances mean the scheme is having an escalating cost impact on many mills. A press release announcing the figures can be found on our website at For further information contact Steve Freeman on or sfreeman@paper.org.uk Industrial Strategy Challenge Fund The UK Government is redirecting R&D funding post Brexit to address the four Grand Challenges identified in the Industrial Strategy: Artificial Intelligence; Clean Growth; Mobility; and an Ageing Society. Innovate UK is running an Industrial Strategy Challenge Fund (ISCF) where interested parties are invited to identify projects linked to addressing the Grand Challenges. To date, two rounds have been run where the academic and research sector have led bids. The third round is different in that bids must be led by industry. Successful bids secure no direct financial support, rather winning bidders are invited to work up their theme over the next year, to lead to a series of competitive funding rounds where the specific issues within the theme are addressed. The largest funding allocated to date is 240m to address batteries, while the average allocation is circa 100m. CPI is involved in two bids addressing Clean Growth one directly lodged to improve the quality of recycling and increase use in the UK, and the second as a partner seeking support to deliver the eight sector specific Decarbonisation Roadmaps.

3 For further information contact Steve Freeman on or New Charging Schemes for Environmental Regulation Following the Strategic Review of Charges Consultation in November last year, the Environment Agency (EA) has now published its new charging scheme, charge tables and guidance on the GOV.UK web site. These documents can be found at: permitting charging scheme As anticipated, despite the consultation and a strong response from many sectors, there is little change from the proposals to the final scheme nor will there be any delay in implementation. The consultation response document and annexes, containing detail from the individual questions posed as part of the consultation process can be found at: agency charge proposals from april 2018 For the paper sector there is, on the whole, minimal impact of application and subsistence charges although concern remains over the impacts of Time and Materials charging. CPI will work with Members and the EA to ensure these are minimised. The new scheme has been live since 1 st April The new charges apply for both applications and subsistence from that date. Similarly in Scotland, SEPA has published a new charging scheme following earlier consultation: and flooding/charging2018/consult_view/ This new charging scheme also commenced on 1 st April For Wales, NRW implemented a revised Charging Scheme in For further information contact Debbie Stringer on or dstringer@paper.org.uk HSE Urges Employers to Think Again Before Investing in Off-the-Shelf Manual Handling Training Off the shelf manual handling training should become a thing of the past, according to new advice released by the Health and Safety Executive (HSE). New musculoskeletal disorder (MSD) advice has been issued to help employers to decide what type of help they need to tackle the MSD risks in their workplace. The web based advice illustrates different approaches with examples and identifies who may be able to help address their needs. Launching the web based advice, HSE s Health and Work Portfolio Manager Geoff Cox said: Our research shows that simplistic training involving bending your knees to lift a cardboard box is just a waste of time and money, it just doesn t make any difference. The overall aim is to avoid and reduce manual handling, and that s where employers should start if their workforce faces manual handling risks. Don t start with training, start with re organising and redesigning your working practices. If you do need staff training, and there are many residual risks where this is the case, then this needs to be customised and professionally delivered. Any such training should be based on observations of current working practices and should be informed by the views and experience of the workforce. 4 Environment Agency-CPI Liaison Meeting 2018 The annual EA CPI Liaison meeting will take place on 24 May 2018, hosted by Essity at its Prudhoe Mill. Of interest to Members operating in England and regulated by the Environment Agency, the EA CPI Liaison meeting covers issues at a more strategic level. CPI Members are invited to attend. This year s agenda includes a review of the Paper Sector Performance (against permit conditions), the approaching BAT Compliance deadline, the EA Paper Sector Group focus for 2018/19 and a discussion on the EA approach to regulating the sector post Brexit. This year, the event will take place on 16 and 17 October in order to better link with the EU policy agenda, rather than the third week in November. Based on feedback the length will also be shorter with sessions running over 1.5 days including a networking dinner the first evening. Paper & Beyond, 2018 will take place in the prestigious Solvay Library a location that blends historical spirit and modern elegance, located in Brussels Parc Léopold. Final Call for Entries to the 2018 Print Futures Awards The Printing Charity is making a final call for entries to this year s Print Futures Awards, which are open to UK residents aged 18 to 30 years. The Awards are grants of up to 1,500 each to help pay for training for careers in printing, paper, publishing, packaging, and graphic arts or to develop workplace skills in those sectors. Applications are invited from people who intend to or are already studying, people already working in the industry looking to progress their careers, and apprentices and those studying for NVQs in print related organisations. Shortlisted applicants will be interviewed in London in early June by a panel of judges drawn from across the industry sectors and winners will receive their Awards in London in July.
